DESIGN REVIEW COMMISSION MINUTES (FINAL) WEDNESDAY, OCTOBER 19, 2016 7:00 P.M. CITY COUNCIL ROOM PRESENT: Steven Rowland, Chairman; Cynthia Corbett; Chris Bennett; Leslie Meacham ABSENT: Tamie Ehinger, Vice Chairman; Richard Martin; Leslie DiCarlo STAFF: Bradley Birge, Administrator, Planning and Economic Development, City of Saratoga Springs CALL TO ORDER: Steven Rowland, Chairman called the meeting to order at 7:00 P.M. PLEDGE OF ALLEGIANCE ANNOUNCEMENT OF RECORDING OF PROCEEDING: Steven Rowland, Chairman stated the proceedings of this meeting are being recorded for the benefit of the secretary. Because the minutes are not a verbatim record of the proceedings, the minutes are not a word-for-word transcript of the recording. COMMENTS FROM THE CHAIR: Steven Rowland, Chairman welcomed new Commission member Leslie Meacham. A. DRC APPLICATIONS UNDER CONSIDERATION: 1. 2016.069 NO.1 NAILS & SPA SIGN, 19 Railroad Place, Architectural Review of a proposed wall sign within the Transect-6 Urban Core District. Agent: Daniel Roicki, Adirondack Sign Company Mr. Roicki stated this will be a brilliant gold metallic PVC sign to be placed above the door with ¾ letters. This business is located in the old Plum Dandy location. Steven Rowland, Chairman asked if there was any further discussion. None heard. Cynthia Corbett made a motion in the matter of the No. 1 Nails & Spa Sign, 19 Railroad Place that the application be approved as submitted. Leslie Meacham seconded the motion. Agent: Daniel Roicki, Adirondack Sign Company Mr. Roicki stated the applicant is proposing a dimensional halo lit sign to be mounted to the brick façade in the mortar joints. All the wiring will be hidden behind the sign. This sign will be centered over the entranceway. Steven Rowland, Chairman asked if there was any further discussion. None heard. Agent: Daniel Roicki, Adirondack Sign Company Mr. Roicki stated the applicant is proposing a dimensional halo lit sign on a pan face. The backing will match the building façade stud mounted directly to the building. Steven Rowland, Chairman asked if there was any further discussion. None heard. Agent: Tom Rento Mr. Rento provided photographs to the Board of the proposed sidewalk café. City of Saratoga Springs – Design Review Commission Minutes – October 19, 2016 - Page 2 of 4 Steven Rowland, Chairman stated this application was reviewed during the workshop. The Commission was happy with the original sketches presented. What is there is not the same. The biggest difference is the vertical posts were more substantial and had a nice quality to them. Mr. Rento stated he was not a part of the original project having just joined the team. However, BurgerFi hired all local contractors in the construction project and they were unaware of the suggestions provided by the Commission. The intent was to mirror the rails and standing posts which currently exist on the street. Discussion ensued flipping the canvas from that with the logo to a blank canvas if possible if not it will need to be replaced. Steven Rowland, Chairman spoke concerning the anchoring system. Mr. Rento stated the anchoring system will be converted in April, since they are opening on Monday. Steven Rowland, Chairman asked if there was any further discussion. None heard. Steven Rowland, Chairman made a motion in the matter of the BurgerFi Sidewalk Café, 460 Broadway that the application be approved with the following conditions: the canvas panels be reversed, if logo is no longer visible from the street side, if visible new black canvas panels be fabricated without the logo when re-erected next spring. VOTE: Steven Rowland, Chairman, in favor; Cynthia Corbett, in favor; Chris Bennett, in favor; Leslie Meacham, in favor MOTION PASSES: 4-0 5. 2016.071 ROSENCRANS/HAWLEY RESIDENE, 540 Union Avenue, Architectural Review of a new residence within the Rural Residential District. Applicant: Larissa and Peter Rosencrans Agent: Kennedy Flack, Witt Construction Ms. Flack provided a visual presentation of the site providing a site plan of the proposed residence with views of all elevations. Floor plans for both levels were provided and reviewed. Materials were listed and reviewed. Trees were kept to the extent possible. Stucco will be used for the outside of the building, with black Pella casement windows and asphalt shingles for the roof. A wood stained front door and black carriage style garage doors will be used. A color palette was provided for the Commission’s review. Copper exterior lanterns will used. Steven Rowland questioned the stucco material and how it is being fabricated and installed. Ms. Flack stated the requested information will be provided to the Commission. Chris Bennett stated the front façade of the building seems architecturally weak. The scale of the garage windows and dormers seem small in comparison to the massing of the roof. Discussion ensued among the Commission concerning the size of the front door which seems small in comparison to the size of the home. More vertical alignment of the windows is a consideration. If the applicant can provide the information suggested and requested we will then see the applicant’s on November 2, 2016.
