CALL TO ORDER Mayor Kelly called the meeting to order at 11:00 a.m. PUBLIC COMMENT Mayor Kelly opened and closed the public comment period at 11:02 a.m. as no one was there to speak. FINANCE DEPARTMENT Commissioner Madigan advised this is the third budget workshop. In this workshop, they will address the capital budget and have a general discussion. Page 2 of 3 Budget Workshop 10/22/21 One additional piece of equipment, a dual garbage recycling truck, was added to the capital budget. The total 2022 capital budget is $8,320,000 with $6,754,000+ will require bonding. Commissioner Scirocco would like to add $375,000 to the capital budget for the renovation of the Veteran Memorial Fieldhouse. Saratoga Miss Softball is interested in a public/private partnership. All capital budget projects are listed on the attached power point. Commissioner Madigan advised the authority to bond is usually presented to Council in January/February timeframe. Expenditures for these projects will not be covered until after the bond resolution has been approved by the City Council. The capital budget is amendable. Commissioner Scirocco stated the Veteran Memorial Fieldhouse was not designed for the use it is getting. The roof leaks and there is mold in part of the building. They will look into what needs to be done with the building and what options they have. Commissioner Madigan stated another issue out there is parking. Mayor Kelly stated she feels this is a good idea. The building is in dire needs. ADJOURNMENT Commissioner Madigan stated she will bring an amended budget forward and a vote for the November 16, 2021 City Council meeting. There will not be any property tax increase this year.
