CITY OF SARATOGA SPRINGS CIVIL SERVICE COMMISSION REGULAR MEETING 474 BROADWAY, CITY COUNCIL ROOM OCTOBER 25th 2023 MINUTES PRESENT: CHAIRPERSON HOLMES COMMISSIONER ZANGRANDO COMMISSIONER LEIDIG ANNOUNCEMENT OF RECORDING OF PROCEEDINNGS The proceedings of this meeting are audio recorded for the benefit of the Commissions Coordinator who acts as Secretary. The meetings will be live streamed and the video archive posted on the city website. CHAIRPERSON HOLMES CALLED THE REGULAR MEETING TO ORDER AT 9:31 am and opened the public comment section. There being no one to speak, the public comment section was closed. Commissioner Leidig made a motion to approve the September 2023 minutes. Seconded by Chairperson Holmes. Motion carries unanimously. PUBLIC SAFETY Police Chief McIntosh appeared before the commission to speak on the request of one lateral transfer of one police officer. After ensuring that all components would be successfully completed for our process, Chairperson Holmes made a motion to approve the lateral transfer of one police officer. Seconded by Commissioner Leidig. Motion carries unanimously. Commissioner Zangrando made a motion to approve the following provisional appointments. Seconded by Commissioner Leidig. Motion carries unanimously. Code Enforcement Technician Greg Mankes Effective 10/10/23 DPW Commissioner Leidig made a motion to approve the following Non Competitive Class appointment. Seconded by Chairperson Holmes. Motion carries unanimously. Working Supervisor Jason Delaney Effective 10/01/23 Commissioner Leidig made a motion to approve the following competed probationary period. Seconded by Chairperson Holmes. Motion carries unanimously. Utilities Clerk Maureen Smith Effective 10/01/23 Commissioner Leidig made a motion to approve the following Leave of Absence. Seconded by Chairperson Holmes. Motion carries unanimously. Art and Sign technician Philip Steffen Effective 09/28/23 and 09/29/23 LIBRARY The Saratoga Springs Public Library had requested minor proposed updates to the Library Assistant job specification. This item was tabled until the next regular civil service commission meeting in November 2023, due to the commission requesting an add on to the job specification.
