DESIGN REVIEW COMMISSION MINUTES (FINAL) WEDNESDAY, MARCH 2, 2016 7:00 P.M. CITY COUNCIL ROOM PRESENT: Steven Rowland, Chairman; Richard Martin; Leslie DiCarlo; Cynthia Corbett; Karen Cavotta; Robert West; SKYPE: Tamie Ehinger, Vice Chairman STAFF: Bradley Birge, Administrator, Planning and Economic Development, City of Saratoga Springs CALL TO ORDER: Steven Rowland, Chairman called the meeting to order at 7:00 P.M. PLEDGE OF ALLEGIANCE ANNOUNCEMENT OF RECORDING OF PROCEEDING: Steven Rowland, Chairman stated the proceedings of this meeting are being recorded for the benefit of the secretary. Because the minutes are not a verbatim record of the proceedings, the minutes are not a word-for-word transcript of the recording. A. PROPOSED CONSENT AGENDA ITEMS: Steven Rowland, Chairman stated the intent of the consent agenda is to identify any applications that appear to be “approvable” without the need for further evaluation or discussion. If any DRC member or member of the audience wishes to discuss/explore any proposed consent agenda item, then that item would be pulled from the “consent agenda” and dealt with individually. 1. 2016.015 2 WEST BAR & GRILLE FREESTANDING SIGN, 2 West Avenue, Architectural Review of a Freestanding sign within the Transect-5 Neighborhood Center District. 2. 2016.016 VANMETER ROOFTOP SOLAR INSTALLATION, 175 Washington St., Architectural Review of a rooftop solar installation within the Urban Residential-2 District. 3. 2016.014 BEEKMAN ST CAFÉ FAN GRILL, 51 Ash Street, Architectural Review of a wall fan grill within The Neighborhood Complementary Use-1 District. Steven Rowland, Chairman asked if any member of the Commission has any questions or concerns regarding the consent agenda items. None heard. Steven Rowland made a motion in the matter of the applications of 2 West Bar & Grille Freestanding Sign, 2 West Avenue, VanMeter Rooftop Solar Installation, 175 Washington Street and Beekman Street Café Fan Grill 51 Ash Street, that the applications be approved as submitted. DRC APPLICATIONS UNDER CONSIDERATIONS: 4. 2016.017 KING RESIDENCE EXTERIOR MODIFICATIONS, 491 Union Avenue, Architectural Review of exterior residential modifications within the Suburban Residential-1 District. Applicant: Kiersten King, owner Ms. King stated two years ago plans were prepared however in the interim we had to rebuild our garage. We would like to have the modifications completed on the home to match the architecture of the garage. Photographs were provided. Ms. King stated interior modifications are being made to accommodate the children’s bedrooms on the second floor. A new roof will be added and the roof will be raised in the front. A dormer exists on the rear of the home. Steven Rowland, Chairman asked if there were any comments or questions from the Commission. None heard. Karen Cavotta made a motion in the matter of the King Residence Exterior Modifications, 491 Union Avenue, that the application be approved as submitted. Robert West seconded the motion. Agent: Tom Frost, Frost Hurff Architects Mr. Frost stated this 1 ½ story brick carriage house would like to add a garage. Site plan designs were provided to the Commission. The garage will be placed at the end of the paved area. A two story two car garage building is proposed. Cut sheets were provided. Fiber cement siding is proposed in a grey color with white trim. Applicant: Mr. Grodski, owner Agent: Mr. Kerzan, architect Steven Rowland, Chairman reviewed the items under consideration: - Penthouse window revision. - South elevation, doors awnings painting of the windows (white windows) - Stucco/faux finish on the bottom, redone to match the rest. - North façade, the horizontal element on the stucco surface, the coins being removed, and brick at the base and brick up the two corners, similar to a pilaster - 2 white vinyl windows up high on the north façade - Vent caps and penetrations will be painted out Bradley Birge, Administrator stated the Commission will determine if the proposed changes are acceptable. Discussion ensued regarding several of the proposed changes to the building as proposed by the applicant. Steven Rowland, Chairman stated the two windows up on the penthouse. During our discussions we thought the most appropriate thing to do would be to install windows that actually fit the openings. The windows are in openings which are ill fitting. Richard Martin questioned why these windows are not just bricked in. Steven Rowland, Chairman stated there are two options here, replace these ill fitting windows with windows that are properly fitting or simply brick in the masonry openings. Steven Rowland, Chairman asked if there were any other questions or comments from the Commission. None heard. Steven Rowland, Chairman asked if anyone in the audience wished to comment on this application. Samantha Bosshart, Executive Director, Saratoga Springs Preservation Foundation stated she still disagrees with adding brick water table and the brick pilasters. You are introducing an element which was never there. I don’t think it fits the back of the building. This is an opportunity to have a window that is the right window in those window openings. In lieu of everything which has gone on without approval, I think this is an opportunity to restore something which was there versus bricking it in. I am not comfortable with painting the north façade. The brick looks like different color brick, but it is not is such a condition which warrants painting. Steven Rowland, Chairman stated there are two issues left. What to do with the two penthouse windows and What to do with the horizontal band. I believed we removed the band at the last meeting so I am determining it is gone. Regarding the windows, with the number of windows which have been eliminated and bricked in on this building, City of Saratoga Springs – Design Review Commission Minutes – March 2, 2016 - Page 3 of 4 two more windows not doing anything in an attic space I would not have a problem putting a recessed brick infill in them. It is a more permanent solution to those two windows. Richard Martin questioned the other issue is the painting of the recessed north façade. The color chosen by the Commission was Behr, Sienna. Discussion ensued regarding painting the north façade and what would the treatment be for the other walls of the building. It was the consensus of the Commission that the north façade stucco only would painted. Richard Martin made a motion in the matter of the Congress Hall Condominiums, 322 Broadway/7Spring Street that the application be approved as submitted with the following conditions: In reference to the pilasters they will return with brick with an overlapping 4” side return as shown in the drawings dated 2/17/16. The infill on the north facing windows above the living space will show an approximate recess of 1” to create a shadow line representing the original window openings. In reference to the north facade, painting is limited to the stucco areas only. The paint color is Behr, Sienna and the luster is eggshell. The brick for the entrance façade, water mark and pilasters is English Pub by Robinson Brick Company. Certificate of Occupancy pending final inspection of all improvements.
