October 17, 2022 CITY OF SARATOGA SPRINGS City Council Pre-Agenda Meeting 474 Broadway 10:00 AM PRESENT: Ron Kim, Mayor Minita Sanghvi, Commissioner of Finance Dillon Moran, Commissioner of Accounts Jason Golub, Commissioner of Department of Public Works Jim Montagnino, Commissioner of Department of Public Safety STAFF PRESENT: Angela Rella, Deputy Mayor Heather Crocker, Deputy Commissioner, Finance Stacy Connors, Deputy Commissioner, Accounts Joe O’Neill, Deputy Commissioner, Department of Public Works Jason Tetu, Deputy Commissioner, Department of Public Safety EXCUSED: Matthew Veitch, Supervisor Tara Gaston, Supervisor CALL TO ORDER Mayor Kim called the meeting to order at 10:01 a.m. PUBLIC HEARING 1. 2023 Comprehensive Budget – no comments. 2. ADA Transition Plan – no comments. 3. Aggressive Panhandling – no comments. 4. Weibel Avenue PUD Amendment – no comments. 5. Proposed Ordinance for Henry Street & McTygue Way – no comments. PRESENTATIONS 1. Veteran’s Court – no comments. 2. Shelters of Saratoga – no comments. 3. Finance Department: Auditors – no comments. 4. Presentation of Check from Saratoga County to Commissioner Montagnino for Recruitment in the Fire Department – no comments. Commissioner Sanghvi asked Mayor Kim if presentations could be limited to a specific amount of time to prevent them from going on too long. Mayor Kim advised all presenters have been notified to hold to 10 minutes but it always goes over. The Mayor’s Office looked into not holding all the presentations in one night but they are all time sensitive. CONSENT AGENDA 1. Approve Payroll 10/14/2022 $485,753.58 2. Approve Warrant 22MWOCT2 $6,000.00 6. Budget Amendments - Regular 7. Budget Transfers - Regular No comments. MAYOR’S DEPARTMENT Announcement: Halloween Skate and Winter Registration No comments. Announcement: Proposed 2023 City Council Meeting Dates Mayor Kim stated his office tried to identify all the dates in 2023 where a City Council meeting would need to be moved to another day other than the originally scheduled day. A list of proposed meeting dates has been attached to the agenda and asked all to review and respond. Commissioner Moran pointed out November 7, 2023 is Election Day and will require that City Council meeting to be rescheduled. He will verify all dates fit with the warrant process. Commissioner Sanghvi stated the Finance Department and the Accounts Department can coordinate to be sure everything runs smoothly. Mayor Kim suggested this item be changed to discussion and vote. Announcement: Beaver Pond Workshop November 2 at 5:30 p.m. Mayor Kim advised his office and the Department of Public Works have been dealing with this issue. The residents have requested the City to take action as the developer is no longer taking responsibility. Announcement: October 22 Saratoga Book Festival Literacy Day No comments. Announcement: Mayor Joins Call to Designate Navy Vessel the “USS Saratoga” Mayor Kim announced this is for the 250th anniversary of the Battle of Saratoga. Announcement: 2021 Environmental Monitoring Report for Knolls Laboratory and Kesselring Site Mayor Kim announced he received and distributed the report to the City Council. Announcement: Reconnecting the West Side Grant Award No comments. Announcement: Re-appointing Ali Lopez to Arts Commission No comments. Announcement: Appointing Louise Kerr to Arts Commission No comments. Announcement: Appointing Patty Morrison to Planning Board Mayor Kim announced Patty Morrison will replace the person who resigned. Discussion and Vote: Approval of NYPA 90% Design Report Mayor Kim advised this is in regards to lighting of streets. NYPA is helping to design a program to use more energy efficient lights. Discussion and Vote: Authorization for Mayor to Sign Co-Sponsor Fitness Agreement No comments. Discussion and Vote: Authorization for Mayor to Sign Contract with Kirby Aisner & Curley for Bankruptcy Legal Services Mayor Kim advised this relates to item number 3. The developer is located in the southern district. Discussion and Vote: Resolution on 5 Williams Street Mayor Kim advised this item will be moved to number one on his agenda and changed to a resolution on homelessness. ACCOUNTS DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Contract with Cullen & Dykman, LLP for Legal Services Commissioner Moran stated the money is in the appropriate line. Set Public Hearing: Amend Chapter 136 of the City Code to Include Design Review Board for Review of Locations Commissioner Moran thanked the Mayor’s Office for their assistance on the amendment. Award of Bid: Orthophosphate to Chemrite, Inc. No comments. Announcement: Short Term Rental Workshop #2 Commissioner Moran advised the second short term rental workshop is scheduled for November 17, 2022 at the City Center. FINANCE DEPARTMENT Update: City Finances No comments. Set Public Hearing: 2023 Comprehensive Budget Commissioner Sanghvi stated the public hearing will be scheduled for November 1, 2022. Discussion and Vote: Authorization for Mayor to Sign Apple Business Manager Agreement Commissioner Sanghvi stated this is to allow the IT Department to manage multiple devices through one device. Commissioner Sanghvi added two items to her agenda: Discussion and Vote: Budget Transfers Payroll and Benefits, and Discussion and Vote: Budget Amendments Payroll and Benefits. PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Contract with American Rock Salt Co., LLC for Road Salt (department approvals pending) No comments. Discussion and Vote: Authorization for Mayor to Sign Contract with Chemrite for Orthophosphate (department approvals pending) No comments. Discussion and Vote: Authorization for Mayor to Sign Addendum #3 with CT Male for Geyser Well 7 (department approvals pending) No comments. Discussion and Vote: Revised Resolution for the City of Saratoga Springs to Accept Maintenance Responsibility to Maintain Median Landscaping Features Owned by New York State on Route 9P (Union Avenue) No comments. Announcement: Acceptance of Streets for Snow Plowing Only Commissioner Golub stated the acceptance of streets will include Beaver Pond Village. Mayor Kim asked Tony Izzo, city attorney, to obtain the developers agreement in writing. Commissioner Montagnino advised he has received e-mails requesting no parking signs and confirmed this is for snow plowing only. No parking signs will have to wait until the streets are actually accepted. Announcement: 24” Gear Reduction Valve Replacement Project Page 4 of 5 City Council Pre-Agenda Meeting October 17, 2022 Commissioner Golub advised the location of the valve replacement is at North Broadway and 1 st Street. Announcement: Flat Rock Park Update No comments. PUBLIC SAFETY DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Change Order #1 for Fire Station 3 to Bunkoff General Contractors (department approvals pending) Commissioner Montagnino advised a temporary chain link fence will be installed for $9,164. The original project called for a light snow fence but now require a ‘real’ fence as people are trespassing and going on to the property. Discussion and Vote: Authorization for Mayor to Sign Change Order #2 for Fire Station 3 to Bunkoff General Contractors (department approvals pending) Commissioner Montagnino advised this change will save the City some money. The perk tests done indicated there is natural drainage and not as much work had to be done. Commissioner Montagnino added one item to his agenda: Discussion and Vote: Acceptance of Check from Saratoga County Presentation. Mayor Kim advised the supervisors have submitted their agendas. Mayor Kim also stated that Delta Development Consultants advised the Environmental Bond Act on the November 8th ballot has opportunity for the City and recommends the City Council endorse it. Mayor Kim suggested a press conference and point out the projects that could benefit the City.
