OPEN SPACE ADVISORY COMMITTEE MINUTES
OCTOBER 14, 2023 - 5:00 P.M.
2ND FLOOR CONFERENCE ROOM, CITY HALL, 474 BROADWAY
1. WELCOME AND ATTENDANCE:
a. City Staff: MIKE DUTRE – CITY PLANNING OFFICE STAFF
b. Committee Members: Tom Denny, Ed Lindner, Jeff Cheek, Jennifer Hunt Dempsey, and Steve Samuell
c. Public: There were no members of the public present
2. PUBLIC COMMENT: No public comment
3. ADMINISTRATIVE BUSINESS:
. APPROVAL OF MINUTES – Minutes from the October committee meeting were approved without
comment. Tom summarized the status of the 2023 meeting minutes with the goal of having all
completed and posted by the end of the year.
4. COMMUNITY PRESERVATION FUND:
Tom led a discussion on plans for a Community Preservation Fund (CPF). Establishing the fund will
require coordination with Climate Smart Task Force, Complete Streets Advisory Board, and other city
stakeholders. Implementation of a CPF first requires authorizing legislation. The city will need to work
with their representatives in the NY State legislature to sponsor and advocate for the legislation.
Over the past several years, OSAC members reached out to communities that have created a CPF to
understand their experience with establishing the CPF, their level of satisfaction with the program, and
any issues that they encountered. Tom recently reached out to the current chair of the New Paltz chair
of CPF advisory board. The town of New Paltz had a very positive experience with implementing their
CPF.

6. PUBLIC COMMENT: There was no public comment.
MEETING ADJOURNED: The meeting was adjourned at 6:00 PM. The next meetings will occur on December 13, 2023.
