Discussion and Vote: Soccer fields for Adults Discussion: Before voting, the Administrative Director – Recreation Director wanted to discuss the request from an Adult Soccer League who would like to rent the Saratoga Casino Hotel fields. The concern was that additional groups would want to sublet the Department’s program’s time. This group was requesting Sunday mornings 9am-11am. Two dates would not be available in the Spring as the Department’s soccer program would be utilizing the fields. The program had lost some weekends already due to events at the fields. The groups would want to utilize the City equipment and potentially for the City purchase additional equipment for the groups, i.e. goals $5,000.00. John was approached by Skip Carlson to field horne from 40+ soccer program for adults. Field time issues for Sunday am. Could run the program through the Recreation Department. The group was looking for field 1. Work with Casino and sublease. 1st time through us not the Casino; 2. Create the East Rec football field 3. North side rec. 1. Pros – soccer fields are there. The only Sundays will be for the derby and Belmont. Concern never open up, everyone wants to rent and that chips away our space. 2. Need to set up separate 3. East Side Rec. – don’t own another goal - $5,000 could run into Pop Warner time frame. They are used play. 9am-11am – line additional field. Football and soccer line. The Recreation Commission discussed the options. Michelle Merola asked about utilizing the goals from Daniels Road. DPW would need to bring them over to the fields. Alphonse Lambert was once concerned that there would be no maintenance. The Cheapest way was to allow the group to utilize Casino fields. Amy Smith and Derrick Legall recommended that the group play on Clement. The Commission discussed utilizing East Side Rec. but the group may have to move the times due to football games. The group was only looking for Sunday mornings and wanted consistent times. The motion to allow the Recreation Department to sublet the Saratoga Casino Hotel fields on a trial basis was made by Michelle Merola and seconded by Amy Smith. (Ayes-All) 8. Discussion and Vote: Awards for Basketball The motion to allow the development of the Basketball Awards Program was made by Michelle Merola and seconded by Adrianna Britt-Gaeta. (Ayes-All) Discussion: The Administrative Director-Recreation was requesting developing a Basketball Awards program. The two recommended awards would be at this time would include the George Parker Player of the Year and the Bruce Jones Coach of the Year awards. The Department would be receiving sponsorship for these awards. There could be a charge for the annual plaque/plates to be hung at the Scott T. Johnson Recreation Center not covered by donations, between $200.00 (4 $50 plaques)-$500.00. The Department would like to hand out awards like Gavin Park for Girls Division and Boys Division and 2nd Coaching for 30 years. George Parker and Bruce Jones got kids to sign up. Bruce Jones started coaching with Landon Moore and goes above and beyond. Alphonse Lambert said he grew up as sponsored as kid. Bruce Jones gives back to the community. He takes the team. He coaches the Elks team. The "George Parker Player of the Year" is a prestigious award given to a standout basketball player who has demonstrated exceptional skills, sportsmanship, leadership, and contributions to their team and the league during the 2023-204 season. This award is typically presented to acknowledge and celebrate the top player in the Saratoga Springs Recreation Basketball League. Discussion and Vote: Fields Use – Discussion: Withdrew the vote. The Assistant Recreation Director received a request to utilize the fields at East Side was part of outside of Saratoga group. There was so much usage in the fall. The Department called coach regarding the rental and recommended not having them this season. The City cannot get line chalk over the fields on Sundays originally wanted practices 9-12 and then wanted to run a tournament. The Director would like to bring to attention. There were outside groups wanting to rent. Board member of the local group wanted to play on the other team. The concern was due to the ability for DPW to do maintenance in the fall. However, there had to be balance as the fields could not be used for exclusive use. 10. Discussion and Vote: NYS DOH Renewal Application – Concession Stand The motion to recommend the NYS DOH renewal Concession Stand application to the City Council for signature was made by Robert Manasier and seconded by Alphonse Lambert. Discussion and Vote: City Employees Benefit receive Free Admission to Drop In Recreation Programs The motion to recommend to Human Resources that City employees benefit by receiving the Free Admission to Drop In Recreation Programs as part of the Health initiative was made by Robert Manasier and seconded by Adrianna Britt-Gaeta. (Ayes-All) Discussion: The Administrative Director was asking the Recreation Commission to recommend to the City’s Human Resources Department a benefit for the City Employees to receive free admission to the Drop In Recreation Programs. This would be included in the City Employee’s Health and Wellness program. The Director feels this benefit would help recruit employees and that the employee would bring new participants who had not participated in the Recreation Department programs. Discussion: Friends of Recreation – Soccer & Basketballs & Windscreen The Saratoga Springs Friends of Recreation through The Community Foundation for the Greater Capital Region would like to donate soccer and basketballs. The organization would like to donate a windscreen at the East Side Recreation Complex courts. The Department was looking to add a logo. The Department was getting pricing for wind screens for East and West Side. Derrick Legall asked should the windscreens be on the pickleball and tennis courts. There was a concern about maintenance. Derrick Legall recommended no green windscreens. Adrianna Britt-Gaeta asked how many sides of the court would be needed. Michelle Merola recommended all the way around. Friends of Recreation would be on the wind screens. Amy Smith recommended that the organization have a website not just facebook. Their Volleyball tournament raised $12,000.00. 