SARATOGA SPRINGS COMPLETE STREETS ADVISORY BOARD MEETING MINUTES JANUARY 10TH, 2024 - 5:00 P.M. Attendee’s Committee: Chair Ken Grey, Chair Ted Orosz, Suzanne Jagoda, Michael King, Lindley Hickox, Lynn Keating City Staff: Susan Barden, Michael Dutre Absent: Jennifer Natyzak Treehouse: Sarah Maggi Morin (Treehouse), John Cannie (Legal), Steve Wilson (Engineer) Public comment – N/A Admin a. Min- approved. b. Replacement for Jen Dunn will be staffed from Michael Dutre & Beige Berryman. Role is intermediary will be going direct and can use the Admin in Planning to help schedule meetings as needed. c. Meeting in November with DPS, Chair Grey and Chair Orosz. d. CSAB members should be keeping their respective council person or mayor apprised of Complete Streets initiatives throughout the year. Updates a. Treehouse recommendations- how can you become a valuable member of the community? a. Background- Direct to consumer brewery, distillery, and coffee b. Complete Streets is evaluating route 9 frontage options. Frontage is DOT regulated. Appears Treehouse is planning for more cars and less pedestrians based on present design. c. Will build sidewalk from Honda to hotel. Current plan 5 ft wide d. Multiuse path discussion- try to connect to crescent proposed multiuse path. Closest path is in park. And planning to build on crescent. e. Planning board discussed- Traffic crossing at south side of 9. f. East west road – coming out of park. We should recommend pedestrian/bicycle ability to trigger crossing 9. g. Bus station – adding stop at Crescent & Jefferson project. Will make them aware of this project. h. Dark lighting- yes i. Architecture in line with DRB, one way in, one way out. j. Lynn Keating to draft letter to Planning Board, Chair Grey and Chair Orosz to send. Advisory suggestion – Add additional trees and wider sidewalk (12 feet) and a stub to add to hemlock trail system. Request to add stop for summer trolly and for main line bus. Sidewalk across 9 on southside on crescent. Request to slow traffic speed from east/west to crescent to be able to handle increased traffic/turns for pedestrian and biker safety. Request to draft meeting minutes. Covered and lit bike parking. We agree with the dark sky lighting plan. Request to make front of property more attractive such as using a berm, reduce number of parking spots in front of building potentially use parking from adjacent building. b. TAP/CMAQ- grant from DOT (how we funded downtown connecter) TAP submitted for congress gateway project by Jen Dunn and Chair Orosz, Estimate - $4m. c. Truck traffic – trying to get trucks off Van Dam. a. Weight limitation – not approved but other ways we then we can slow down traffic. b. Looking for redesignation for van dam to non-highway d.
