Mayor Kelly called the meeting to order at 10:00 a.m.

1. Capital Budget Amendment for Geyser Road Trail – no comments.
2. NYS Power Authority Energy Service Program – Commissioner Madigan advised this is to reflect the
cost of $2.87 million bond for energy efficient and upgraded streetlights. This will save the City $33,000
annually over the life of the bond and approximately $300,000 annually thereafter.
3. Saratoga Springs Community Development Citizens Advisory Committee for the 2021 Annual Block
Grant Action Plan - no comments.

Commissioner Madigan stated she has learned the federal fiscal aid will be delivered to the City in two
installments but there is concern it may be broken up over four installments. VLT was fully restored to the
governor’s budget.

Commissioner Madigan stated the City signed an agreement to proceed in late December. There will be a
$30,000 annual saving during the life of the bond and an annual savings of $300,000 thereafter.
