CITY OF SARATOGA SPRINGS CIVIL SERVICE COMMISSION REGULAR MEETING 474 BROADWAY, CITY COUNCIL ROOM MAY 29TH 2024 MINUTES PRESENT: CHAIRPERSON HOLMES COMMISSIONER ZANGRANDO ABSENT: Third seat vacant ANNOUNCEMENT OF RECORDING OF PROCEEDINNGS The proceedings of this meeting are audio recorded for the benefit of the Commissions Coordinator who acts as Secretary. The meetings will be live streamed and the video archive posted on the city website. CHAIRPERSON HOLMES CALLED THE REGULAR MEETING TO ORDER AT 9:32 am and opened the public comment period. There being no one to speak, public comment period was closed. MAYOR Zoning and Building Inspector, Patrick Cogan, appeared before the commission to discuss the request for a new position title of one competitive Zoning Administrator After a brief but informative discussion, Commissioner Zangrando made a motion to approve the request for the new position of one competitive Zoning Administrator. Seconded by Chairperson Holmes. Motion carries unanimously. Commissioner Zangrando made a motion to approve the proposed updates to the Senior Clerk job specification, with the addition of a sub section for Human Resources in City Hall. Seconded by Chairperson Holmes. Motion carries unanimously. FINANCE Deputy Commissioner of Finance, Heather Crocker, appeared before the commission to discuss the proposed revisions/updates to the following job specifications. The Deputy discussed each job specification individually. There were six Finance job specifications up for discussion on the May agenda, however the Budget Director and Finance Director were tabled before the meeting began. Chairperson Holmes made a motion to approve the proposed updates to the City Tax Revenue Supervisor job specification, as presented. Seconded by Commissioner Zangrando. Motion carries unanimously. Chairperson Holmes made a motion to approve the proposed updates to the Finance Coordinator job specification as presented. Seconded by Commissioner Zangrando. Motion carries unanimously. Chairperson Holmes made a motion to approve the proposed updates to the Finance department Assistant as presented. Seconded by Commissioner Zangrando. Motion carries unanimously. Chairperson Holmes made a motion to approve the proposed updates to the Payroll Administrator job specification, with minor modifications. Seconded by Commissioner Zangrando. Motion carries unanimously. PUBLIC SAFETY Commissioner Zangrando made a motion to approve the following Labor Class Appointments. Seconded by Chairperson Holmes. Motion carries unanimously.
