CALL TO ORDER
Mayor Kim called the pre-agenda meeting to order at 10:01 a.m.
Mayor Kim stated the City Council Meeting on October 3, 2023, would commence at 6:00 PM. Kim stated
those wanting to partake in the remote public comment period were required to sign in advance between
9 AM – 2 PM the day of the Council Meeting up on the City’s website. Mayor Kim stated Public Hearings
would open at 7 PM.

Mayor Kim stated the HELPER ACT is a bipartisan bill co-sponsored by Congressman Tonko.
Mayor stated, if passed, it would provide support to teachers, firefighters, first responders and the
like to purchase first homes.

Commissioner Moran stated the Accounts Department had been supporting the Department of Public
Safety to bring forth a contract with Peregrine Data Analysis. Moran stated the data analysis program is
an item identified by former SSPD Chief Crooks and current SSPD Chief McIntosh as one of the top five
important points in the Police Reform 50 Point Plan. Moran stated he would consider adding the contract
to the Accounts Department Agenda, since the contract is not on the DPS Agenda. Commissioner

Montagnino stated he intended to add the item would be added to the Department of Public Safety
Agenda.
FINANCE DEPARTMENT

Deputy Commissioner Crocker pulled item #1 from the Finance Department Agenda due to the
presentation is an update on City finances.

Commissioner Montagnino stated the contract worked in conjunction with the de-escalation grant.
Montagnino stated the contract would touch on numbers 42, 43, and 44 of the Police Reform 50 Point
Plan.
