CALL TO ORDER
Mayor Kim called the meeting to order at 12:00 p.m.
Mayor Kim advised people are having second thoughts about starting the City Council meeting at 5 p.m.
next week. He asked for a consensus of the Council at to what the start time should be. Council agreed
to go back to the 7 p.m. start time.
Tony Izzo, city attorney, advised the Charter is silent about the start time for a City Council; it only states
City Council meetings are to be held the first and third Tuesday of the month.
Mayor Kim stated the City Council is officially moving back to 7 p.m. effective March 7, 2023.
Commissioner Montagnino asked if the order of business would remain as it was.
Mayor Kim advised it will remain the same. For the next City Council meeting, there is a public hearing
scheduled for 7:30 p.m. as it was advertise that way.

Deputy Rella advised a grant for Allen Drive was approved in 2022. This organization has applied for a
grant and if received, the City wants them to be able to use that grant money towards their project and
use the City’s CDBG funds towards other projects.

Mayor Kim advised the amendments are being kept separate because they are very different.

Mayor Kim advised the original report contained a recommendation of creating a committee for
implementation. He spoke with the chair, Kristen Dart, who agreed with him that idea was the Civilian
Review Board would be that implementation committee. This resolution asks the Civilian Review Board
to become the implementation committee.

Mayor Kim added an item to his agenda to Set a Public Hearing: Time Changes of City Council
Meetings.
Commissioner Montagnino advised the Civilian Review Board was created by an ordinance, not a
resolution after a public hearing. He requested a public hearing be had before the scope of the actions of
the Civilian Review Board are expanded.
Mayor Kim changed this item from ‘discussion and vote’ to ‘set a public hearing’.
