CITY OF SARATOGA SPRINGS MUNICIPAL CIVIL SERVICE COMMISSION REGULAR MEETING CITY COUNCIL CHAMBER Thursday, March 23, 2017 PRESENT: ELIO DELSETTE, CHAIRPERSON ROBERT MAINS, COMMISSIONER MARK CACOZZA, COMMISSIONER Chairpersons DelSette called the meeting to order at 9:40am Chairperson DelSette opened the public comment period at 9:41am. There being no one wishing to speak, Chairperson DelSette closed the public comment section at 9:41am Chairperson DelSette made a motion to approve the January 25, 2017 meeting minutes. Seconded by Commissioner Mains. Ayes all. FINANCE: Chairperson DelSette made a motion to approve the Leave of absence effective January 21, 2017 up to and including April 21, 2017. Seconded by Commissioner Cacozza. Ayes all. Commissioner Cacozza made a motion to approve the Leave of absence effective February 8, 2017 up to and including May 8, 2017. Seconded by Commissioner Mains. Ayes all. Commissioner Mains made a motion to approve the Temporary appointment of Susan Dugan-Armstrong to the position of Deputy Commissioner of Finance effective February 8, 2017 up to and including May 8, 2017. Seconded by Commissioner Cacozza. Ayes all. LIBRARY : Commissioner Mains made a motion to approve the following Labor Class appointments. Seconded by Commissioner Cacozza. Ayes all. Lindsey Duval Library Shelver effective 12-12-16 Anthony Formolo Library Shelver effective 03-06-17 Effy Redman Library Shelver effective 03-02-17 MAYOR: Commissioner Mains made a motion to approve the temporary appointment of Diane Buzarowski to the position of Secretary to the Charter Review Commissioner effective February 7, 2017 up to and including November 30, 2017. Seconded by Commissioner Cacozza. Ayes all. PUBLIC SAFETY: Commissioner Cacozza made a motion to approve the Provisional appointment of Abbey Temple to the position of Police Department Records Management Clerk effective March 25, 2017. Seconded by Commissioner Mains. Ayes all. Commissioner Mains made a motion to adopt the title and job specification of Public Safety Special Prosecutor for the temporary Grant position effective July 17, 2017 until and including July 17, 2018. Seconded by Chairperson DelSette Ayes all. Commissioner Mains made a motion to classify four (4) additional Fire Lieutenant positions as requested by the Commissioner of Public Safety. Seconded by Commissioner Cacozza. Ayes all. Chairperson DelSette made a motion to revise the Code Administration Assistant and Accounts Payable job specification as requested by the Commissioner of Public Safety. Seconded by Commissioner Mains. Ayes all. The work is performed under the general supervision of the Public Safety Office Supervisor ADD: and direct supervision by the Code Administrator in accordance with defined procedures. Commissioner Mains made a motion to approve the Military leave for Jason Tetu effective January 15, 2017 up to and including January 14, 2018. Seconded by Commissioner Cacozza. Ayes all. Commissioner Cacozza made a motion to approve the Military leave for Brian Kissinger effective January 17, 2017 up to and including August 28, 2017. Seconded by Commissioner Mains. Ayes all. PUBLIC WORKS: The Department of Public Works had not submitted the paperwork for review of the Deputy Commissioner of Public Works position. The secretary stated that she has provided all the information and the law to the Department of Public Works. The Commission asked what would be the recourse if the paper work is not submitted within the 4 month time period required by New York State Civil Service Law. The secretary stated that if the paper work is not submitted then the City Attorney and Fiscal Officer would be notified that the appointment to the position of Deputy Commissioner of Public Works is not in accordance with Civil Service Law. Commissioner Mains made a motion to approve the Leave of Absence for Frank Coppola from his current position of Working Supervisor effective February 1, 2017 up to an including December 31, 2017 to accept the appointment to Deputy Commissioner of Public Works. Seconded by Commissioner Cacozza. Ayes all. Commissioner Cacozza made a motion to approve the Exempt Class appointment of Frank Coppola to the position of Deputy Commissioner of Public Works effective February 1, 2017 up to and including December 31, 2107. Seconded by Commissioner Mains. Ayes all. The Commission reviewed the position classification form submitted by Heavy Equipment Operator Michael Quevillon. Mr. Quevillon feels that he is “misclassified” as he believes that he is performing the duties of a Maintenance Mechanic. The Commission asked why the form was not signed by the Commissioner of Public Works. The secretary informed the Civil Service Commissioners the Union had met with the Business Manager to discuss options. The secretary gave the Union and Mr Quevillon two options to pursue. When Mr. Quevillon came back with the position classification form he stated that the Business Manager was not interested at that time to review or sign. The secretary stated that she placed the item on the agenda as requested by the Union and the employee in accordance with the City of Saratoga Springs Municipal Civil Service Rules. Rule XXIII c. The Commission shall investigate all matters affecting the classification and reclassification of all positions and from time to time review the duties, responsibilities and qualification requirements of all positions under its jurisdiction and to make revisions in the classification of positions. 5. a. The Commission may, upon its own initiative, review the duties and responsibilities and qualification requirements of any position under its jurisdiction. Appointing authorities and employees in positions under review shall be required to complete a detailed description of the duties and responsibilities of the positions and provide such other information as determined necessary by the Commission. After an analysis of the detailed description of the duties and responsibilities, the Commission shall allocate the position to an appropriate class, or, if no appropriate class exists, shall create a new class and prepare a job classification specification for such position including a statement of appropriate minimum qualifications; Commissioner Mains made a motion to table this item until the April meeting due the fact that the Commission did not have enough time to review and the percentages of time spent on each duty listed was not completed on the form. Seconded by Commissioner Cacozza. Ayes all. The secretary was instructed to contact the employee and explain what the Commission needed to go forward. RECREATION: Commissioner Mains made a motion to confirm the following Non-Competitive appointments. Seconded by Commissioner Cacozza. Commissioner Mains made a motion to approve the annual report. Seconded by Commissioner Cacozza. Ayes all. The Commission reviewed the examination fee report as presented and prepared by the secretary. Commissioner Cacozza made a motion to approve the examination fee report. Seconded by Commissioner Mains. Ayes all. CIVIL SERVICE: The Commission reviewed the school district reimbursement bill prepared and presented by the secretary. Commissioner Cacozza made a motion to approve the reimbursement statement. Seconded by Commissioner Mains. Ayes all. The secretary requested that the Commission consider the cancellation of the Police Lieutenant promotional examination. The secretary explained that the other promotional position eligible lists had either expired or were established over two years ago. The Police Lieutenant eligible list was established approximately one year ago. The Commission discussed the State’s recommendation of eligible list being established for a period of 4 years; that the Commission has tried to adhere to the State’s request. If the Police Lieutenant examination is cancelled, then it could be place back in the two year rotation if the Commission should decide to hold the police series every two years. Chairperson DelSette made a motion to cancel the Police Lieutenant promotional examination request in an effort to give the candidates listed the same length of opportunity for appointment if a vacancy should arise. Seconded by Commissioner Mains. Ayes all.
