New City Welcome Signage – Mayor Kim advised Supervisor Matt Veitch will present. 2. Missing Links Sidewalk Project – Mayor Kim advised Jenn Dunn will present. Code Blue PUBLIC HEARINGS 1. 2023 Comprehensive Budget – no comments. City Council Pre-Agenda Meeting October 16, 2023 Mayor Kim advised there may be an executive session tomorrow evening. CONSENT AGENDA 1. Approval of 10/3/2023 City Council Meeting Minutes 2. Approval of 9/29/2023 Pre-Agenda Meeting Minutes 3. Approve Mid-Warrant 2023, 23MWOCT1 $70,388.28 4. MAYOR’S DEPARTMENT Announcement: Recreation Department Completes Westside Destination Playground at Veteran’s Memorial Park Mayor Kim advised a ribbon cutting ceremony will be held this week. Announcement: Meeting Schedule for Restorative Justice Panel Mayor Kim advised the first meeting of the Restorative Justice Panel was held last week. The panel has provided a full schedule of their meetings that he will share tomorrow evening. Announcement: Set Public Hearing: Amend Chapter 225 – Remove Time Limit Parking on Joseph Street Mayor Kim advised they are setting a public hearing to hear the residents of Joseph Street. Some residents have come to the Council to have the signs removed from Joseph Street only and other residents want to keep the signs. Announcement: Halloween Skate and Winter Registration No comments. Announcement: City Hall Trick-Or-Treat Tuesday, October 31st 3 p.m. – 5 p.m. Mayor Kim advised he is asking each department to be open for trick-or-treaters. Discussion and Vote: Resolution Declaring the City of Saratoga Springs a Safe Haven for Trans Youth No comments. Discussion and Vote: Authorization for Mayor to Sign Contract with the Towne Law Firm to Conduct Workplace Investigation No comments. Discussion and Vote: Authorization for Mayor to sign Contract with SHI to allow the City to Retain Text Messages from All City Cell Phones Page 2 of 5 City Council Pre-Agenda Meeting October 16, 2023 No comments. Discussion and Vote: Authorization for Mayor to Sign Addendum Two with Carousel Industries No comments. Discussion and Vote: Authorization for the Mayor to Sign NYS DOH Renewal No comments. Discussion and Vote: Authorization for Mayor to Sign Visitors Center Management Agreement Mayor Kim advised this agreement is with Discover Saratoga. Mayor Kim advised he may be adding one item to his agenda. If so, he will let the Council and public know. ACCOUNTS DEPARTMENT Announcement: Business Milestones Commissioner Moran pulled this item from his agenda, as he has no milestones to report. Announcement: Special Events No comments. Appointment: Lynn Keating to Complete Streets No comments. Announcement: Short Term Rental Update Commissioner Moran stated bid results have been received to create a short-term rental registry. Award of Bid: Casino Parlor and Bar Room Plaster Restoration to PCC Contracting, Inc. No comments. Commissioner Moran advised he is adding the following items: Announcement: Early Voting and Set a Public Hearing to amend Chapter 136 of the City Code. Commissioner Moran stated his department is trying to tighten up the wording and remove the sunset clause. The outdoor dining program has been successful and the City is realizing revenue from the program. FINANCE DEPARTMENT Announcement: Update on City Finances Commissioner Sanghvi stated the audited financial statement is completed. Discussion and Vote: Update to City Finance Manual Commissioner Sanghvi advised this item was carried forward from the last City Council meeting. Discussion and Vote: Budget Transfers – Insurance No comments. Discussion and Vote: Budget Transfers – Payroll & Benefits No comments. Discussion and Vote: Budget Amendments - Benefits No comments. Discussion and Vote: Budget Amendments – Fund Balance No comments. PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Contract with PCC Contracting, Inc. for Canfield Casino Restoration Project No comments. PUBLIC SAFETY DEPARTMENT Discussion and Vote: Authorization for the Mayor to Sign a Contract with Ferrario Chrysler Dodge Jeep Commissioner Montagnino advised this is to purchase a Police Department vehicle. Discussion and Vote: Authorization for the Mayor to Sign a Contract with Stilsing Electric Company Commissioner Montagnino advised this is a piggyback contract from the County for traffic signal repairs. Discussion and Vote: Authorization for the Mayor to Sign a Contract with Amchar Commissioner Montagnino advised this is for weapons purchase on state contract. Announcement: Darryl Mount Verdict Commissioner Montagnino advised if there is no verdict, there would not be an announcement. Commissioner Montagnino advised he is adding – discussion and vote to waive the fees for additional patrol of Jewish houses of worship. Page 4 of 5 City Council Pre-Agenda Meeting October 16, 2023 EXECUTIVE SESSION Mayor Kim moved and Commissioner Moran seconded to move into executive session to discuss the Darryl Mount trial at 9:17 a.m. Ayes – All (Commissioner Moran, Commissioner Sanghvi, Commissioner Golub, Commissioner Montagnino, and Mayor Kim) Nays - 0 Council returned at 9:27 a.m. Mayor Kim announced no decisions were made during executive session to report to the public.
