City of Saratoga Springs Board of Ethics Minutes Thursday, May 24, 2012 Present: Justin Hogan – Chair, Cathy Masie, Ted Obloy and Marilyn Rivers with Tony Izzo and Joe Scala as Advisors Location: City Hall City Council Room Minutes: The Minutes of March 15, 2012 were reviewed. Upon a motion by Ted Obloy, seconded by Cathy Masie the motion passed unanimously. Discussion: Employee Awareness Material: The Board requested a status of the employee payroll flyer. Justin Hogan as Chairperson will send an email to Mayor Johnson requesting Mayor Johnson’s final approval on the electronic flyer previously discussed and ask for permission for the Board to share it with City employees. 2011 Annual Report: Justin Hogan has provided the 2011 Annual Report to City Attorney Joseph Scala. Mr. Scala has indicated to Mr. Hogan he will provide the report to the City Council via the appropriate mechanism. City Safety Incentive Program: Marilyn Rivers requested an update from Tony Izzo on his opinion from the Board of Ethics on behalf of the City Safety Committee regarding the establishment of a City Safety incentive based upon statistical methodology for being safe and accident free for a given time period. Tony Izzo agreed to provide a legal opinion regarding the matter and report back to the Board for the next scheduled meeting. New Business: A referral was received from the community. Discussion ensued. No action was taken by the Board. The City Attorney’s Office will draft a response to the submission.
