Discussion: The Recreation Commission discussed the Department purchases valued at $3,700.00. Discussion and Vote: Accept $2,352.00 WGY Christmas donation – Camp Scholarships The motion to accept the $2,352.00 WGY Christmas Wish donation – Camp Scholarships was made by Robert Manasier and seconded by Adrianna Britt-Gaeta. Discussion: The Recreation Department was requesting to accept the $2,352.00 WGY Christmas Wish Donation for Camp Scholarships. This was the highest amount received. (Ayes – all Motion approved) 5. Discussion and Vote: Accept $400.00 donation from the Saratoga Springs Friends of Recreation Fund of The Community Foundation for the Greater Capital Region The motion to accept the Accept $400.00 donation from the Saratoga Springs Friends of Recreation Fund of The Community Foundation for the Greater Capital Region was made by Adrianna Britt- Gaeta. and seconded by Alphonse Lambert. Discussion: The Recreation Department was requesting to accept $400.00 donation from the Saratoga Springs Friends of Recreation Fund of the Community Foundation for the Greater Capital Region for supplies including batting tees, general equipment and Pickleball paddles. (Ayes – all Motion approved) 6. Discussion and Vote: Waterfront Playground The motion to approve the Waterfront Playground was made by Alphonse Lambert and seconded by Adrianna Britt-Gaeta. Discussion: The Waterfront playground would be recommended to the Mayor’s office. There would be additional binoculars looking towards the water. A smaller version of the playground was discussed valued at $149,918.00 including a viewing panel. The zip line could not fit. The playground would be at the top near road. There would be a fence installed. Amy Smith asked if the City met with the individuals to make sure it included the wanted amenities. The Recreation Commission discussed having a public meeting. . Discussion and Vote: Authorization for Uniform reimbursement The motion to authorize the Uniform or merchandise with Recreation Department logo reimbursement in the amount of up to $150.00 per employee was made by Amy Smith and seconded by Robert Manasier. Discussion: The Department was requesting each full time staff would get up to $150.00 per year to get apparel/merchandise with the logo on it. The estimated value would be up to $900.00. In addition, the Administrative Director – Recreation would bring this recommendation for full time staff to the Union/City. The Director wanted to receive Recreation Commission’s authorization to pursue the idea. The Department was looking to have standards for the apparel. DPW currently had the uniform allowance in their contract. (Ayes – all Motion approved) 8. Announcement: Alphonse Lambert Baseball Recognition Discussion: The Recreation Commission discussed Alphonse Lambert’s recognition. Coach Lambert was hired in 1988 as the youngest high school head baseball coach in New York State—22 years old. He took over a struggling baseball program that had won only two games in the previous two seasons. Prior to Lambert's tenure, the Saints had never won a sectional baseball game. He guided the Saints to a 10-11 record in his first season and two years later proceeded to win three consecutive league championships. The highlight of Coach Lambert's career to date was the 2000 season in which the Saints went 27-2 and lost the NYS Class C State Championship game in 9 innings to Falconer H.S. of Buffalo. That season, Tim Stauffer and the Saints won 26 consecutive games and outscored their opponents 332-98. Coach Lambert's teams have won more than 20 games eleven times, including the 2007 team that went 25-3 and won the NYS Section 2 Class B Championship. The 2009 team went 24-5 and also won the NYS Section 2 Class B Championship. In 2010 and 2011 the Saints once again won the NYS Section 2 Class B Championship. The Saints won the Capital Region Championship advancing to the State Final Four. The 2010 Saints finished with a 23-3 record and the 2011 team finished with a 21-3 record. During Coach Lambert's tenure at Saratoga Catholic two of his former players Tim Stauffer and Christian Garcia were drafted in the major leagues. Coach Lambert has been selected as Coach of the year by the Saratogian 1990, 2000, 2009, Glens Falls Post Star 2000, 2011 as well as the Amsterdam Recorder 2000 and the Albany Times Union 2000 and 2009. In 2010 Coach Lambert