CITY OF SARATOGA SPRINGS MUNICIPAL CIVIL SERVICE COMMISSION REGULAR MEETING CITY COUNCIL CHAMBER Wednesday, March 19, 2014 PRESENT: ELIO DELSETTE, CHAIRPERSON ROBERT MAINS, COMMISSIONER ABSSENT: KIMBERLY GALVIN, COMMISSIONER Chairpersons DelSette called the meeting to order at 9:30am Chairperson DelSette opened the public comment period at 9:30am. Commissioner of Accounts John Franck spoke in regards to his request for revisions to the Director of Risk and Safety job specification. Commissioner Franck explained that this position had taken on additional duties as a result of the City not having a full-time Human Resources Administrator; these duties are not job related, therefore, the Director is working out-of-title which is not really appropriate. The Commissioner also explained that when the Director of Risk and Safety position was originally established, the position reported directly to the Commissioner of Accounts and not to the Deputy Commissioner. The Commissioner stated that he would appreciate the Civil Service Commission revising the job specification to include supervision by the Commissioner directly and only to the Deputy Commissioner when delegated by the Commissioner of Accounts or if the Commissioner of Accounts was not available due to an emergency situation. The Commissioner explained that this request was due to the confidential nature of the information such as the LENS program, being self-insured, litigation, etc. as a daily course of business for this position. The Commissioner also stated that this position was managerial because this position works with and advises all City Departments and because of the nature of independent decision making responsibilities which differs than other positions within the City of Saratoga Springs. Commissioner Franck stated that this was the first step and he would be returning to the Commission requesting the “cleaning-up” of other job specifications in the near future. ACCOUNTS: Chairperson DelSette made a motion to revise the Director of Risk and Safety job specification as requested/recommended by the Commissioner of Accounts. Seconded by Commissioner Mains. Ayes all. CITY CENTER : Commissioner Mains made a motion to confirm the Labor Class appointment of Nathan Voigt to the position of Laborer effective February 9, 2014. Seconded by Chairperson DelSette. Ayes all. LIBRARY : Chairperson DelSette made a motion to approve title and job specification for the one year Grant position – Financial Literacy Coordinator. Seconded by Commissioner Mains. Ayes all. Commissioner Mains made a motion to confirm the following Labor Class appointments. Seconded by Chairperson DelSette. Ayes all. Lisa Bates Labor effective February 25, 2014 Jenna Crispino Library Shelver effective February 26, 2014 Charina Geromino Library Shelver effective February 27, 2014 Chairperson DelSette made a motion to confirm the Non-Competitive Class appointment of Leslie Nover to the position of Librarian I part time effective April 1, 2014. Seconded by Commissioner Mains. Ayes all. MAYOR: Commissioner Mains made a motion to approve the Non-Competitive appointment of Conner Losey to the position of effective 02-28-14 up to and including 06-30-14. Seconded by Chairperson DelSette. Ayes all. PUBLIC SAFETY: Commissioner Mains made a motion to approve the appointment of Dr. Timothy Brooks to the position of Health Officer effective March 4, 2014. Seconded by Chairperson DelSette. Ayes all. PUBLIC WORKS: Commissioner Mains made a motion to confirm a medical leave of absence effective March 11, 2014 up to including May 5, 2014. Seconded by Chairperson DelSette. Ayes all. Chairperson DelSette made a motion to confirm the temporary appointment of Heather Fresh to the Competitive Class position of DPW Coordinator for leave coverage effective March12, 2014 up to and including June 6, 2014. Seconded by Commissioner Mains. Ayes all. RECREATION: Commissioner Mains made a motion to confirm the following Non-Competitive appointments. Seconded by Chairperson DelSette. Seconded by Commissioner Mains. Ayes all. Chairperson DelSette made a motion to accept the School District reimbursement per NYS Education law Section 2503.16 as prepared by the Secretary. Seconded by Commissioner Mains. Ayes all.
