Chairpersons DelSette called the meeting to order at 5:15pm
Chairperson DelSette opened the public comment period at 5:17pm.
EXECUTIVE SESSION: Chairperson DelSette made a motion to adjourn for an Executive Session to discuss the disqualification of
a candidate. Seconded by Commissioner Galvin.
Chairperson DelSette made a motion to resume the regular meeting at 5:40pm. Seconded by Commissioner Galvin.
Chairperson DelSette announced that the Commission decided to uphold the disqualification of the candidate.
Commissioner Mains made a motion to approve the January 17, 2013 and January 31, 2013 meeting minutes. Seconded by
Commissioner Galvin. Ayes all.
ACCOUNTS: Commissioner Galvin made a motion to confirm the temporary (grant) appointment of John Barney to the position
of Clerk effective January 22, 2013 up to and including May 30, 2013. Seconded by Commissioner Mains. Ayes all.
Commissioner Mains made a motion to approve the Provisional appointment of Margaret LoPresti to the position of Assessment Clerk
effective March 12, 2013. Seconded by Commissioner Galvin. Ayes all.
MAYOR: The Commission reviewed the Mayor’s suggested revisions to the Human Resources Administrator job specification The
Commission discussed these suggestions with the Deputy Mayor and the current temporary, part-time Human Resources Administrator.
The Chairperson explained the Civil Service definition of “general supervision” as granting the incumbent leeway to use their
education, training, experience and expertise when making job related decisions. The Chairperson also emphasized that this position
needs to work with all the departments within the City of Saratoga Springs in a confidential manner.
The Chairperson asked the Deputy Mayor if his statement was a correct definition of the proposed HR position. The Deputy Mayor
responded that she agreed and that the Mayor’s office has never been involved in and does not expect to be involved in the day-to-day
operations or any confidential matters which may involve the Human Resources Administrators. Each Commissioner runs their own
department and the Mayor has no interest in being involved
Commissioner Galvin made a motion to revise the job specification for Human Resources Administrator. Seconded by
Commissioner Mains. Ayes all.
RECREATION: Commissioner Galvin made a motion to confirm the following Non-Competitive appointments: Seconded by
Commissioner Mains. Ayes all. effective

CIVIL SERVICE: The secretary explained that a Police Lieutenant was away on training and would not be available for the Chief
and Assistant Chief examinations. The Commission approved an alternate test date of March 23, 2013 at 9:30am.

The Commission reviewed the 2012 annual report prepared by the secretary and submitted to the New York State Department of Civil
Service on February 26, 2013.
The Commission reviewed the School District reimbursement prepared by the secretary and submitted on February 26, 2013 to the
Accounts Department for processing. The amount of reimbursement for civil service administration is $31,445.17.
The Commission reviewed the Examination Fee report prepared by the secretary and submitted to the New York State Department of
Civil Service on February 28, 2013
Commissioner Mains made a motion to adopt the title and job specification for Assessment Clerk. Seconded by
Commissioner Galvin. Ayes all.
The Commission approved the secretary’s vacation request – June 13 2013 up to and including June 24, 2013.
