October 2, 2018 ***VILLAGE BOARD MINUTES*** October 2, 2018 SAUKVILLE MUNICIPAL CENTER 639 E Green Bay Ave SAUKVILLE, WISCONSIN Village President Barb Dickmann called the meeting to order at 5:00 p.m. Village Clerk Mary Kay Baumann gave the Statement of Public Notice. Members: Barb Dickmann-present, David Maglio-present, Joe Caban-present, Richard Belling- present, Scott Fischer-present, Trevor Seitz-present, and Jim Nowlen-present. Others Present: Dawn Wagner, Mary Kay Baumann, Chief Meyer, Ray deBruijn, and Dan Benson- Ozaukee Press. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF SEPTEMBER 4, 2018 MEETING Maglio/Fischer made a motion to approve the September 4, 2018 minutes as presented. Motion carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann expressed thanks to the Board for taking time out to attend today’s Budget Tour. REPORT FROM THE VILLAGE ADMINISTRATOR Wagner thanked the Board as well. ORDINANCES – RESOLUTIONS – PETITIONS None. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No report. Public Works Committee No report. Public Safety Committee No report. Finance Committee Dickmann reported on the meeting of October 2, 2018. October 2, 2018 Claims for August 2018 in the amount of $185,457.21 were reviewed and approved. The Budget Watch and Investment Report were reviewed. A recommendation was made to the Village Board to approve a deferral of utility connection and Deferral Agreement for 550 W. Dekora St. Maglio/Fischer made a motion to approve the deferral of utility connection and the Deferral Agreement for 550 W. Dekora St. as presented. Motion carried. A recommendation was made to the Village Board to approve the purchase of 2 “on-demand” tankless heaters for the Fire Department at a cost of $10,850. $5,850 would be funded from the Contingency Fund and $5,000 will be funded from the Fire Department Equipment Replacement Fund. Seitz/Nowlen made a motion to approve the purchase of 2 “on-demand” tankless heaters for the Fire Department at a cost of $10,850. $5,850 would be funded from the Contingency Fund and $5,000 will be funded from the Fire Department Equipment Replacement Fund. Motion carried. A recommendation was made to the Village Board to purchase woodchips for the 2 playground areas at Grady Park to be paid from the Contingency Fund. Nowlen/Caban made a motion to approve the purchase of woodchips for the 2 playground areas at Grady Park at a cost of $6,040 to be paid from the Contingency Fund. Motion carried. Other Matters: The Village has been reconfirmed at a bond rating of Aa3 by Moody’s. The Saukville Lions Club is donating the funds for a sidewalk that will run from Parkside Lane to the Quade Park Pavilion. Three streetlights that were left from the old Milwaukee River Bridge will be installed along the walkway. LED lights will be put into the lamps. Character Counts! will have its annual resigning on Monday October 15th. There will be a 60% Public Information Meeting regarding the road project on Tower St. and Bucktrout St. on Thursday, October 4th @ 6:00 p.m. The meeting will be held in the Police Department Training Room. REPORTS OF SPECIAL COMMITTEES Plan Commission No report. Community Development Authority/Industrial Review Committee No report. October 2, 2018 Library Board Caban reported on the meeting of September 19, 2018. 2019 Budget discussion was held. Hope Mullens is stepping down from the Board. Mid-Moraine Municipal Association No report. OPERATOR’S LICENSE APPROVALS Fischer/Seitz made a motion to approve the Operator’s License Applications for Borgenhagen and Sanden for Beck’s Green Bay Ave. Mart, Meerstein for Tri-Par, Fleck for Marcus Cinemas, and Lowrance-Henckel, Balistreri, & Chalmers for d’Klein. Motion carried. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Fischer/Maglio made a motion to adjourn.
