CITY OF SARATOGA SPRINGS MUNICIPAL CIViL SERVICE COMMISSION SARATOGA SPRINGS, NEW YORK 12866 REGULAR MEETING City council chambers Monday, April 15, 2013 MINUTES PRESENT: elio delsette, chairperson robert mains, commissioner Lieutenant John Catone, Police Department ABSENT: Kimberly Galvin, Commissioner CHAIRPERSON DELSETTE CALLED THE MEETING TO ORDER AT 5:15pm Chairperson DelSette opened the public speaking session at 5:16pm There being no one wishing to speak, Chairperson DelSette closed the public speaking session at 5:17pm. Chairperson DelSette made a motion to adjourn to Executive Session. Seconded by Commissioner Mains. Chairperson DelSette resumed the regular meeting at 5:30pm. Chairperson Delsette made a motion to up-hold the decision to disqualify the candidate. Seconded by Commissioner Mains. Ayes all. Chairperson DelSette made a motion to approve the March 4, 2013 minutes. Seconded by Commissioner Mains. Ayes all. PUBLIC SAFETY: Chairperson DelSette congratulated Lieutenant Catone on the organization and professionalism of the Police Officers who helped conduct the recent agility testing. Chairperson DelSette asked Lt. Catone to express the Commission’s appreciation to all those who participated. Police Lieutenant John Catone approached the Commission on behalf of the Commissioner of Public Safety regarding the process of removing the psychological testing from an exam requirement to be incorporated into the background process. Lt. Catone explained to the Commission that the Department would like to use the psychological testing in conjunction with the background packets; which is very comprehensive – 35 pages. Those candidates who are successful would then be scheduled for the polygraphs. This process would streamline the appointment process and would also be a savings to the City. Chairperson DelSette and Commissioner Mains agreed that combining the psychological testing with the background process would save time and money as well as stream-line the process. This process could also result in a “better” pool of candidates for interview and selection. However, Civil Service is to retain a major role in the process. Commissioner Mains made a motion to remove psychological testing as an examination requirement and to incorporate the psychological testing into the background process conducted by the Police Department. Seconded by Chairperson DelSette. Ayes all. CITY CENTER: Commissioner Mains made a motion to approve the Labor Class appointment of Brett Goforth to the position of Laborer effective March 5, 2013. Seconded by Chairperson DelSette. Ayes all. FINANCE: Chairperson DelSette made a motion to classify one additional Computer Support Technician position as requested by the Finance Department. Seconded by Commissioner Mains. Ayes all. LIBRARY: Commissioner Mains made a motion to approve the Labor Class appointment of Robert Clarke to the position of Cleaner effective April 8, 2013. Seconded by Chairperson DelSette. Ayes all. MAYOR: Commission reviewed the proposed duties/responsibilities for the newly vacant City Attorney position. Commissioner Mains made a motion to retain the Exempt jurisdictional classification for the position of City Attorney. Seconded by Chairperson DelSette. Ayes all. PUBLIC WORKS: The Commission reviewed the new position duty statement submitted by the Commissioner of Public Works outlining the duties/responsibilities of the position suggested by the City’s Urban and Community Forestry Master Plan. This position will be the reclassification of a Maintenance Mechanic position currently performing a portion of the duties outlined. The proposed position will be working at a higher level than the Maintenance Mechanic. Commissioner Mains made a motion to classify this position as Arborist. Seconded by Chairperson DelSette. Ayes all. RECREATION: Commissioner Mains made a motion to confirm the following Non-Competitive appointments. Seconded by Chairperson DelSette. Ayes all. Jeffrey Geller Sports Program Coordinator effective April 10, 2013 Stephanie Geller Sports Program Coordinator effective April 15, 2013 Cheryl Grey Sports Program Coordinator effective April 01, 2013 Janine Hawthorne Sports Program Coordinator effective March 07, 2013 Jon Zinter Recreation Leader effective March 11, 2013 SCHOOL DISTRICT: Commissioner Mains made a motion to approve the Provisional appointment of Katherine Goodwin to the position of Data and Assessment Coordinator effective May 15, 2013. Seconded by Chairperson DelSette. Ayes all. Commissioner Mains made a motion to confirm the following Labor Class appointments. Seconded by Chairperson DelSette. Ayes all. Charles McClendon School Monitor effective 03-27-13 Crystal Pease School Monitor effective 03-13-13 Mary Shannon School Monitor effective 03-29-13 Commissioner Mains made a motion to confirm the following Non-Competitive appointments. Seconded by Chairperson DelSette. Ayes all. Commissioner Mains made a motion to revise the Maintenance Mechanic job specification to be in conformity with the Arborist position and the Fleet and Safety Policy. Seconded by Chairperson DelSette. Ayes all. Chairperson DelSette made a motion to revise the Working Supervisor job specification by including building construction duties as requested by the Commissioner of Public Works. Seconded by Commissioner Mains. Ayes all. EXAMINATIONS WERE ORDERED for the following class titles: Assessment Clerk ordered – March 7, 2013 Chief Water Treatment Plant Operator ordered – March 13, 2013 EXAMINATIONS WERE ANNOUNCED for the following class titles: Police Sergeant #72-011 APPLICATIONS WERE APPROVED for the following examinations: Administrative Aide #60-936 approved – 40 disapproved - 2 Custodian #10-613 approved – 42 disapproved - 2 Librarian II #72-792 approved – 3 disapproved -1 ELIGIBLE LISTS WERE ESTABLISHED for the following exam: Computer Systems Manager #65-771 established April 15, 2013 to April 15, 2015 Water Meter Service Worker #65-786 established April 15, 2013 to April 15, 2014 Chairperson DelSette adjourned the meeting at 6:00pm.
