January 5, 2016 ***VILLAGE BOARD MINUTES*** January 5, 2016 SAUKVILLE POLICE DEPARTMENT 649 E GREEN BAY AVE SAUKVILLE, WISCONSIN Village President Barb Dickmann called the meeting to order at 8:00 p.m. Village Administrator Dawn Wagner gave the Statement of Public Notice. Members: Barb Dickmann-present, Dan Sauer-present, David Maglio-present, Mike Krocka-present, Michael Gielow-present, Joe Caban-present, and Scott Fischer-present. Others Present: Dawn Wagner, Mary Kay Baumann, Vicki Lee, Chief Goetz, Michelle Jaeger, Gerald Antoine, and Mark Jaeger – also see list attached! PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS No comments. APPROVE MINUTES OF DECEMBER 15, 2015 MEETING Krocka/Maglio made a motion to approve the December 15, 2015 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann read a proclamation declaring January 16-20th Adult Crossing Guard Week in the Village of Saukville. Dickmann thanked Cindy Douglas for her service and dedication to the Village. Dickmann stated that Mary K. Baumann has been appointed Clerk for the Village of Saukville. Baumann has worked for the Village for 15 years. Dickmann thanked her for all of her hard work and is pleased to make the appointment. REPORT FROM THE VILLAGE ADMINISTRATOR Wagner administered the Oath of Office to Baumann as the Clerk for the Village of Saukville. PUBLIC HEARING – TO HEAR COMMENTS ON A PROPOSED ZONING ORDINANCE TEXT AMENDMENT TO AMEND THE DEFINITION OF THE TERM “FAMILY” (8:00 P.M.) Shea Halela, Executive Director - Starting Point, gave an overview of the sober living house. Halela stated that there currently are no support services in Ozaukee County for individuals recovering from addiction. Halela stated that this house is being set up for individuals (males) in recovery. The house is being modeled after a facility already being run in Fond du Lac. Gerald Antoine, Village Attorney, reviewed the procedure when there is a petition for a “text amendment”. Antoine stated that this request was brought to the Plan Commission for review. The Plan Commission reviewed it and recommended it to the Village Board for approval. A Public Hearing is then set prior to the Village Board taking action. Antoine explained the reason for the requested text amendment change. Under current zoning the sober living house is not a permitted use at the desired location. Statute requires that a municipality make reasonable accommodations for all individuals.  January 5, 2016 Antoine stated that there are several options but the text amendment made the most sense. Debbie Denhart, Dawgs n’ Motion, spoke in favor of the sober living house. Denhart spoke that a friend of hers lost her son to addiction. Her feeling is that if housing like this were available, he may still be here. Judge Paul Malloy reviewed the process of individuals going through the system. They are in jail for a period of time and then released. These people need a place to go. Malloy stated that he is in favor of the housing. Janet Durante-neighbor, questioned why the County chose Saukville? Halela stated that there were several reasons. It is on a main street, close to shopping and job opportunities. Halela stated that not all that live in the house will have transportation. Halela stated that he understands the concerns but reassured that these individuals are not violent offenders and are not sex offenders. These individuals have addiction related issues. Halela stated that the house will have rules, structure, and strict discipline. Dickmann stated that the Board received a copy of the house rules. There are 24 specific rules that will be strictly governed. Dickmann stated that this is a positive attempt to keep people in recovery. These people are going to be there because they want to be there. County District Attorney Adam Gerol stated that while the County is in full support of this program, it is a Starting Point project. This program will meet the needs of people that already live here. Gerol stated that this program will get people out of their old patterns. Dickmann stated that the Board wants to make sure everyone understands the program. Sherriff Johnson stated that the County is in need of a place for people to go to stay sober and have the support. Kerry Young stated that three (3) years ago he tried to start a sober living house in Saukville with private funds and was turned down. Young stated that the Heroin Task Force has been instrumental in moving this program forward. Young stated that the Village should be proud of taking on this program. Hearing no other comments, Dickmann requested a motion to close the Public Hearing. CLOSE PUBLIC HEARING Sauer/Maglio made a motion to close the Public Hearing. Roll call vote was taken with all in favor. Motion carried at 8:25 p.m. ORDINANCES – RESOLUTIONS – PETITIONS Ord. #760 – Amending §205-143{36} of the Code of the Village of Saukville – Definition of “Family” Sauer/Krocka made a motion to waive the first reading of Ord. #760 - Amending §205-143{36} of the Code of the Village of Saukville – Definition of “Family”. Motion carried. Motion carried. Res. #1232 – Fund Balance Applied 2015 Maglio/Sauer made a motion to waive the reading of Res. #1232 – Fund Balance Applied 2015. Motion carried. Gielow/Krocka made a motion to approve Res. #1232 – Fund Balance Applied 2015. Motion carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of January 5, 2016. Res. #1232 was reviewed and recommended to the Village Board for approval. The 5-Year Financial Management Plan was reviewed and recommended to the Village Board for approval. Krocka/Gielow made a motion to approve the 5-Year Financial Management Plan with Ehlers as presented. Motion carried. A recommendation was made to the Village Board to approve an agreement with CivicPlus for website development. Krocka/Gielow made a motion to approve the agreement with CivicPlus for website development. Motion carried. Other Matters: The purchase of a new ambulance will be moved out to 2017 with further discussion regarding that purchase. The Mid-Moraine Dinner will be Wednesday, January 27 th. OPERATOR’S LICENSE APPROVALS Krocka/Caban made a motion to approve the Operator’s License Application request for Egerer for Rally Time Sport’s Bar. Motion carried. LIQUOR LICENSE APPROVALS None.
