Discussion and Vote: Dodgeball Tournament Facility Waiver The motion to approve Dodgeball tournament facility waiver was made by Amy Smith and seconded by Michelle Merola. Discussion: The Saratoga Springs Friends of Recreation was having a Dodgeball fundraiser on Saturday, March 2, 2024 10am-1pm. The 4 gym courts value = $600.00. If needed the Multi- purpose room, it would be an additional $51.00. The organization was working on the insurance for the event. John Hirliman explained that there would be g.3-5, g6-8 and age 16+ divisions. The group was discussing if registration would be team or individually based. Adrianna Britt-Gaeta reported that the School was having a Dodgeball event with 35 teams of 10 and DJ. There were staff teams and student teams. (Ayes-All) 7. Discussion and Vote: Change Fundamentals of Ice Skating Requirement The motion to recommend that the request to the change in verbiage to strongly recommend instead of mandatory helmets for the Fundamentals of Ice Skating requirement go to City for approval was made by Derrick Legall and seconded by Robert Manasier. Discussion: The Recreation Commission reviewed the requested change. Derrick Legall recommended sending to the City Risk and Safety for approval. John Hirliman announced that would be a new Risk and Safety Director beginning 2/12/2024. The request for Requirements change was for Fundamentals of Figure Skating program. The Recreation Department had some inquiries from our Fundamentals of Figure Skating coaches and participants asking if mandatory helmets can be removed as a requirement for this program. The requirement could be changed to Helmets are strongly recommended instead of mandatory. For the area Learn to Skate programs, there was no reference to the levels where helmets were required vs recommended. Discussion and Vote: Kids Vacation Day The motion to co-sponsor the Kids Vacation Day with Geyser Road PTO was made by Adrianna Britt-Gaeta and seconded by Robert Manasier. Discussion: The Geyser Road Kids Vacation Day at Scott T. Johnson Center would be on Tuesday, February 20, 2024 - 9am-Noon. The number of students would be limited to 60. The Department would provide facility and staff for games and use the program as a marketing tool. The PTO program would market program and register participants. The facility fee for the Multi-purpose room and the 4 Gym Courts in the amount of $651.00 would not be charged. This would include Multi-purpose room and Gym- 3 hrs for 4 Courts- $600.00 & MPR $17.00/hr= $51.00. This was a precursor to After School Sports at the School. John Hirliman explained that the school would be handling the registration. The students would come to the Scott T Johnson Recreation Center and would participate in the program run by the City staff. The program would increase the number of participants utilizing the Center. John Hirliman explained that the Department would be running a 6 week Try Recreation Sports afterschool at the schools. The programs would market the Recreation Department other programs and allow students try a variety of sports. There would be no charge to the students. (Ayes-All) 9. Discussion and Vote: Update Recreation Fees The motion to approve updated Recreation fees was made by Amy Smith and seconded by Derrick Legall. Discussion: The Recreation Commission discussed the Updated Recreation fees. The additional items included the Pickleball Workshop Series 2 classes for City Residents $75.00 and Non City Residents $85.00, Tennis Program - Red Ball for City Residents $30.00 and Non City Residents $40.00 and Free programs including 1 day OCSF/SC YB workshop & Rec. programs, Try Sports For FREE, Community Workshop (Tennis Coach), and Family Tennis Social Nights. John Hirliman explained that the items were not on the original submission. (Ayes-All) 10. Discussion and Vote: Bocce Recommendation The motion to recommend meeting with DPW & any Stakeholders present at an upcoming March/April Recreation Commission Meeting regarding the Bocce project was made by Amy Smith and seconded by Michelle Merola. Discussion: The Participatory budget received a public proposal for a Bocce court at Veterans Memorial Park. There was a concern that there was not enough space for them at Veterans Memorial Park location. The new Veterans Memorial Plan did not have Bocce included. The Recreation Commission discussed the various locations throughout the City where the Bocce court (s) would go. There was $13,000.00 in the participatory budget. The Ambassador for Bocce spoke with John Hirliman stating Bocce was the fastest growing sport. Robert Manasier recommended that there should be two courts together if the City was