14. Discussion: Basketball Program – The Administrative Director wanted to discuss the referees, 2/3 grade playoffs, having paid scorekeepers and Introduction to Basketball program. The Introduction to Basketball program ran 12 weeks instead of two 6 week sessions in the 2021-2022 season. The Recreation Specialist would like to increase the session to 1 ½ hours each. The Department was currently low on funding. We added referees in 2/3 grade level. This added unnecessary pressures including scores, and playoffs. There were more intensity. The Director recommending to scale back and make the referees more instruction/monitor/not have a specific referee. Also it was recommended to cut out playoffs and would decrease the number of kids were crying. The Department would be updating the rules to coincide with USA basketball recommendations who had an adopted system and guidelines to help players. Athena Ryan ran the Tiny B’ball program. Lisa Morahan ran the Tiny T-ball program. 15. Discussion: School Items – East and West offset the employees that we have. 2 employees there contribution up to $25,000 to capital – equipment – field turf, etc. Because no agreement, there was budget zero and had finally agreed on $195,000.00. The Department was looking for recommendations: Engineered wood fiber, dirt, 24 soccer 4x6 goals, 2-4 regulation soccer goals, picnic tables, West Side Backboards, Playground equipment, West Side pavilion, Major fencing repairs, adaptive equipment, Swings, mats, equipment, Marque in front of the ice rink. Amy Smith recommended security cameras, Mirrors, Newer equipment, DPW items, Uniforms, etc. The Assistant Administrative Director recommended the State championship at the Ice Rink be removed or updated. Discussion: 2024 Budget – 3.5% Update & Workshops – The Department in cooperation with the Finance Department and DPW cut $298,000.00 from the Recreation Department. The Comprehensive budget would be submitted at the first City Council meeting in October. The DPW/Recreation Departments Workshop Presentation would be on Friday, October 13, 2023 at 11:00 am. The park supervision was cut out. The Comprehensive Budget would be out in October. 17. Discussion: Capital Projects 1. Veterans Memorial Park Playground Update – The Company shipped product with missing pieces. The Playground was not completed as expected. The Department was still waiting on the product. The playground was completed that morning and the fence would be completed by next month. 2. Veterans Memorial Park Field House RFP Update – The Professional Services for Veterans Memorial Park and Field House Bid No. RFP 2023-41 was currently on the City’s Website and would remain open until 10/3/2023 2:00 PM. If you renovate the current building test, master plan for the whole park, etc.. 3. Scott T. Johnson Recreation Outdoor Multiuse Court Area Update – The ribbon cutting was on Monday, September 25, 2023 at 4pm. There were approximately 25 in attendance, including DPW and Mayor’s office representatives. 4. Bike Park Award to American Ramp Company (ARC) – The City was working on awarding the Bike Park RFP to the American Ramp Company (ARC). They put in the metal ramps. It’s a good company. Waterfront Project - Waterfront Park – DPW finished working on the bathroom renovations & pavilion. There was a ceremony on Thursday, September 14, 2023. The Playground had been requisitioned. The Department was waiting for Dehns Flowers invoice. The RFQ for the fencing and Ice Rink security cameras installation was discussed. 18. Discussion: General Budget – In August, Recreation fee revenue was down $5,900.00. The Recreation School budget would be adjusted from $260,000.00 to $195,000.00. The Ice Rink raised $ 388,000 and the Rec Prog Clinic fees rose over $10,000.00 budget. The fields raised over $22,000.00 and would need to generate over $20,000.00 by the end of the year. Expenditures: 2022 $1,428,140.06 vs 2023 $1,603,005.17 increased 12%; Revenue: 2022 $918,732.89 vs 2023 $1,231,015.41 increased 33%. There were limited funds. The Recreation Center supervision funding would be needed. The Commission recommended utilizing the money for referees and supervision. The Department would need to order basketballs. Discussion: Director’s Report Recreation Department Directors Report - September 26, 2023 The director’s report was designed to provide a monthly overview of Recreation Department’s work. 1. The Department focused a lot of time and energy on upgrading facilities for programming and the public throughout the summer. Some of the key projects started and/or completed this summer. a. Opened new concrete Skate Park in June b. Renovated and Opened bathrooms and a gazebo at the Waterfront Park in August c. Resurfaced Rec Center floors in August d. Installed a new Outdoor Multi Use Area the Recreation Center in September e. Started Veterans Memorial Playground Project. Expected completion in September f. Started the Security System at the Ice Rinks. Expected completion in October g. Installed LED lighting at the Scott T. Recreation Center Expected Completion in October h. Adding additional flooring mats at the Ice Rink. Expected completion in October i. Adding a loud speaker/paging System for the Scott T. Recreation Center. Expected completion in November j. Worked with DPW on the Bike Park RFP and the Veterans Memorial Park Field House project. Expected completion in 2024 to 2025 2. Camp Saradac: Camp was wildly successful this summer. We were blessed with an amazing staff that engaged nearly 150 kids per week. The Department felt based on our projected staffing for next season. The Department should be able to accommodate more campers!! This would be the Department’s primary focus over the winter. 3. Skidmore Locker Room: Saratoga High School had official requested the use of the old locker room. The information was discussed during the meeting. 4. East and West Side School Agreement: The City and School Agreement had been executed. The Department would be receiving $130,000 annually for operating and should be reimbursed up to $25,000 in capital improvements annually. This year’s payment would include an additional $65,000 as part of back payment for year one. The Recreation Department was working DPW and user groups to indentify needs in 2023.
