August 15, 2022 CITY OF SARATOGA SPRINGS City Council Pre-Agenda Meeting 474 Broadway 10:00 AM PRESENT: Ron Kim, Mayor Dillon Moran, Commissioner of Accounts Jason Golub, Commissioner of Department of Public Works Jim Montagnino, Commissioner of Department of Public Safety STAFF PRESENT: Angela Rella, Deputy Mayor Heather Crocker, Deputy Commissioner, Finance Stacy Connors, Deputy Commissioner, Accounts Jason Tetu, Deputy Commissioner, Department of Public Safety EXCUSED: Minita Sanghvi, Commissioner of Finance Joe O’Neill, Deputy Commissioner, Department of Public Works Matthew Veitch, Supervisor Tara Gaston, Supervisor CALL TO ORDER Mayor Kim called the meeting to order at 10:01 a.m. PUBLIC HEARING 1. 2023 Capital Budget Program –No comments. PRESENTATIONS 1. Infrastructure Task Force Update – Mayor Kim advised that former Mayor Yepsen will present on the work accomplished to date. 2. Safe Routes to School Maps and Bicycle and Pedestrian Crash Heat Mapping – Mayor Kim advised Tina Carton will present. CONSENT AGENDA 1. Approval of 6/21/2022 City Council Meeting Minutes 2. Approve Budget Transfers – Regular 3. Approve Payroll 08/5/2022 $465,948.09 4. Approve Payroll 08/12/2022 $715,922.98 5. Approve Mid-Warrant – 2022 22MWAUG1 $8,500.00 6. Approve Warrant – 2022 22AUG2 $758,620.29 City Council Pre-Agenda Meeting August 15, 2022 Commissioner Moran stated a series of minutes will be added to the Consent Agenda. MAYOR’S DEPARTMENT Announcement: Mayor’s Cannabis Task Force Mayor Kim advised he is inviting each Council member and each supervisor to appoint a person to the task force. Todd Shimkus has also agreed to be on the task force. Announcement: Proposed 2023 – 2028 Capital Program No comments. Discussion and Vote: City Council to Adopt Updated Complete Streets Maps No comments. Discussion and Vote: Authorization for Mayor to Sign PIN 1761.58 Missing Sidewalk Links Construction Support and Inspection Addendum No comments. Discussion and Vote: Authorization for Mayor to Sign PIN 1761.58 Missing Sidewalk Links Construction Contract Mayor Kim advised this is the same item with a different PIN. Discussion and Vote: Appointment to City Center Authority Board Mayor Kim advised Dennis Kiingati of Hamlet & Ghost has agreed to his appointment to the City Center Authority Board. Discussion and Vote: Authorization to Pay Fee to Department of Treasury /IRS for Excise Tax for Health Insurance No comments. Set Public Hearing: ADA Transition Plan Adoption No comments. Set Public Hearing: Non-Union Employee Benefits Mayor Kim advised he will be circulating the proposed resolution/ordinance that the City’s labor council has worked on. Announcement: UDO Workshop Mayor Kim stated he will announce the dates and times. Appointment: Open Space Advisory Committee No comments. Page 2 of 5 City Council Pre-Agenda Meeting August 15, 2022 ACCOUNTS DEPARTMENT Announcement: Adult Use Cannabis Update Commissioner Moran advised any cannabis facility will be licensed through the Accounts Department. There is not a lot of information at this time and on-site consumption locations are not specified in the UDO. Discussion and Vote: Approval to Pay Invoice to Confidata for Destruction of IT Hard Drives No comments. Discussion and Vote: Authorize Payment for Parking for Poll Workers at City Center for August 23 rd Primary Commissioner Moran stated the poll workers having to pay for parking has been a contentious. Commissioner Moran will ask the City to pay the parking fee for the poll workers for the primary and November general election. Award of Bid: Fabrication & Welding Services No comments. Award of Bid: Missing Sidewalk Links Construction Contract to Callanan Industries, Inc. No comments. Announcement: Enhanced STAR Exemption No comments. Set Public Hearing: Weibel Avenue PUD Amendment No comments. Update: Risk & Safety No comments. Commissioner Montagnino asked if the IT hard drives have been destroyed or are going to be destroyed. There are two former Council members that have been subpoenaed and Commissioner Montagnino wondered if these hard drives contained any information that would be required as part of the subpoena. Commissioner Moran advised that to his knowledge the hard drives are old and have accumulated over the years. Commissioner Moran asked Deputy Crocker to verify the hard drive do not contain information that would be needed as part of the subpoenas mentioned. FINANCE DEPARTMENT Deputy Heather Crocker presented the Finance agenda in the absence of Commissioner Sanghvi. Discussion and Vote: Approve Warrant 2022, 22AUG1B $1,155,316.71 Deputy Crocker advised this warrant was created to revise the 22AUG1 warrant. The old warrant is gone. Discussion and Vote: Authorization for mayor to Sign Addendum One with First Light, Inc. for Cloud Virtual Machine Backup Commissioner Moran stated he still needs to review this item to provide risk and safety approval. Discussion and Vote: Budget Transfers – Payroll No comments. Discussion and Vote: Budget Transfers – Benefits No comments. PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Contract with Bonacio Construction for Fabrication and Welding Services No comments. Discussion and Vote: Authorization for Mayor to Sign Contract with National Auto Fleet for 2022 Ford Escape No comments. Discussion and Vote: Approval to Pay Invoice #15127 to Mercury Screen Printing in the Amount of $5,170.00 No comments. Discussion and Vote: Accept Donation from Corrine Scirocco for Memorial Bench in the Amount of $1,500.00 No comments. Discussion and Vote: Accept Donation from Geo Kuehn for Memorial Bench in the Amount of $1,500.00 No comments. Discussion and Vote: Accept Donation from Kirk Douglas Wendell for Memorial Bench in the Amount of $1,500.00 No comments. Commissioner Golub advised he is adding an item to his agenda: Discussion and Vote: Authorization for the Mayor to Sign a Contract with Saratoga Ford aka Mackey Auto Group for the Purchase of a Ford Utility Truck. Commissioner Moran stated he reviewed and approved the Ford Escape contract this morning. Page 4 of 5 City Council Pre-Agenda Meeting August 15, 2022 PUBLIC SAFETY DEPARTMENT Discussion and Vote: Public Safety Dispatchers Grade Increase from a Grade 10 to a Grade 13 Effective August 20, 2022 Commissioner Montagnino advised the dispatchers appeared before the Council and did a presentation regarding the need for a pay increase. Since that time, one dispatcher left due to pay and another is looking for another job. Commissioner Montagnino stated he feels this is the right time to increase their pay. Discussion and Vote: Authorization for Mayor to Sign Agreement with WSWHE BOCES Commissioner Montagnino advised the Fire Department will provide ride-along training for those individuals studying EMT services. Announcement: Appreciation to Dr. Carson Commissioner Montagnino advised Dr. Carson treated one of the sergeants several weeks ago who had glass in his eye from the window of a police car being broken. Dr. Carson opened his practice to attend to the officer and removed several pieces of glass from his eye. Commissioner Montagnino added an item to his agenda: Announcement: Progress of Station 3. Mayor Kim asked for the cost-out of the dispatchers. Commissioner Montagnino advised the Department of Public Safety has the funds in their 2022 budget to cover the increase. Tony Izzo, city attorney, advised the award of bid on the Accounts Department agenda for Missing Links will need to be awarded before the approval of the contract on the Mayor’s Office agenda.
