City of Saratoga Springs Board of Ethics Minutes Thursday, June 4, 2015 Present: Justin Hogan – Chair, Courtney DeLeonardis, Marilyn Rivers, Brendan Chudy and John Ellis with Tony Izzo as Advisor and Trish Bush. Absent: None The meeting was called to order at 6:05 PM in the City Hall City Council Room Approve meeting minutes from 4/9/15: Justin Hogan moved to accept the minutes, second: Marilyn Rivers. Minutes accepted and ok to post. NOTE: May 14th meeting cancelled. Marilyn opened the meeting with an informational discussion of her recent experience with the Comptroller’s Office regarding the Ethics Board and disclosure statements. No action was needed or taken. Old Business: 1) The Board has completed the review of the Code of Ethics. Tony will work with Trish to provide a completed, red-lined document for final review. The Disclosure form needs to be updated prior to finalizing the Code of Ethics as the form is contained in the code. All documents need to be reviewed for consistency of terminology. 2) Trish provided a copy of the 2014 Annual Report to the Mayor. She has reviewed and extended an invitation to Justin to come and present this to the City Council. The date for this will be determined once the Code of Ethics and accompanying documents are completed. 3) The Board reviewed the recently returned disclosure forms. There are still two that have not responded and three that are incomplete. Tony Izzo offered to take these and go to the homes of the members to obtain the completed forms. 4) Trish provided a redline document of the Procedures. A couple of changes were recommended. Trish will update and present at the next meeting. 5) The Board reviewed the sample Disclosure forms and will provide feedback prior to the next meeting. New Business: 1) The Board received an anonymous Referral form. Per Section 7.2 of the Procedures of the Saratoga Springs Board of Ethics, since the form was unsigned no action was taken. Motion to Adjourn the BOE was made by Justin Hogan; second: John Ellis.
