Chairpersons DelSette called the meeting to order at 9:40AM
Chairperson DelSette opened the public comment period at 9:41AM.
There being no one wishing to speak Chairperson DelSette closed the pubic comment period at 9:41am.
Chairperson DelSette made a motion to approve the December 12, 2014 meeting minutes. Seconded by Commissioner Mains.
Ayes all.
ACCOUNTS: Deputy Commissioner Sharon Kellner-Byrnes addressed the Commission regarding the re-organization of the
Accounts Department. Per standard operational procedures established by the Civil Service Commission, upon the vacancy
resulting from a resignation of an Accounts Department employee, the Deputy Commissioner reviewed the responsibilities of
the office and recommended adjustments to existing position in order to provide more productivity and efficient customer
service. The requested revisions will assist in the continuity and work flow of the office and will also effectively modernize
the office process. The Deputy Commissioner stated that she had worked closely with the secretary throughout the process.
Commissioner Mains made a motion to approve the Provisional appointment of Stefani Richards to the position of Assistant to
the Purchasing Agent effective January 12, 2015. Seconded by Chairperson DelSette. Ayes all.
Commissioner Mains made a motion to approve the reclassification of the Accounts Department Assistant back to Senior Clerk
as requested by the Deputy Commissioner of Accounts. Seconded by Chairperson DelSette. Ayes all.
Commissioner Mains made a motion to approve the revision of the Senior Clerk job specification to include the Accounts
Department Assistant duties as suggested/recommended by the Deputy Commissioner of Accounts. Seconded by
Chairperson DelSette. Ayes all.
Chairperson DelSette made a motion to add the following duties to the Deputy Registrar of Vital Statistics job specification as
requested by the Deputy Commissioner of Accounts. Seconded by Commissioner Mains. Ayes all.
Issues, records, and collects fees for hunting, fishing, trapping and other conservation department licenses to
residents and non-residents;
Keeps files on each type of license issued by the City and State as applicable such as name, address, and place of
business, etc of the licensee;
Processes applications for and issues bingo and games of chance licenses, collects fees and maintains related
records;
Secures keys for entrance into local polling places, publishes any election notices, distributes election material
from county to the inspectors; after close of polls collects election materials to be returned to the Board of
Elections
Receives cash and checks for license fees, posts amounts to ledgers and journals, prepares trial balances,
calculates amounts to be deposited and reconciles daily and monthly cash balances
HOUSING AUTHORITY: Commissioner Mains made a motion to retain the Executive Director position in the Housing
Authority in the Exempt Classification. Seconded by Chairperson DelSette. Ayes all.
Commissioner Mains made a motion to approve the Exempt Class appointment of Paul Feldman to the position of Executive
Director effective December 20, 2014, Seconded by Chairperson DelSette. Ayes all.
LIBRARY: Commissioner Mains made a motion to confirm the Labor Class appointment of Monica Quinn to the position of
Library Shelver effective January 2, 2015. Seconded by Chairperson DelSette. Ayes all.
PUBLIC WORKS: The secretary presented the Commission with the reclassification request from the Department of Public
Works – Senior Clerk to Data Collector.
Commissioner Mains asked if this was the same position that Commissioner Scirocco asked to be reclassified from Account
Clerk to Senior Clerk in April of 2014. The secretary acknowledged that it was. Commissioner Mains stated that now the
Commissioner of Public Works is again asking for the position to be reclassified from Senior Clerk to Data Collector. The
secretary acknowledged that Commissioner Mains was correct. Therefore, in approximately 10 months the DPW
Commissioner has requested the same position to be reclassified twice. The secretary acknowledged that
Commissioner Mains was correct. The Commissioner asked if the Data Collector duties were similar to those of the Account
Clerk and the Senior Clerk. The secretary acknowledged that the duties were similar.
Commissioner Mains made a motion to revise the Data Collector job specification as follows. Seconded by Chairperson
DelSette. Ayes all.
REMOVED: all duties assigned to the Accounts/Assessment Office as the position no longer exists/is not funded.
ADD: TYPICAL WORK ACTIVITIES: The duties listed are intended only as illustrations of the various types of work
performed. The omission of specific statements of duties does not exclude them from the position if the work is similar,
related or a logical assignment to the position.
Plans and oversees the collection, tabulation, and analysis of statistical and financial data;
Provides information over the telephone and to visitors on program services and requirements, may schedule
appointments or assist individuals in applying for services, or explains procedures and program processes;
Reviews a variety of complex financial documents, classifies them and distributes items into a variety of
accounts according to prescribed procedures and policies;
Posts figures to appropriate accounts, makes all necessary adjustments in balances and verifies and reconciles
balances; renews status of accounts as adjustments are made and takes appropriate action as authorizing
payment, issuing checks or preparing bills;
Contacts clients, vendors or other agencies to obtain additional information;
Maintains and processes National Grid bills;
Assists the City Engineer with process and maintenance of records for street opening permits;
Maintains files and notifications for letters of credit along with liaison with the City Engineer and City Attorney
and various banks and developers, and records and transfers checks received;
Works with the City Attorney with the maintenance of records and process of curb and sidewalk contracts;
Notifies Dig Safety of the location of digging projects such as but not limited to: water, sewer, electrical and
emergency water breaks;
RECREATION: Chairperson DelSette made a motion to approve the following Non-Competitive appointments. Seconded

CIVIL SERVICE: The secretary explained to the Commission that the School District has reviewed Mr James Grady’s, Jr.
request for position review. The School District has determined that Mr. Grady is working within his approved title of
Grounds Keeper and is not performing any “supervisory” duties. Mr. Grady may occasionally give direction to a “summer
cleaner” hired between July and August. The Assistant Director of Facilities and Operations will be monitoring the work
assignments and will make sure that no duties are assigned to Mr. Grady which are outside his Grounds Keeper job
specification.
Commissioner Mains made a motion to approve a 52.7 appointment for Lucas Manny to the position of Information
Technology Support Technician effective January 23, 2015. Seconded by Chairperson DelSette. Ayes all.
