SARATOGA SPRINGS COMPLETE STREETS ADVISORY BOARD MEETING MINUTES OCTOBER 18, 2018 5:00 P.M. RECREATION CENTER, 15 VANDERBILT AVE. ATTENDEES: KEN GREY, TED OROSZ, MARY LYNN BRADLEY, STEVE GODLEWSKI, AND CATHERINE HOOVER STAFF: TINA CARTON ABSENT: COLIN KLEPETAR AND ERIN MACIEL PUBLIC: NONE MEETING MINUTES ARE NOT A WORD-FOR-WORD TRANSCRIPT. CALL TO ORDER: The meeting was called to order at 5:05 p.m. PUBLIC COMMENT-15 MINUTES No public comment. APPROVAL OF MINUTES- 9/24/2018 No discussion, Ted Orosz moved and Mary Lynn Bradley seconded to approve the minutes. Ayes – All with Steve Godlewski abstaining. CSAB NEIGHBORHOOD POP UP MEETINGS. The committee discussed possible events in Saratoga Springs, through the school district and /or PTA, and at St. Clements School and church. Committee members committed to get a list of events and dates to consider for future events. PRIORITIZING THE LIST OF CONNECTORS/CITY COUNCIL PRESENTATION The committee discussed the list created at the May 2018 CSAB meeting. The list of priorities in order of ranking for bike safety were in order:  Union Ave. (Circular to Lake)  Lake Ave. (Broadway to Bog Meadow Trail Entrance)  Crescent Ave. (South Broadway to Nelson) 1   Glen Mitchell  Circular St. and West Circular St. (Lake Ave to Railroad Run)  Nelson Ave. (Union to Crescent)  East Ave. (North Broadway to Union Avenue)  Marion Ave. (Excelsior to Daniels)  Grand Ave. (Slade to Franklin)  Church St. (Broadway to Kirby)  Hathorne Blvd. (Length)  Jefferson St. (Union to Crescent)  Henning Rd (Lake to Union) The committee discussed sharing the list of bike and pedestrian improvements with Allison Hargrave from Saratoga County in order to see if these improvements could be GIS mapped by the county. If these improvements could be mapped, the information could be helpful for residents, businesses and city staff as future projects or improvements are made along these corridors. The committee agreed to present an update on their work to date and the list of priorities at the December 4th City Council meeting. Tina Carton will work internally to see if time is available for the presentation. The committee discussed including in the presentation: proposed updates to the Complete Streets Policy, the creation of engineered plans for the priority street list in order to ensure future incorporation of improvements along these corridors, and plans for future Complete Streets public outreach and education events. Steve Godlewski discussed the Town Of Malta’s generic impact state and their process. The Town of Malta’s EIS – TWGEIS describes sources of funding for capital improvements necessary to support development. These may include a variety of funding sources including developer contributions, fees in lieu of mitigation as well as federal, state and local funding sources. The preparation of a TWGEIS and the implementation of mitigation fees is seen as an equitable means of paying for capital improvements required by development and as a means of mitigating loss of resources attributable to cumulative impacts of development. Steve stated that he would distribute these to the committee for review. Ken Grey then stated that he would create a general outline for the presentation and distribute it for review. Tina Carton will create a PowerPoint template for the presentation. LAKE AVENUE BIKE LANES – UPDATE The City released an RFP for the Engineering and Survey for Lake Avenue Bicycle Lanes on August 28, 2018. One response was received from Creighton Manning. There has been no award of bid at this time. CDTC REGIONAL TRAILS PLAN Tina Carton discussed with the committee if comments had been submitted by any committee members on the draft Capital District Trails Plan. Comments were due on October 15th. UPDATE ON SARATOGA GREENBELT TRAIL SECTIONS 2 The City and GPI continue to work with effected property owners to address concerns and final design. There are two possible ROW acquisitions from National Grid. The City has been working to set up a meeting with National Grid to discuss: coordination with the Superfund cleanup, sidewalk installation between East Avenue and Marion Avenue within the City ROW, Excelsior Avenue/Marion Avenue Intersection, possible relocation of electric poles and guide wires. UPDATE ON USE OF MAYOR’S COMPLETE STREETS FUNDING: DOWNTOWN EXTENDER Barton and Loguidice presented their 30% draft plan to the City on 9/24/2018. Tina Carton has been setting up internal meetings to review the plans, traffic and safety impacts, and ongoing maintenance impacts of their design. After internal review, the City will be organizing a public meeting as well as other stakeholder meetings to discuss the two alternate designs to come to consensus for Barton and Loguidice to progress to final design. OTHER BUSINESS Due to time constraints, no other business was discussed.
