Attendance - Amy Smith, Michelle Merola, Robert Manasier, Alphonse Lambert & John Dowd Public Comment – Dean Higgins saw pickleball items on the agenda and was wondering the status of Pickleball. 1. Discussion and Vote: Recreation Commission Minutes – The motion to approve the 2019-10- 29 Recreation Commission minutes and 2019-11-19 Recreation Commission notes was made by Michelle Merola and seconded by Robert Manasier. The motion was approved by voice vote. 2. Discussion and Vote: Request for Ice Fee Waiver $340.00 - The motion to approve the ice fee waiver of $340.00 for the Saratoga Springs FireFighters vs Police Charity Hockey Game to benefit the Franklin Community Center was made by Michelle Merola and seconded by Robert Manasier. The motion was approved by voice vote. 3. Discussion and Vote: Pickleball Nets and Balls $1,400.00- The motion to approve the purchase of $1,400.00 worth of Pickleball nets and balls was made by Michelle Merola and seconded by Robert Manasier. The motion was approved by voice vote. 4. Discussion and Vote: Black Stone Sports/Dupliskate Sharpener Items USD $672.30 - The motion to approve the purchase $672.30 worth of Black Stone Sports/Duplicate Sharpener Items was made by Robert Manasier and seconded by Michelle Merola. Discussion: The Recreation Commission discussed that there may be additional shipping costs for the items coming across the border. The motion including any additional shipping costs was approved by voice vote. 5. Discussion and Vote: Recreation Center License Agreement - The motion to recommend the Recreation Center License Agreement to the City Council was made by John Dowd and seconded by Michelle Merola. Discussion: Robert Manasier questioned section #13. Section 12 & 13 were State and Federal compliance regulations. He asked would non-employees be required to take training and would the City be providing the training. The motion was approved by voice vote. The License Agreement template will go to the City Council. 6. Discussion and Vote: Election – Vice and Chair – Tabled. 7. Announcement: Ugly Sweater Skate – Sunday, 12/22/19 – FS 1-3pm or OP 3-5pm -Please join the event! The Recreation Department will be having a Ugly Sweater Skate on Sunday December 22, 2019 during both Family Skate for child 13 years and under with parents 1-3pm and Open Public open to everyone 3-5pm. The Recreation Commission is invited to attend. 8. Announcement: Convention Hall Talk – April 29, 2020 1-2pm at the Recreation Center - The Recreation Department will be having a Rec Talk presentation centered on community based recreation topics - The History of Convention Hall. Participants will share their memories, stories, etc., on a variety of topics including sports, entertainment, community and politics. Discussion: Ice Rink – The Chillers are complete. The budget is approved. Spring 2020 Ice will be available. 10. Discussion: Veterans Memorial Park – The Dugouts will be finished in Spring 2020. 11. Discussion: Recreation Center – The Recreation Department will tentatively be booking the Recreation Center beginning in June 2020. 12. Discussion: Skate Park – The Skate Park RFP 2019-41 deadline is Tuesday, January 14, 2020 at 2:00pm 13. Discussion: Capture Point – Community Pass – Online Registration is scheduled for January 13, 2020. The Recreation Commission discussed the Community Pass program. 14. Discussion: Pickleball – East Side Rec. will be closed in 2020. The 10 Pickleball courts proposal was submitted to the School District. The layout is under review. Larry Rose, Pickleball Ambassador, is working with John Hirliman. The Recreation Center is currently not available. 15. Discussion: Recreation Master Plan – Robert Manasier and Amy Smith asked the Recreation Commission member to review the Recreation Master Plan. At the next meeting, come with ideas. During the discussion portion of the agenda, the Recreation Commission will be prioritizing and setting up action items for 2020. 16. Discussion: General Budget – The Recreation Commission discussed the General Budget. The 2020 budget was approved in November. 17. Discussion: Directors Report - Recreation Center Update: The City’s finance department approved $200,000 to be allocated toward the skate park renovation project. The project is to replace the current metal ramps with poured in place concrete ramps. The project requires a permit from NYS Department of Education. Due to this requirement I will be soliciting quotes from firms to assist with the administrative duties involved with NYS Dept of Ed permitting. Rec programming: The Recreation Department was unable to secure a gym for our Winter Volleyball program so we have canceled it. The Department hopes to run it this spring. The Winter basketball season is in full swing. Although numbers are down the quality of the program has been outstanding. The Department did have a last minute scheduling change that impacted our Grade 2/3 division. The Department was originally approved to rent Tuesday evenings at Maple Ave but that was cancelled on November 7th. The Department was able to secure gym space between Greenfield, Caroline St, and Division Street elementary schools. Intro to Ice skating kicked off the Fall session earlier this month. Although numbers were down a bit we had a good turnout in the early fall sessions. It has been easier as we spread out the lessons throughout the year. The City has completed or is in the process of completing several facility improvement projects. DPW is replacing the Veterans Memorial Park Baseball dugouts thanks to the donation from Bill and Lisa Noonan. The City will hold a ceremony in April at the first Spa Catholic varsity baseball game. The Director has not been able to finalize approvals and plans for the West Side little league tee ball dugouts. He hopes to get with the little league and LA group later this fall to get the project back on track. Concussion protocol- The Director is working with our risk and safety officer to implement a new concussion protocol for our programs. They hope to finalize the plan later this month. Discussion: Program Report – The Recreation Commission discussed the Program Statistics Report. The Recreation Commission discussed starting/ending the older division later to incorporate players trying out for school sports. Executive Session: Personnel – Tabled.
