PRESENT: Ron Kim, Mayor Dillon Moran, Commissioner of Accounts Jason Golub, Commissioner of DPW James Montagnino, Commissioner of DPS EXCUSED: Minita Sanghvi, Commissioner of Finance STAFF PRESENT: Angela Rella, Deputy Mayor Stacy Connors, Deputy Commissioner of Accounts Heather Crocker, Deputy Commissioner of Finance Joseph O’Neill, Deputy Commissioner of DPW Jason Tetu, Deputy Commissioner of DPS STAFF EXCUSED: Anthony Izzo, City Attorney CALL TO ORDER Mayor Kim called the pre-agenda meeting to order at 10:01 a.m. Mayor Kim stated the City Council Meeting on October 3, 2023, would commence at 6:00 PM. Kim stated those wanting to partake in the remote public comment period were required to sign in advance between 9 AM – 2 PM the day of the Council Meeting up on the City’s website. Mayor Kim stated Public Hearings would open at 7 PM. PUBLIC HEARING 1. Discussion and Vote: Authorization for Mayor to Accept Funding from CRTC for Truck Traffic Study No additional comments. 4. Announcement: Office of Planning and Economic Development Has Issued a Request for Proposals for Complete Streets Project on Grand Ave No additional comments. 5. Discussion and Vote: Appoint Ellen Brodie to Special Assessment District No additional comments. 6. Announcement: Appointing Lindley Hickox to Complete Streets Advisory Board Program No additional comments. 7. Announcement: Congressman Tonko Co-Sponsors HELPER ACT No additional comments. 8 Discussion and Vote: Authorize Mayor to Sign Letter in Support of HELPER ACT Mayor Kim stated the HELPER ACT is a bipartisan bill co-sponsored by Congressman Tonko. Mayor stated, if passed, it would provide support to teachers, firefighters, first responders and the like to purchase first homes. On Deck Saratoga No additional comments. ACCOUNTS DEPARTMENT 1. Appointment: Re-appoint Sheila Sperling to the Board of Assessment Review No additional comments. 2. Award of Bid: Vehicle Exhaust System for Station 3 to Air Vacuum Corporation No additional comments. 3. Award of Bid: Non-Profit Short Term Rental Lease to RISE Housing and Support Services . Announcement: Special Events Commissioner Moran stated the Accounts Department had been supporting the Department of Public Safety to bring forth a contract with Peregrine Data Analysis. Moran stated the data analysis program is an item identified by former SSPD Chief Crooks and current SSPD Chief McIntosh as one of the top five important points in the Police Reform 50 Point Plan. Moran stated he would consider adding the contract to the Accounts Department Agenda, since the contract is not on the DPS Agenda. Commissioner Page 3 of 6 Pre-Agenda Meeting September 29, 2023 Montagnino stated he intended to add the item would be added to the Department of Public Safety Agenda. FINANCE DEPARTMENT 1. Announcement: Update on City Finances Deputy Commissioner Crocker pulled item #1 from the Finance Department Agenda due to the presentation is an update on City finances. 2. Announcement: 2024 Budget Workshop Schedule No additional comments. 2. Set Public Hearing: 2024 comprehensive Budget No additional comments. Commissioner Sanghvi stated the Finance Department had been working with the Department of Public Works. No additional comments. 4. Discussion and Vote: Authorization to Reimburse Employee in the amount of $78.60 for mileage expenses No additional comments. 5. Discussion and Vote: Update to Finance Policy Manual No additional comments. PUBLIC WORKS DEPARTMENT 1. Discussion and Vote: Authorization for Mayor to Sign Contract with American Rock Salt for Course Rock Salt No additional comments. 2. Discussion and Vote: Authorization for Mayor to Sign Short-Term Lease Agreement with RISE for 5 Williams Street No additional comments. 3. Announcement: NY 77th Infantry Regiment Monument No additional comments. Commissioner Golub added item #4 to the Public Works Department Agenda. 4. Discussion and Vote: Authorization for the Mayor to sign a contract with DRB Business Interiors for Fire Station 3 No additional comments. 6. Discussion and Vote: Resolution Rescinding Previous Resolution No additional comments. Commissioner Montagnino added item #9 to the Public Safety Department Agenda. 9. Discussion and Vote to Authorize the Mayor to Sign a Three-Year Contract with Peregrine for Data Consulting Services for the SSPD Commissioner Montagnino stated the contract worked in conjunction with the de-escalation grant. Montagnino stated the contract would touch on numbers 42, 43, and 44 of the Police Reform 50 Point Plan.
