Ethics Board

BOARD OF ETHICS meeting 1/18/18 Present: J. Hogan, M. Rivers, B. Chudy, J. Ellis Meeting convened 5:36 PM. The Board approved responses to 2 inquiries submitted by Mr. Kuczynski. Mr. Kuczynski has also submitted a third inquiry and a response is being researched and will be reviewed and discussed by the Board soon. The Board will begin reviewing annual disclosure forms at its next meeting. The Board generally discussed the issue of city officials and employees who express political positions. The code establishes rules for that behavior but only when it takes place in a city workplace. The Board asked to review previous inquiries from past years in which the issue was raised. The Board also reviewed the code’s definition of a city workplace and asked for research on the bylaws and/or statutes defining specific city agencies, particularly whether they contain specific definitions of responsibilities or conduct. The Board discussed with counsel A. Izzo the legal significance of several code sections. The Board voted unanimously to schedule the next meeting for March 8 at 5:30 PM. Meeting Adjourned 6:30 PM.
