CALL TO ORDER Mayor Kelly called the meeting to order at 11:00 a.m. PUBLIC COMMENT Mayor Kelly said the public comment period is limited to a total of 15 minutes and individuals are limited to two minutes. Mayor Kelly opened the public comment period at 11:01 a.m. No one spoke. Mayor Kelly closed the public comment period at 11:01a.m. Page 3 of 6 City Council Meeting 12/29/2021 CONSENT AGENDA Mayor Kelly moved and Commissioner Scirocco seconded to approve the consent agenda as follows: 1. ACCOUNTS DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Addendum #6 with GAR Associates (21-588) Commissioner Franck moved and Commissioner Scirocco seconded to authorize the mayor to sign addendum #6 with GAR Associates as included with the agenda. Ayes - All FINANCE DEPARTMENT Mayor Kelly read Commissioner Madigan’s agenda in her absence. Discussion and Vote: Budget Transfers – Payroll and Benefits (21-589) Mayor Kelly moved and Commissioner Franck seconded to approve budget transfers – payroll and benefits as included with this agenda. Ayes – All Discussion and Vote: Budget Amendment – Benefits (21-590) Mayor Kelly moved and Commissioner Franck seconded to approve budget amendment – benefits as included with this agenda. Ayes – All Discussion and Vote: Budget Transfer – Contingency (21-591) Mayor Kelly advised the current balance in contingency is $41,952.70 and $31952.70 will remain after this transfer. Mayor Kelly moved and Commissioner Franck seconded to approve budget transfer – contingency as included with this agenda. Ayes - All Page 4 of 6 City Council Meeting 12/29/2021 PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Memorandum of Understanding with Evonik Active Oxygens, LLC (21-592) Commissioner Scirocco advised the processed wastewater produced by Evonik has resulted in problems in quad 1 pump station. Evonik has offered to purchase and pay for the installation of equipment to alleviate the problems at the pump station. Commissioner Scirocco moved and Commissioner Franck seconded to authorize the mayor to sign memorandum of understanding with Evonik Active Oxygens, LLC, who agrees to pay for the purchase and installation of this equipment to alleviate the problems experienced at the lift station. Ayes – All Discussion and Vote: Authorization for Mayor to Sign Addendum #1 with CPL Engineering to Provide Professional Services for the Water Treatment Plant Intake Valve (21-593) Commissioner Scirocco advised Clark Patterson Lee needs extra time for oversight of the project. This addendum includes a cost increase of $91,000 and a time extension to 12/31/2022. Commissioner Scirocco moved and Commissioner Franck seconded to authorize the mayor to sign addendum #1 with Clark Patterson Lee Engineering to provide professional services for the Water Treatment Plant intake valve in the amount not to exceed $166,340 and extending substantial completion date to December 31, 2022. Ayes – All Discussion and Vote: Approval to Pay Invoice #90508 to CT Male in the Amount of $1,197.96 (21-594) Commissioner Scirocco advised this invoice is for additional post closure monitoring services in late October 2021. Commissioner Scirocco moved and Commissioner Franck seconded approval to pay invoice #90508 to CT Male Associates Engineering Surveying Architecture & Landscape Architecture in the amount of $1,197.96 to provide additional post closure landfill monitoring services at the City of Saratoga Springs Weibel Avenue landfill. Ayes - All Discussion and Vote: Authorization for Mayor to Sign Curbing Agreement 63 Ash Street (21-595) Commissioner Scirocco moved and Commissioner Franck seconded to authorize the mayor to sign curb installation agreement for 63 Ash Street for 29 linear feet of curbing at $50 per linear foot in the amount of $1,450. Ayes - All Discussion and Vote: Authorization for Mayor to Sign Curbing Agreement 47 Walnut Street (21-596) Commissioner Scirocco moved and Commissioner Franck seconded to authorize the mayor to sign curb installation agreement for 47 Walnut Street for 130 linear feet of curbing at $50 per linear foot in the amount of $6,500. Ayes – All Page 5 of 6 City Council Meeting 12/29/2021 Discussion and Vote: Authorization for Mayor to Sign Curbing Agreement 127 Ash Street (21-597) Commissioner Scirocco moved and Commissioner Franck seconded to authorize the mayor to sign curb installation agreement for 127 Ash Street for 53 linear feet of curbing at $50 per linear foot in the amount of $2,650. Ayes – All Discussion and Vote: Authorization for Mayor to Sign Curbing Agreement 123 Ash Street (21-598) Commissioner Scirocco moved and Commissioner Franck seconded to authorize the mayor to sign curb installation agreement for 123 Ash Street for 48 linear feet of curbing at $50 per linear foot in the amount of $2,400. Ayes – All Commissioner Scirocco moved and Commissioner Franck seconded to add an item to his agenda regarding discussion and vote for yearend purchase order to be issued to the Commissioner of Finance in the amount of $17,734.96. (21-599) Ayes – All Discussion and Vote: Yearend Purchase Order to be Issued to the Commissioner of Finance (21-600) Commissioner Scirocco advised revenues were approved to be moved at the December 21, 2021 City Council meeting. They need City Council to issue this purchase order. Commissioner Scirocco moved and Commissioner Franck seconded for authorization for a yearend purchase order to be issued to the Commissioner of Finance in the amount of $17,734.96. Ayes – All PUBLIC SAFETY DEPARTMENT Nothing at this time. SUPERVISORS Mayor Kelly advised the supervisors have nothing on their agenda at this time.
