Saratoga Springs Recreation Commission meeting was called to order by Derrick Legall.

1. Discussion and Vote: Minutes
The motion to approve the October 24, 2023 minutes was made by Amy Smith and seconded by Robert
Manasier. (Ayes-All)
2. Discussion and Vote: Recreation Department Part Time Personnel
The motion to approve listing of part time personnel submitted to Civil Service was made by Amy
Smith and seconded by John Dowd.
Discussion: There was 4 staff hired at the Ice Rink. There were three staff who were not returning to the Ice
Rink.

3. Discussion and Vote: Recreation Department Purchases
The motion to approve Recreation Department Purchases was made by Amy Smith and seconded by
Michelle Merola. Discussion: The Administrative Director-Recreation requested that the Department
purchase a mover (Grassland Equipment Sandpro), Pickleball Nets and Supplies, and Electronic Office
Product copier estimate for the year.

4. Discussion and Vote: 2024 Part Time/Seasonal & Independent Contractor Rates
The motion to approve 2024 Part Time/Seasonal & Independent Contractor Rates was made by Amy
Smith and seconded by John Dowd. Discussion: The Recreation Commission had discussed the rates
during the budget process. The Recreation Commission was approving the rates as discussed. The
Department was requesting that returning staff - Recommendation $.75 per hour for Recreation Assistant,
Camp Saradac Counselors, Youth Parkers, Recreation Leaders; and recommending $1.00 per hour for
Recreation Specialists, Youth Parking supervisor, Coordinator, etc. The significant increase would be to the
starting rates of the Recreation Specialists Level II+. The starting rate would go from $17.25 to $20.00
increase to start for $2.75/hour for one week clinic $41.25 15 hrs to $82.50 30 hours.
The 2024 referee rates were discussed. The NYS Minimum wage was increasing to $15.00 per hour so the
Department had to increase the Starting rate from $14.75 to $15.00. The increase for returning employees
would be $0.75-$1.00 increase. (Ayes-All)
5. Discussion and Vote: Holiday Skating Show
The motion to approve Holiday Skating show fees was made by Amy Smith and seconded by Alphonse
Lambert. Discussion: The Department was requesting of $10.00 fee per non-Introduction to
Ice/Fundamentals of Skating Skater. This would allow skaters from outside of the program to showcase their
skating ability. The flyer was included in the online agenda. The Holiday Skating show for the Introduction
to Ice/Fundamentals to Skating program would be on 12/16/2023. Michelle Merola’s daughter was on the
Holiday flyer. (Ayes-All)

6. Discussion and Vote: Request for Ice Fee Waiver
The motion to approve Request for Ice Fee Waiver was made by Robert Manasier and seconded by
Adrianna Britt-Gaeta. Discussion: Christopher Stewart emailed John Hirliman 11/1/2023 requesting a fee
waiver for all associated fees with usage of the Weibel Ice Rink and fees associated with ice time. The
waiver of these fees would allow them to donate 100% of all monetary donations from the game to the
Franklin Community Center to better support their efforts. The value is 3 hours x $182.00/hour = $546.00.
This is an annual request.
To Saratoga Springs Recreation Commission, On November 18 the Saratoga Springs Firefighters IAFF Local 343 and
the Saratoga Springs Police PBA will be renting the Weibel Ice Rink for our annual charity hockey game to benefit the
Franklin Community Center and their Holiday Assistance Program. The game is free admission but donations of new
unwrapped toys are accepted at the door to benefit the FCC. I am requesting that all fees associated with rental of the
rink be waived for the game to be conducted to allow both the firefighters and PBA to maximize our donations to the
FCC to benefit a true community program.