was named Diamond Sports Regional Coach of the Year. This prestigious award is given by the American Baseball Coaches Association. Coach Lambert is a member of the St. Peter's / Saratoga Central Catholic Hall of Fame as well as the city of Saratoga Springs Hall of Fame. In November 2013 Coach Lambert was inducted alongside Coach Dale Long Jr. into the New York State Baseball Hall of Fame. Coach Lambert is a graduate of Saratoga Central Catholic and a graduate of Skidmore College with a B.S. degree in Physical Education. Currently he is the Athletic Director at Saratoga Central Catholic. Coach Lambert's career record as head baseball coach at Saratoga Central Catholic (35 Seasons) is 601 - 214 .737 winning % including (15) League Championships: 1991, 1992, 1997, 2000, 2002, 2004, 2010, 2011, 2012, 2014, 2015, 2016, 2017, 2018, 2019 (5) Section 2 Championships: 2000, 2007, 2009, 2010, 2011 (3) NYS Regional Championship: 2000, 2010, 2011 and (1) NYSPHSAA Finalist in 2000. In the Sectionals Coach Lambert has a record of 45-29 608 winning %. Ayes all – Motion approved. 9. Discussion: Camp Saradac Discussion: Even with the cut of the 288 camper weeks from East Side Rec. Camp Saradac participants have registered for an additional 75 additional weeks. So far, the Department would receive/reimbursed $55,895.00 including $23,000.00 Hawley Foundation for Children of Saratoga County (22), $10,976.00 from Saratoga County Children’s Committee (16), $1,500.00 from Saratoga Springs Rotary Club (3), $2,100.00 from the Parker Family(3), $2,352.00 from WGY Christmas Wish (3), $1,960.00 from Stewart’s Holiday Match (2), and $14,007.00 from NYS OCFS/Saratoga County Dept. of Aging and Youth (17). Scholarships without funding including waiting list & today’s $3,920.00 request would be $12,477.75 (12) – (78) partials over 69 campers. There were 150 campers. 10. Discussion: Capital Projects Discussion: The Recreation Commission discussed the capital projects including 2023 VMP Playground $530,000, 2023 Ice rink Rehab $181, 000 – Security, Painting Spraying system, Reconstruction, 2023 Bike Park $400,000 & added $150,000 2023 Outdoor Multi Use Sports Court Area, $1,261,000. 2024 items include: up to $379,000 for Playground, lighting, backstops and Capital improvements, $ 55,000 for Ice Rink Sound system and Storage music room, & office improvements, $93,000 for Court resurfacing Veterans Memorial Park and $339,000 for Scott T. Johnson Recreation Center HVAC & indoor storage improvements. The Recreation Commission discussed leasing the 40 acre polo area. There was discussion on protecting the land. Adrianna Britt-Gaeta thought the lease was expensive. There would be certain times that the fields could not be used. 1. Discussion: Veterans Memorial Park Playground & Field House MP Discussion: The Administrative Director-Recreation worked with DPW on the VMP playground & field house. Kompan had given the Recreation Commission additional information. The Presenters recommended additional items for the playground. 2. Discussion: Skate Park Discussion: The Skate Park project was underway. There was additional vandalism to the East Side Rec. The police had been notified. The vandals were caught. The Recreation Commission discussed donating the ramps. 3. Discussion: Scott T. Johnson Rec. Center/Multi Sport Use Area Discussion: The Scott T. Johnson Recreation Center Outdoor Multi Use Sport Court area was on order. The project should begin this summer. DPW updated the front of the Recreation Center. 4. Discussion: Bike Park Discussion: The Bike Park project was working on an RFP. The Saratoga Shredders was looking at the Grande location. 11. The Recreation Department/DPW expended $ 166,076.78 in the month of April, 2023 and encumbered $ 64,881.40/ YTD used $723,044.21 (30.9%) with a remaining balance of $1,761.177.47. The 2022 Expenditures was 664,015.39 with 2023 had a $59,028.82 (8.9%) increase. The Recreation Department received $ 89,523.89 in the month of April 2023 and YTD collected $609,576.71 (48.5%) with remaining revenue of $646,907.29 to be collected. The 2022 Revenue was 572,408.65 with 2023 had a $37,168.06 (6.5%) increase. There was an increase in revenue in spite of losing 3 tournaments. The Recreation Commission discussed exceeding the Indoor Recreation Facility line to offset front desk supervision expenses. The Department lost 3 tournaments. 12.
