CHAIRPERSON DELSETTE CALLED THE MEETING TO ORDER AT 5:18pm
There being no one wishing to speak, Chairperson DelSette closed the public speaking session at 5:19pm.
Chairperson DelSette made a motion to approve the April 15, 2013 minutes. Seconded by Commissioner Mains. Ayes all.
The Commission congratulated Gregory Veitch on his recent appointment as Chief of Police for the City of Saratoga Springs.
Chairperson DelSette stated that he was sure the Commission, the Commission Secretary and Police Chief Veitch would continue
working in a professional manner.
Chairperson DelSette moved and Commissioner Galvin seconded to adjourn to executive session for the purpose discussing the
possible disqualification of candidates at 5:45 p.m. Ayes All
The Commission returned from executive session at 6:50 p.m.
Chairperson DelSette announced that the Commission upheld the Commissioner of Public Safety’s disqualification request. The
candidates will be notified and the Commission will begin the disqualification process as outlined in Civil Service Law Section 50.4 at
their next Commission meeting.
MAYOR: Commissioner Mains made a motion to confirm the Exempt Class appointment of Matthew Dorsey to the position of City
Attorney effective April 17, 2013. Seconded by Commissioner Galvin. Ayes all.
Commissioner Galvin made a motion to confirm the Provisional appointment of Shirley Needham to the position of Administrative
Aide part time effective April 16, 2013. Seconded by Commissioner Mains. Ayes all.
PUBLIC SAFETY: On behalf of the Commissioner of Public Safety, Police Chief Veitch appeared before the Commission to request
the re-instatement of John Bateholts to his original position of Police Officer. Mr. Bateholts was appointed from the City of Saratoga
Springs eligible list for Police Officer and was trained with the City Police Department; but during the lay-offs he transferred to
another police department. Mr. Bateholts would like to return to his original position. The Union is in agreement with this request
because Mr. Bateholts was originally a City Police Officer, was trained by this department, and would be an asset to the Department.
Commissioner Galvin made a motion to approve Commissioner Mathiesen’s request to re-instate John Bateholts to the position of
Police Officer. Seconded by Commissioner Mains. Ayes all.
On behalf of the Commissioner of Public Safety, Fire Chief Williams appeared before the Commission to request the transfer of
Patrick Tobin, a Firefighter with the City of Troy, to the position of Firefighter with the City of Saratoga Springs. Chief Williams
explained that due to unforeseen circumstances the current eligible list for Firefighter has been exhausted. Chief Williams explained
that they have 58 budgeted position; 57positions are currently filled; 5 candidates have been hired (1 candidate withdrew and 1
resigned) which caused the additional hiring of 2 candidates. A vacancy causes the City approximately 24% in overtime per year. A
Paramedic course is a 12 month course which includes class time and “on-the-job” training.
Firefighter Tobin is already a Paramedic which would save the City approximately $11,000.00. The Union has not indicated any
objection to this transfer request.
Chairperson DelSette made a motion to approve the Transfer of Patrick Tobin to the position of Firefighter effective June 22, 2013.

PUBLIC WORKS: Commissioner Mains made a motion to approve the Provisional appointment of Joshua Dulmer to the position
of Arborist effective May 22, 2013. Seconded by Commissioner Galvin. Ayes all.
Commissioner Galvin made a motion to confirm the Temporary (3 months) appointment of Guy Fitzgerald to the position of Laborer
effective April 30, 2013 up to and including July 26, 2013. Seconded by Commissioner Mains. Ayes all.
Commissioner Mains made a motion to confirm the Non-Competitive appointment of Michael Butterfield to the pay grade of Working
Supervisor II (Civil Service approved title of Working Supervisor) effective May 6, 2013. Seconded by Commissioner Galvin. Ayes
all.
Commissioner Galvin made a motion to confirm the summer employment of Brandon Krawczuk as a Laborer effective May 20, 2013
up to and including October 31, 2013. Seconded by Commissioner Mains. Ayes all.
Commissioner Mains made a motion to confirm the temporary appointment of Laborers assigned to the Carousel effective April
23, 2013 up to and including October 31, 2013. Seconded by Commissioner Galvin. Ayes all.

Commissioner Galvin made a motion to review and revise the Chief Water Treatment Plant Operator job specification as
recommended by the Commissioner. Seconded by Commissioner Mains. Ayes all.
