CHAIRPERSON DELSETTE CALLED THE MEETING TO ORDER AT 9:35am
Chairperson DelSette made a motion to approve the May 31, 2017 minutes as corrected. Seconded by Commissioner Cacozza.
Ayes all.
ACCOUNTS: The secretary explained to the Commission that the Accounts Department was interested in filling a temporary
Grant funded position to assist in records retention.
Commissioner Mains made a motion to approve the temporary appointment of Kyle Wagner to the position of Records
Management Clerk effective June 1, 2017 up to and including December 31, 2017
FINANCE: The secretary informed the Commission that the Exempt Classification review form was not submitted by the
Finance Commissioner. Chairperson DelSette made a motion to table this item until the July meeting. Seconded by
Commissioner Mains. Ayes all.
HOUSING AUTHORITY: Chairperson DelSette made a motion to approve the Provisional appointment of Jennifer Barkley
to the position of Housing Authority Assistant effective June 12, 2017. Seconded by Commissioner Mains. Ayes all.
Chairperson DelSette made a motion to approve the Provisional appointment of Lindsay Hernandez to the position of Housing
Authority Assistant effective June 12, 2017. Seconded by Commissioner Mains. Ayes all.
LIBRARY: Tara Chhabra appeared before the Commission to explain that the Library would like to continue to review
positions as they become vacant or if there is an anticipated vacancy. The Library Building Monitor position has evolved from
its original conception such as setting up meeting rooms to monitoring patrons’ code of conduct. The Library Board would
also like to add the physical requirements of the position. Ms. Chhabra explained that in the 22 years in the current location the
Library has become a refuge for Homeless people during inclement weather and more of a community center. The Library still
uses the City of Saratoga Springs Police Department for patrons “under the influence” or “inappropriate behavior.”
Chairperson DelSette thanked Ms. Chhabra for working closing with the Commission and keeping the Commission up-to-date
regarding changes within positions duties/responsibilities.
Chairperson DelSette made a motion to approve the recommended changes to the Library Building Monitor job specification
as proposed by the Library Boards. Seconded by Commissioner Cacozza. Ayes all.
MAYOR: The secretary presented the Commission with the newly revised job specification for Human Resources
Administrator. The proposed revisions to the minimum qualifications are intended to expand the candidate pool.
Commissioner Cacozza made a motion to approve the requested revisions to the minimum qualifications for the Human
Resources Administrator position. Seconded by Commissioner Mains. Ayes all.
The secretary informed the Commission that the paper work for the Planner position had not been submitted.
Chairperson Delsette made a motion to table this item until the paper work is completed and received in the Civil Service
Commission office. Seconded by Commissioner Cacozza. Ayes all.
PUBLIC SAFETY: Chairperson DelSette made a motion to approve the Labor Class appointment of Aaron Smith to the
position of Cleaner (on a part time basis) assigned to the Police Department effective June 14 2017. Seconded by
Commissioner Mains. Ayes all.
Commissioner Cacozza made a motion to approve the Provisional appointment of James Herkel to the position of Code
Enforcement Technician effective June 4, 2017. Seconded by Commissioner Mains. Ayes all.
Commissioner Mains made a motion to approve the Provisional appointment of Kris Vanderzee to the grant funded position of
Code Enforcement Technician effective June 5, 2017. Seconded by Commissioner Cacozza. Ayes all.
PUBLIC WORKS: Commissioner Cacozza made a motion to approve the Provisional appointment of Steven Lashomb to
the position of Arborist effective June 26, 2017. Seconded by Commissioner Mains. Ayes all.
Commissioner Mains made a motion to approve the Non-Competitive appointment of Gene Ellis to the position of Motor
Equipment Operator effective June 11, 2017. Seconded by Commissioner Cacozza. Ayes all.
Commissioner Cacozza made a motion to approve the Labor Class appointment of Brandon Murray to the position of Laborer
(on a part time bases) effective June 26, 2017. Seconded by Commissioner Mains. Ayes all.
RECREATION: Commissioner Mains made a motion to approve the following Non-Competitive appointments. Seconded

CIVIL SERVICE: The Commission reviewed the medical documentation for a Police Sergeant alternate test date request.
Commissioner Cacozza made a motion to approve an alternate test date upon release from the medical doctor. Seconded by
Commissioner Mains. Ayes all.
Commissioner Cacozza made a motion to approve an alternate test date of Monday, June 12, 2017 for the Police Sergeant
examination due to active military duty. Seconded by Commissioner Mains. Ayes all.
The secretary explained to the Commission that the School District does not want to hire anyone who does not have a high
school diploma or a GED. The Food Service Helper position is in the Labor Class, therefore, there are to be no qualifications
for appointment to the position. The secretary asked if we could place on the job specification that the School District is
desirous of a high school education or food service experience.
After a lengthy discussion the Commission determined that Civil Service Law dictates that positions in the Labor Class
positions do not have minimum qualifications. Therefore, the job specification will state: Minimum qualifications NONE
The secretary explained to the Commission that it has come to her attention that BOCES no longer issues certifications upon
completion of the Vehicle Safety Course. The minimum qualifications for the Vehicle Traffic Controller position states that an
applicant must be 17 years of age and possess a certification from BOCES.
BOCES is willing to provide a letter stating that the applicants have completed the necessary courses to enable them to perform
the duties of the Vehicle Traffic Controller position; if this would be acceptable to the Commission.
Commissioner Mains made a motion to revise the minimum qualifications for the Vehicle Traffic Controller position to read:
At least 18 years of age OR at least 17 years of age with written verification from BOCES that applicant has successfully
completed the required vehicle safety course. Seconded by Commission Cacozza. Ayes all.
