Attendance – Bob Jerman, Donnie Bullard, Mike Maar, David Karpinski, Ken Banker, Derrick Legall, Robert Manasier,
Douglas June and John Hirliman
5:30 pm – Field User Group Meeting –The field user groups meet with John Hirliman and Doug June. John Hirliman went
over a power point presentation. They discussed our facilities, usage policies, scheduling fields, fees, usage of lights, season
dates, Field Responsibilities- city, Field Responsibilities- users, On Site Equipment, and Park Rules. There will be no
trenches dug into the fields. There was a concern about the water area is sometimes in the field of play. This should be out
of bounds. They asked for receptacles for the dugouts. There was a concern that there is broken glass in the dugouts after a
game and this will affect the next team. There was talk about tarps for the fields. They were used at East Side Rec. There
was a concern that groups do not have access to equipment to touch up after the game before them. There was a question if
the bull pens will be locked. The Veterans Memorial Park area will not be locked. This is open to the public. There was a
question about the pitching L. It was explained that the City did not purchase it. A group brought it to use it. Derrick Legall
said that the Saratoga Little League opening day will be April 28, 2018. They will be having a cleanup day.
6:30 pm – Recreation Commission Meeting
Attendance – Derrick Legall, Robert Manasier, Cheryl Smith, John Hirliman, Douglas Meyer,
There was not quorum. Business was not voted on.
Douglas Meyer reported that the Saratoga Greenbelt Trail- Crescent Ave Connector will be handled by the County. The
county will be working with Sustainable Saratoga. Supervisor Veitch is working with the County to include this section.
Douglas Meyer spoke about the concept of digging under the Northway. John Hirliman and Robert Manasier said they
thought that it was not an option. Douglas Meyer stated that Long Term maintenance will need to be looked at. He spoke on
the possibility of having trails on the landfill and connecting it to the Arterial. DM reported that they are looking at
expanding Bog Meadow. DM will keep the Rec. Commission informed. Tina Carton is working on the Downtown portion
of the Greenbelt Trail.
There was no voting on Elections – Vice and Chair, Waiver Request to allow a waiver of fee for an Ice Rink charity event,
Extending Spring Ice Rink Season, Facility Rules Updated, or By-laws. The members reviewed the facility rules. Cheryl
Smith asked how the City enforces the rules in the Parks. John Hirliman explained that it should cut down on confrontations.
The Police will have the ability to enforce the posted rules. Cheryl Smith recommended having a Leash rule at the parks
instead of no pets.
The field user groups met at 5:30pm to discuss the 2018 season. John Hirliman gave a report on the Master Plan Update,
General Budget, Directors Report, and Program Report.
John Hirliman announced that the North Side Rec. field is called Willard J. Grande Memorial Recreation Field.
The meeting ended at 7:50 pm. The Next Meeting will be at the Saratoga Springs Recreation Center on Tuesday, March 27,
2018 - 6:30 pm. at the Saratoga Springs Recreation Center. The upcoming meetings on the last Tuesday of the month are
April 24, 2018, May 29, 2018, June 26, 2018, July 31, 2018, September 25, 2018, October 30, 2018, and November 27, 2018.
The Budget workshops will be Wednesdays July 18, 2018 and July 25, 2018 6:30pm. The December 11, 2018 6:30pm
Recreation Commission meeting will be held the 2nd Tuesday of the month due to the Holidays.