going to install courts. DPW was recommending West Side Rec instead of Veterans Memorial Park. The Recreation Commission discussed the various City locations including near the batting cage and by the tennis courts. Derrick Legall was concerned that foul balls could hit someone. The size each court was 91 x 13 to 72 x 10. The project was a submission to the Participatory budget, voted on by City Residents and goes to the City Council for funding approval. Currently there were no additional funds other than the $13,000.00. What is the expectation where the any additional funds would come from, if needed? Amy Smith recommended having a presentation from any Bocce stakeholders. She asked what’s in the pit? Did the pit include some sand and/or certain mix with it. Discussion and Vote: NYS RPS Conference approval The motion to authorize four Recreation Department employees to attend the NYS Recreation and Parks Society’s Recreation conference was made by Adrianna Britt-Gaeta and seconded by Michelle Merola. Discussion: The Recreation Commission discussed that four Recreation Department employees were authorized to attend the NYS Recreation & Park Society’s Recreation Conference in Queensbury, NY from Sunday, April 14, 2024 to Tuesday, April 16, 2024 and receive miles reimbursement for the travel as per the City’s purchasing policy. The City would cover the registration fees. (Ayes-All) 12. Discussion and Vote: Chair and Vice Chair Elections The motion to cast one unanimous ballot for Amy Smith as Chair and Michelle Merola as Vice Chair of the Saratoga Springs Recreation Commission was made by Robert Manasier and seconded by Adrianna Britt-Gaeta. Discussion: The current nominations were announced at the Recreation Commission meeting. Elections were opened to see if there were any additional candidates, seeing none, elections were closed. One unanimous ballot was cast for Amy Smith as Chair and Michelle Merola as Vice Chair of the Saratoga Springs Recreation Commission. (Ayes-All) 13. Discussion: Free Employee Drop-In Benefit Discussion: The information for the Free Employee Recreation Drop In Benefit was given to Human Resources for their review. Human Resources was discussing the proposal for all full and part time/seasonal City employees. Lisa Morahan gave a report to the Recreation Commission. 14. Discussion: Camp Saradac/Multi- sport Camp Discussion: The Camp Saradac program would be July 1, 2024 – August 23, 2024 and the Multi- sport program would be July 8 – August 9. The new program would be 5 weeks. The last week of Camp Saradac would have a limited number of campers based on staff that week. School would not be ending until June 26, 2024 moving the start of Camp Saradac to July 1. 15. Discussion: Basketball League Discussion: The Recreation Commission discussed the Basketball Show Case. Dear Coaches and Parents, As we approach the culmination of another fantastic season in the Saratoga Springs Recreation Youth Basketball League, we wanted to take a moment to express our sincere gratitude to each and every one of you for your unwavering dedication and support. Your commitment to fostering a positive and inclusive environment had truly made this season memorable. The growth and development of our young athletes would not have been possible without your guidance, encouragement, and tireless efforts. From coaching drills to clock operator, your contributions had been invaluable. Our league had made the strategic decision to transition from a traditional playoff bracket format to a showcase game approach, aligning with our mission. This shift reflected our commitment to promoting inclusivity and the development of the wide range of talent within our league. This format allowed us to showcase a broader range of talent and foster a sense of community, ensuring that every team and player had the opportunity to shine. Recognizing the critical formative years in a player's career, we believed that this showcase game model offers a more nurturing environment for talent to flourish. This change emphasized our mission to prioritize player development over a purely competitive framework, which are the bones of our leagues. As we gear up for the showcase games, we kindly reminded everyone to uphold the values of sportsmanship and to act with class throughout the event. Let's set an example for our young players by demonstrating respect for opponents, officials, and fellow spectators. Remember, it's not just about the final score but the lessons our athletes learn on and off the court. Coaches, we appreciated your dedication to nurturing young talents. Remember that each player was at a different stage of development, and equal