CITY OF SARATOGA SPRINGS CIVIL SERVICE COMMISSION REGULAR MEETING SARATOGA SPRINGS PUBLIC LIBRARY – SUSMAN ROOM TUESDAY DECEMBER 18TH 2018 MINUTES PRESENT: MARK CACOZZA, CHAIRPERSON ELIO DELSETTE, COMMISSIONER PAUL KISSELBRACK, COMMISSIONER CHAIRPERSON CACOZZA CALLED THE MEETING TO ORDER AT 9:35am and opened the public comment section. There being no one wishing to speak, Chair Cacozza closed the public comment section at 9:36am. Commissioner Kisselbrack made a motion to approve the November 2018 Minutes as amended. Seconded by Chair Cacozza. Nay by Commissioner DelSette. Motion carried. PUBLIC SAFETY Deputy Commissioner John Daley appeared before the Commission to discuss the proposed New Position Duty Statement for a Traffic Control Technician (Part Time). Deputy Commissioner Daley explained the purpose of the New Position. The Traffic Division is responsible for striping the parking lots and roads, and maintaining the signage in the City. The Traffic Division within the Department of Public Safety has operated with only 3 people; the two Traffic Control Technicians and the Traffic Maintenance Manager. The rate at which the parking lots and the amount of parking structures and roads within the City are growing, has forced the Traffic Division to operate at full capacity. Around 2016 it reached the point where it could no longer operate functionally and the Department of Public Safety has been spending a lot of money on Over Time pay, with the employees sometimes working 18hour days during the Summer as there is only a small time frame when the striping of the roads can be done. Deputy Commissioner Daley said that the Department is at the point where proper upkeep and maintenance of the roads, signage and parking lots is just not possible if they do not gain another person. The previous two years, the Department has requested a full time person, but those requests were never approved due to budgetary constraints. There was a compromise with the Finance Department and the 2019 Budget did approve money for a new part time position in the Traffic Division within Public Safety. The position would be 20 hours a week year round. Commissioner DelSette inquired with Deputy Commissioner Daley about the ‘Freeze’ on new positions, to which his response was ‘yes, initially there was a Freeze on new positions but some were allowed in by Finance during the Budget Negotiations Process’. Commissioner DelSette proceeded to say that he thought they did a great job on anything they try to improve. Chairperson Cacozza inquired if the money was already budgeted for the upcoming 2019 year. Deputy Commissioner Daley replied with yes, it is currently in the 2019 Fiscal budget. Chairperson Cacozza asked for a motion to approve the New Position. Commissioner Kisselbrack made a motion to approve the New Position Duty Statement for the Traffic Control Technician (Part Time). Seconded by Commissioner DelSette. Motion carried.
