Saratoga Regional YMCA Zoning Text Amendment – Commissioner Franck advised he will be doing the short form for SEQRA and taking a vote tomorrow evening. CONSENT AGENDA 1. MAYOR’S DEPARTMENT Announcement: Proposed 2022 – 2027 Capital Program Mayor Kelly advised there is a link to the proposed capital budget attached to the agenda. A vote will be taken on September 7, 2021. Presentation: Implementation of Independent Advisory Committee for NYS Police Reform and Reinvention Collaborative Plan Update No comments. Discussion and Vote: Approval of HUD Mandated Changes to Template Agreement for Economic Development Revolving Loan Program No comments. Discussion and Vote: Designation of Community Development Planner as Fair Housing Officer as Section 3 Coordinator and as Labor Standards Officer Lindsay Connors advised if the City receives more than $200,000, which it did, it needs to designate people for the positions. She has been acting as such so this is a formality. Discussion and Vote: Naval History and Heritage Command Outgoing Loan Agreement Vince DeLeonardis, city attorney, advised the City has had an artifact on loan - the USS Saratoga plaque is at the City Center. The contract regarding this loan is up for renewal this year. Discussion and Vote: Mayor to Sign Letter of Support Zim Smith Trail No comments. Appointment: Zoning Board of Appeals No comments. Announcement: UDO Workshops No comments. Mayor Kelly advised she is adding an item: Discussion and Vote: Approve Correction to PO 171583. Page 2 of 4 City Council Pre-Agenda Meeting 8/16/2021 ACCOUNTS DEPARTMENT Commissioner Franck advised he will be adding an item before the first item listed here to review SEQRA. Vince DeLeonardis confirmed with the YMCA’s attorney that the parcel that was requested to be removed from the PUD has in fact been removed. The amendment for the YMCA is to allow for senior services. Discussion and Vote: Saratoga Regional YMCA Zoning Text Amendment No comments. Award of Bid: Professional Hydrogeological and Construction Service Geyser Crest Well No. 7 to C.T. Male No comments. FINANCE DEPARTMENT Update: 2022 Budget and City Finances Commissioner Madigan advised they are in the 2022 budget process. They have received almost all budgets. Discussion and Vote: Authorization for Mayor to Sign Agreement with LOOK TV for Video Services Commissioner Madigan would like to bring back the services of LookTV. Discussion and Vote: Resolution for Non-Union Full Time employees – Annual Review Commissioner Madigan advised she did not have the resolution attached to the agenda, as she has not completed her review of the latest updates. Discussion and Vote: Budget Transfers – Payroll No comments. Discussion and Vote: Budget Amendments – Payroll No comments. Discussion and Vote: Budget Transfers – Contingency No comments. Commissioner Madigan advised she may be adding an item regarding the City Center. PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Contract with CT Male Engineering, Surveying, Architecture, Landscape Architecture & Geology, DPC for Professional Hydrogeological & Construction Services for Geyser Crest Well 7 No comments. PUBLIC SAFETY DEPARTMENT Page 3 of 4 City Council Pre-Agenda Meeting 8/16/2021 Deputy Commissioner Finneran advised there may be an item added to the agenda to set a public hearing to amend the capital budget. SUPERVISORS Mayor Kelly read the supervisors’ agenda into the record as follows: Supervisor Veitch: 1. Government Review & Efficiency Update; 2. 2020 Census Numbers for Saratoga County; and 3. Saratoga Casino Hotel Foundation Awards. Supervisor Gaston: 1. COVID-19 & Public Health Update; 2. Leadership Program; and 3. Community Resiliency Committee.