playing time contributes to their overall progress. Rotate players regularly, provide constructive feedback, and celebrate their achievements, both big and small. Following the conclusion of the final regular season games on February 3rd, a showcase schedule would be generated to highlight the talents of our teams. Please note that showcase games would be distributed across typical weeknights and February 10th. Your season would officially conclude after your showcase game. Ensure you check your email for the updated final schedule, including team assignments, game times, and any additional information. Thank you for your commitment, and we look forward to celebrating a successful season with all participants. Amy Smith asked about the baskeball program. John Hirliman explained it was going well. Last year was the first year that the 2nd and 3rd grade division had playoffs. Parents want the playoffs. For the most part coaches are good. There were some conflicts. There was a coach trying to put in a player who was not in the Division. The Recreation Commission discussed a potential rule change. There were teams who were keeping the ball on the other side of the court so the team could not go and defend just to run the clock out while the team was ahead. The rule would give teams during the last minute of the game to defend full court. 16. Discussion: Youth Parking Program Discussion: The Recreation Commission discussed the Youth Parking program and the new City Parking Program. DPW wanted to work with the Recreation Department. DPW would potentially fund the Parking Garage portion of the program. DPW might utilize the staff during the summer. There was a presentation expected at the upcoming 2/20/2024 City Council Meeting. Discussion: Style Sheet Discussion: The Recreation Commission reviewed the Style Sheet submitted. The Assistant Administrative Director was looking for direction for apparel and sign colors. She was looking for branding the Department and wanted everyone to look polished and uniformed. Adrianna Britt-Gaeta liked the Cambria font. The Department had been looking for one logo. Currently the Department had many logos based on program/facility. Michelle Merola and Amy Smith agreed about having a consistent brand. The Department would need to be seen 9 times before being recognized. 18. Discussion: Capital Projects Discussion: The Department received $362,000.00 bonded towards playgrounds and facilities. There was $25,000.00 surplus funds for Ice Rink Sound system. 1. Veterans Memorial Park Discussion: The Recreation Commission reviewed the preliminary concepts for the Veterans Memorial Park project. John Hirliman showed a variety of layouts & phases for Veterans Memorial Park project. CHA tasked for different program. DPW negotiating with a donor for the project and be able to fund more. DPW worked on Master Plan and funding side. Multiple options were discussed, including Turf, lights, etc. which could be $5M. This path would delay the bathrooms, and concession stand. The softball wants bathrooms. The rendering would give the end result and would allow Miss Softball to work on their fundraising. The Commission was concerned on how to operate this? The bathrooms would be at home plate. Would they hit into each other? If turf was put in, what was the cost in 10-15 years when it needed to be replaced? Currently, there were no permanent outfield softball fences. The project feels like it’s taking away open green space. Currently, there was no neighborhood to park in. By adding parking, it takes away the green space. The large investment was a concern, moving the lights, and fields. John Hirliman was meeting with DPW tomorrow. What best supports Recreation? The Recreation Commission discussed how the field used to be for Soccer and Lacrosse prior to full time fencing. There was a concern regarding what would be ripped up. Station Lane Discussion: The Recreation Commission discussed the Station Lane project. The LA group would be submitting a proposal/task order/concept. There was $20,000.00 in reserve for this purpose. 19. Discussion: General Budget Discussion: The Recreation Commission discussed the MUNIS December 2023 & December 2023-2020 Revenue and Expense Summary reports. The Department raised $1.53 M which was over $41,000 over the revised budget. The Department/DPW expended over $2.5M. The Department raised $1,249,561.04 by December 2022 and $1,530,176.58 by December 2023, 22% increase. The Department/DPW expended by $2,192,104.25 by December 2022 and $2,523,042.66 by December 2022, 15% increase. The Field Fees, Ice Rinks, Race Track, and Scott T Johnson Recreation Center fees came in over budget.
