City of Saratoga Springs Board of Ethics Minutes Thursday 4/12/16 Present: Justin Hogan – Chair, Courtney DeLeonardis, John Ellis, Brendan Chudy and Marilyn Rivers, with Tony Izzo as Advisor and Trish Bush. Absent: None Meeting was called to order at 5:35 PM in the City Council Room. Minutes from previous meeting were approved via email. OLD BUSINESS: 1. 2015 Annual Report: Justin Hogan will put a draft Annual Report together for review. 2. 2016 Disclosure statements were sent out in early January. Board reviewed those that have been received to date. All submissions to date have been approved. There are still 4 outstanding: Daniels – Board of Assessment Review Galvin - Civil Service Martin - Design Review Commission Holmes - Special Assessment District 3. All Advisory Opinions received to date have been completed with the exception of #6. NEW BUSINESS: 1. Following a request by Commissioner Mathiesen to attend an upcoming Board of Ethics meeting, he and Commissioners Franck, Madigan and Scirocco attended this meeting to request clarification of Section 13.3 of the Code of Ethics. A discussion followed. It was advised that each situation is unique in its circumstances therefore each incident must be decided on the merits of the event. It is not possible to pose a hypothetical situation since the information leading up to an event is not able to be considered. 2. Trish to work with HR to determine how to distribute the updated Code of Ethics and to ask Finance how to do a payroll insert as has been done in the past. Justin Hogan made a motion to move to executive session to discuss legal advice. Brendan Chudy second. 6:32 PM - meeting moved to Executive Session. The Board moved out of Executive Session at 7:15 PM. Notes: John Ellis left for School Board meeting at 6:20 PM. Guests left the meeting at 6:30 PM. Courtney DeLeonardis left the meeting at 7:10 PM.