7. Discussion and Vote: 2024 Fees
The motion to approve 2024 Fees was made by Amy Smith and seconded by Robert Manasier.
Discussion: Camp Saradac fees were increased $5 for weekly fees. The new full day sport camps fees were
added. Field fee rental rates were increased $1.00 per hour which would be $2.00-$2.50/game. The field
house fee would be the same as the Scott T. Johnson Recreation Center Multipurpose room. There was a
$2.00/hour increase Recreation Center fees. The Tournament fee would be increased. Dailey drop in fees
would increase $1 beginning in July 2024. The tournament fee was a lump sum and included the MPR and
concession stand. John Dowd mentioned that the $25/weekend pass was ridiculous. Alphonse Lambert told
the tournaments raised up to $100,000.00. Ice Rink rental fee did not increase. Open Public/Family Skate
admission fees did not increase the other drop in programs increased $1.00. The Public skating was
$4.00/$5.00. Some other organization sessions were free and others were more. Recreation Programs
increased $3.00-$10.00 This would be $57.00 to $60.00. The Basketball fee increased $5.00-$10.00. Amy
Smith asked if the City would be doing Youth Parking during the Belmont weekend, Thursday 6/6 – Sunday
6/9 for Belmont in Saratoga Springs. The Co-Sponsor fees would vary. Aqueduct was looking to get new
surfacing. Alphonse Lambert said the crowds would not be the same as the summer. The State Baseball
championships were Belmont Weekend. (Ayes-All)
8. Announcement: 2nd Annual Campers Holiday Party

Discussion: The 2 Annual Campers Holiday Party would be on Saturday, December 16, 2023 beginning
5:00 pm to 8:30pm. The cost is $10.00 per participant. Registration began 11/1/2023. Amy Smith thought
the 2 ½ hour was much better than 2 hours that was not enough time. This was primarily for Camp Saradac
campers.
9. Discussion: Friends of Recreation – Discussion: The Friends of Recreation would be having
apparel sales to benefit the Friends of Recreation. There was a QR code to purchase FOR $5.00/shirt. The
organization raised $5,000.00 football party.

10. Discussion: Capital Projects – The Recreation Commission discussed the 2024 Capital projects.
1. Veterans Memorial Park – Discussion: The Administrative Director-Recreation
met with DPW regarding the Master Plan. A field turf option was being discussed.
2. Scott T. Johnson Recreation Center– Discussion: The lights in the parking lot
were fixed. The need for storage at the Scott T. Johnson Recreation Center was
discussed.
3. Ice Rink – Discussion: The flooring, doors, and scoreboard were being fixed. The
surveillance system was discussed.
4. Bike Park – Discussion: The Committee met and discussed the Bike Park project.
The first meeting was with American ramp company. The working will them to
make sure that all the documents were in order. The City was looking to work with
Saratoga County.
5. Waterfront Project – Discussion: The Waterfront Playground was discussed.
6. Station Lane– Discussion: The Station Lane Park was being discussed.
The Director would like to have a proposal for the space to be able to give to the
developers to develop the property.
Amy Smith asked which projects were funded. Projects thru 12 were propsed to be funded and #20
would be funded with surplus funding. The capital budget was on the online agenda. The amended
budget was included in the general budget agenda.
11. Discussion: General Budget – Discussion: The Recreation fees would be short. The other Revenue lines
should be fine. The Supervision lines for Basketball, Introduction to Ice and Recreation Center would be
short. Transfers and amendments would cover the expenses. The field fees were up. There was a big push in
the fall. Last year, the lights were on a handful of times, but this year the lights were increased.
The booking of the fields was discussed by the Recreation Commission. The billing would be completed in
November. The Ice Rinks should make budget. The Recreation Commission appreciated & thanked the
staff. The School funding was discussed. The Recreation Account specialist line was covering supervision
expense Basketball, Recreation Center, etc.

12. Discussion: Director’s Report –
Discussion: The Administrative Director-Recreation gave his report to the Recreation Commission members.
The Director was concerned about the increased demand in the Spring. The outside schools would be booked
a game and then the school district would bump for a needed practice. The field maintenance & fertilization
schedule was discussed. With increase in time, there needed to be time to have to the fields maintained.
Section II tournament utilized the City facilities. The Curling program was discussed. The Program
Coordinator position was discussed.

13. Discussion: Program Report – Discussion: Fall participant numbers were down 65. Overall need 33
participants to exceed last year’s registration numbers. The Recreation Commission discussed the 2nd and 3rd
grade basketball division. The Recreation Commission discussed that there were 15 players in the Basketball
League grade 9-12 division. There would be if the player shows up they get a point, win 3 points. The player
with the most points win overall. Adrianna Gaeta-Britt gave suggestions.

Derrick Legall mentioned to the Recreation Commission regarding the Ice Rink sign needed to be redone. The City
needed to fix it. Derrick Legall said if the City found the sign he would find the money for the sign. The Recreation
Commission discussed the Holiday Skating Show.
