The Recreation Commission will be meeting on the last Tuesday of the month on September 24, 2019, and October 2019 at the Recreation Center, 15 Vanderbilt Avenue, Saratoga Springs, NY 12866. Other meeting dates are November 19, 2019 and December 10, 2019. John Hirliman & Guests: Jay Partnoy, Anne Trainer, Clifford Ammon The Saratoga Springs Recreation Commission was called to order at 6:35pm by Derrick Legall, Chairman. Public Comment – There was no public comment. Saratoga Senior Advisory Committee – Jay Partnoy, Anne Trainer and Clifford Ammon spoke about the Saratoga Senior Advisory Committee. Jay Partnoy met with John Hirliman and discussed what the Recreation Department does. Jay Partnoy is the co-chair of the Mayor’s Senior Advisory Committee. Seniors do not know what is available in the Community. The General Public is not aware of Recreation activities. Anne Trainer is on the Senior Advisory Committee. She recommended having Senior Pickleball, Art Offerings and Art Display works. Cliff Ammon has experience working with the Arts. He worked with a Theatre in Washington where they increase from 29% to 69% in the first year, then 106% capacity in the next year. People are looking free help. He was able to increase business by 10%. Jay Partnoy, Anne Trainer and Clifford Ammon want to be involved. Anne Trainer suggested having user friendly Recreation activities such as pickleball geared towards beginners and seniors. John Hirliman explained that the Recreation Department ran a league with various levels (Beginners, Intermediate, and Advanced). Clifford Ammon said the Recreation Center is a wonderful facility. He recommended getting the word out. Amy Smith asked “What’s the best way to communicate?” Jay Partnoy suggested meetings throughout the City, flyers, radio, newspapers, online blasts, Cable, and Community TV. Anne Trainer recommended contacting schools and colleges. The colleges have an email system. John Hirliman explained that the Saratoga Schools allow the Department to send information for their website. Amy Smith explained that the Department is trying to reach as many people as possible. Jay Partnoy said that they had lengthened cross walk times, they helped with the ramp & buttons so when someone would open the doors they would not roll back down the ramp, went around and marked the side for DPW, and had meetings at the office of the aging. 1. Discussion and Vote: May 28, 2019 Minutes – The Recreation Commission had no amendments to the minutes. 2. Discussion and Vote: Saratoga Bridges Proposal – John Hirliman met with Saratoga Bridges. They would like to partner with the City and Saratoga Youth Hockey to run the concession stand. Saratoga Bridges would provide the manpower to run the concession stand and would need daytime hours to stock and train. The workers would come in with a trainer. The Recreation Commission recommended that the proposal go to DPW. The motion to accept the Saratoga Bridges proposal upon approval of DPW was made by Robert Manasier and seconded by Cheryl Smith. Discussion and Vote: Hockey Net in Batting Cages Request – John Hirliman received a request for allowing Hockey pucks to be used in the Batting Cages. The person would like to leave a Hockey net in the batting cage for hockey use. Derrick Legall asked if it would be used during Baseball season. Robert Manasier was concerned that they would be shooting off the gravel. Cheryl Smith had trouble allowing use for use of the batting cage for what it is not intended for. The Recreation Commission had questions regarding net quality and damage the use would cause. Michele Merola did not like the request. She had significant concerns. The request is tabled. 4. Discussion and Vote: Playground Vendor – The Recreation Commission discussed playgrounds. John Hirliman asked the Recreation Commission if they wanted to go out to bid or use the two companies previously used at East Side, West Side and North Side. Robert Manasier asked about having a fitness section. The Commission had asked about foul balls in the Veterans Memorial Park Playground. The Recreation Commission discussed the options. Additional funding will need to be raised. The project could be done in phases. The Recreation Commission discussed combining the two companies. The motion to use both Game Time and Kompan for the Veterans Memorial Plan was made by Amy Smith and seconded by Cheryl Smith. The motion was passed by voice vote. 5. Discussion and Vote: Capital Projects 2020- The Recreation Commission discussed the 2020 capital projects. John Hirliman is working with DPW. 6. Discussion: Camp Saradac – The Recreation Commission discussed Camp Saradac. The Camp Picnic will be August 23, 2019. The members of the Recreation Commission are welcome to help out at the event. Derrick Legall and the Saratoga Little League sponsor the event. 7. Discussion: Master Plan Update – John Hirliman updated the Recreation Commission on the Master Plan status. 8. Discussion: General Budget – The Recreation Commission discussed the budget. 9. Discussion: Directors Report – John Hirliman gave the Director’s Report. 10. Discussion: Program Report – John Hirliman gave the Program Report. Anne Trainer expressed that she was really impressed. John Hirliman explained that the Recreation Commission member has a 7 year volunteer term. Executive Session: Personnel Adjournment – The motion to adjourn was made by Cheryl Smith and seconded by Robert Manasier. The motion was approved by voice vote.
