SARATOGA SPRINGS OPEN SPACE COMMITTEE MINUTES OCTOBER 26, 2022 5:00 P.M. CITY HALL, 474 BROADWAY 1. WELCOME AND ATTENDANCE: a. City Staff: Tina Carton; Admin of Parks, Open Lands, Historic Preservation and Sustainability b. Committee Members: Jennifer Hunt Dempsey, David Miller, Ed Lindner, Jeff Cheek and Steve Samuell. c. Public: There were no members of the public present. 2. PUBLIC COMMENT: No public comment 3. ADMINISTRATIVE BUSINESS: a. APPROVAL OF MINUTES – Minutes from prior meetings were not discussed. 4. DISCUSSION: ENVIRONMENTAL BOND ACT – STATEWIDE BALLOT ON NOVEMBER 8, 2022 Tina Carton discussed the upcoming statewide ballot item for the 2022 Environmental Bond Act. The $4.2 Billion-dollar act is titled the Clean Air, Clean Water, and Green Jobs Bond Act. It is intended to fund critical environmental restoration projects throughout the state in four categories: Water Quality & Resilient Infrastructure, Open Space Conservation & Recreation, Restoration & Flood Risk Reduction, and Climate Change Mitigation. 5. OPEN SPACE PLAN REVIEW Tina Carton led a detailed discussion of the current draft of the 2022 Open Space Plan. The discussion included a page-by-page review of the document that was focused on the changes made in response to the committee comments. Additional changes were identified during the discussion. The next step is for Tina Carton to finalize this version of the draft and share it with both OSAC and the steering committee at a meeting in November. 6. OTHER BUSINESS — None discussed 7. PUBLIC COMMENT: There was no further public comment. 8. MEETING ADJOURNED: The meeting was adjourned at 6:30 PM. The next meeting will occur on November 30, 2022.
