CHAIRPERSON DelSETTE CALLED THE MEETING TO ORDER AT 9:13am.
Chairperson DelSette opened the public comment period. There being no one wishing to speak, Chairperson DelSette closed the
public comment period.
Chairperson DelSette made a motion to approve the June 18, 2012 minutes. Seconded by Commissioner Mains. Ayes all.
CITY CENTER: Commissioner Mains made a motion to classify one additional Sales Representative position as requested
by the Executive Director. Seconded by Chairperson DelSette. Ayes all.
LIBRARY: Commissioner Mains made a motion to confirm the Non-Competitive appointment of Deborah Titolo to the
position of Librarian I part time effective June 13, 2012. Seconded by Chairperson DelSette. Ayes all.
Commissioner Mains made a motion to confirm the Non-Competitive appointment of David Wever to the position of Working
Supervisor effective June 4, 2012. Seconded by Chairperson DelSette. Ayes all.
Commissioner Mains made a motion to revise the Micro-computer System Manager job specification and changed the title to
Computer Systems Manager as recommended by the Library Director. Seconded by Chairperson DelSette. Ayes all.
MAYOR: Chairperson DelSette made a motion to approve the re-instatement of Stephen Shaw to the position of Assistant
Building Inspector on a part time on call as needed basis effective July 2, 2012. Seconded by Commissioner Mains. Ayes all.
Commissioner Mains made a motion to confirm the Non-Competitive appointment of Patricia Dowd to the position of Clerk part
time effective June 19, 2012. Seconded by Chairperson DelSette. Ayes all.
PUBLIC SAFETY: Commissioner Mains made a motion to confirm the Provisional appointment of Andrew Krupski to the
position of Traffic Control Maintainer I effective June 4, 2012. Seconded by Chairperson DelSette. Ayes all.
Commissioner Mains made a motion to confirm the temporary Labor Class appointment of Richard Duff to the position of
Laborer effective June 4, 2012 up to and including August 31, 2012. Seconded by Chairperson DelSette. Ayes all.
Commissioner Mains made a motion to confirm the following temporary Non-Competitive appointments to the position of
Vehicle Traffic Control effective July 20, 2012 up to and including September 4, 2012. Seconded by Chairperson DelSette.

SCHOOL DISTRICT: The Commission discussed the clarification of duties outlined in the job specifications involved in the
care of special needs students. The Commission expressed their concern over the length of time spent on this issue and the
School District and Union’s placing the Commission in the position of mediator due to their inability to find a solution to this
problem. The Commission also expressed their concern, as taxpayers, regarding the School District’s waste of tax payers’
money by hiring legal representation instead of working professionally with the Commission.
The Commission discussed the letter submitted by the school district’s attorney referencing the law suit brought by the Mayor
against civil service. The Chairperson explained that the Union, Teacher Aides and the School District were well aware of the
direction the Commission was taking; which was based on the meetings the secretary had with the School District, Union and
Teacher Aides as well as the October 3, 2011 School District letter stating that “The building nurse, as the licensed health care
professional is the primary care giver to the student in the above instance.”
The Chairperson again stated that the job specifications for nurses and teacher aide positions are being revised in an effort to
provide a clarification of duties and responsibilities of the individual positions; therefore, the law suit mentioned in the School
District Attorney’s letter has no bearing on this issue.
The Chairperson requested that the secretary remind the School District that it is the Commission’s standard practice (and
required by Civil Service Law) to constantly review job specifications and that the adoption of these job specifications did not
prevent the Union and School District from negotiation a solution agreeable to all parties. At the time of such an agreement,
the School District can request that the Commission consider revising the job specifications.
Commissioner Mains made a motion to adopt the proposed revisions as presented to the School District and the Union for the
Licensed Practical Nurses, Registered Professional Nurses, and Teacher Aides job specifications. Seconded by
Chairperson DelSette. Ayes all.
Commissioner Mains made a motion to adopt the title and job specification for Data Assessment Coordinator. Seconded by
Chairperson DelSette. Ayes all.
Chairperson DelSette made a motion to confirm the following Labor Class appointments. Seconded by Commissioner Mains.

CIVIL SERVICE: The Commission reviewed and approved the proposed 2013 operational budget. The secretary was
instructed to submit the budget to the Finance Department.
