Village President Barb Dickmann called the meeting to order at 8:00 p.m.
Village Clerk Mary Kay Baumann gave the Statement of Public Notice.
Members: Barb Dickmann-present, David Maglio-present, Joe Caban-absent, Richard Belling-
present, Scott Fischer-present, Trevor Seitz-present, and Jim Nowlen-present.
Others Present: Dawn Wagner, Mary Kay Baumann, Chief Meyer, Ray deBruijn, Vicki Lee, Ian
McCain and Tom Meaux-Ansay Development Corporation, Craig Huebner-Graef,
Roy Wilhelm, Linda Lueck, Loretta Paape, Karen Welters, and Dan Benson-
Ozaukee Press.

APPROVE MINUTES OF NOVEMBER 27, 2018 MEETING
Nowlen/Fischer made a motion to approve the November 27, 2018 minutes as presented.
Motion carried.
COMMUNICATIONS
REPORT FROM THE VILLAGE PRESIDENT
Dickmann requested a motion to approve Mark Haessly to the Public Safety Committee.
Maglio/Seitz made a motion to approve Mark Haessly to the Public Safety Committee. Motion
carried.
REPORT FROM THE VILLAGE ADMINISTRATOR

PUBLIC HEARING - TO HEAR COMMENTS REGARDING PETITIONS SUBMITTED BY JJM LLC TO
REZONE THE FOLLOWING PARCELS OF LAND OWNED BY IT: (1) APPROXIMATELY 10.6 ACRES
OF LOT 1 OF CERTIFIED SURVEY MAP NO. 3665, TAX KEY NO. 11-025-01-004.00 FROM B-4
HIGHWAY SHOPPING CENTER DISTRICT TO R-C CONDOMINIUM RESIDENTIAL DISTRICT; AND (2)
APPROXIMATELY 21.6 ACRES OF LOT 2 OF CERTIFIED SURVEY MAP NO. 3665, TAX KEY NO.
11-025-01-005.00 FROM R-C CONDOMINIUM RESIDENTIAL DISTRICT TO R-4 TWO-FAMILY
RESIDENTIAL DISTRICT (8:00 PM)
Craig Huebner of Graef and Ian McCain of Ansay Development Corporation, speaking on behalf of
JJM LLC, reviewed the conceptual development plans. Huebner stated that the “big box” is no
longer a part of the development plan. The plan is being modified to meet the current market,
but is still being presented as a mixed use TID.

Huebner stated that the section slated to be R-C is only a 10.6 acre portion of the larger 111
acre development.
Roy Wilhelm, Saukville resident, stated that he remembers that everyone had to be in
agreement with any change. There had to be a compelling reason for the change. Wilhelm
stated that, once the big box component of the TID is gone, it cannot be retrieved. Wilhelm
stated that in the beginning it was slated to be Ansay’s home office then it was presented as a
new Walmart and now it is stalled.
Wilhelm stated that he feels the TID is being picked away. He feels there is a lot of back
peddling from the original agreement regarding road size, sewer, etc.
Wilhelm stated that Ansay has two proposed developments waiting to be developed on the west-
side. Why is the Village not requiring them to move forward on those before making the
changes to the east side?
Ian McCain stated that the big box is a non-starter and the west side projects are not an option
that Ansay can move forward.
Wilhelm stated, “You own it; you sure can do something about it.”
McCain stated that Ansay owns a “portion” of the west side and is not able to move forward with
that project.
Craig Huebner stated that they would not be in front of the Board if they did not think this
would be a successful project. This project is in line with the intent of the mixed use TID and it
still fits within the parameters of the original development agreement.
Wilhelm stated that he wanted Ansay Development Corporation to go on record to the Board
that they would not be making any changes to the road structure and sewers from the original
agreement.
McCain stated that they would not go on record with that statement.
Tom Meaux, of Ansay Development Corporation, stated that they are working to have the
infrastructure fit the needs of 2019 and the future.
Huebner stated that they want to work with the Village and will have conversations related to
that subject.
Meaux stated that they will request modifications from the Village as needed.
Belling stated that when these original proposals were presented it was a different market. The
current environment is different. The project on the west side is a lot of money for the Village
to spend in hopes that it would be developed.
Wilhelm asked why Ansay even needs a TID. Dissolve it and let them move forward.
Loretta Paape, Village resident on Northwoods, stated that no one in that area wanted the big
box in the first place.

Hearing no other comments, Dickmann requested a motion to close the Public Hearing.
Maglio/Seitz made a motion to close the Public Hearing. Roll call vote was taken with all in
favor. Motion carried.

Nowlen/Belling made a motion to waive the reading of Res. #1286 – Resolution Providing for the
Sale of Approximately $2,020,000 General Obligation Promissory Notes. Motion carried.
Belling/Seitz made a motion to approve Res. #1286 – Resolution Providing for the Sale of
Approximately $2,020,000 General Obligation Promissory Notes. Motion carried.
Res. #1287 – Declaring Intent to Exercise Special Assessment Police Powers – 2019 Street
Projects – Tower/Bucktrout
Nowlen/Fischer made a motion to waive the reading of Res. #1287 – Declaring Intent to
Exercise Special Assessment Police Powers – 2019 Street Projects – Tower/Bucktrout. Motion
carried.

Dickmann reported on the meeting of December 5, 2018.
Committee went into Closed Executive Session.
Consideration and possible action on proposed settlement agreement with Ray Stadler
Construction Company, Inc. resolving contract dispute relating to construction of Well #6
Pumping Station.
Belling/Maglio made a motion to approve the proposed Settlement Agreement and Exhibit A
(punch list) between the Village and Ray Stadler Construction Company, Inc., resolving the
contract disputes relating to construction of Well #6 Pump Station, contingent upon execution of
the Agreement by an authorized representative of Stadler Construction and delivery of the

signed Agreement to the Village Administrator by Friday, December 7, 2018. Roll call vote was
taken with all in favor. Motion carried.
2019 Property/Liability/Worker’s Compensation Insurance
Belling/Nowlen made a motion to approve the 2019 Property/Liability/Worker’s Compensation
Insurance with EMC as presented. Motion carried.
Reimbursement Agreement – Saukville Crossings LLC (TID #5)
Nowlen/Belling made a motion to approve the Reimbursement Agreement- Saukville Crossings
LLC (TID #5). Motion carried.
Lease Agreement – Saukville Chamber of Commerce
Fischer/Seitz made a motion to approve the Lease Agreement – Saukville Chamber of
Commerce from January 1st to December 31st with payments being made in January and June.
Motion carried.
Other Matters:
The first Finance and Village Board Committee Meetings for 2019 will be held on January 8th.

Plan Commission
Dickmann reported on the meeting of December 5, 2018.
The minutes of the November 6, 2018 meeting were reviewed and approved.
A Certified Survey Map for JJM Holdings LLP for CSM No. 3665 Lot 1 was reviewed and
recommended to the Village Board.
A zoning change petition for JJM LLC for CSM No. 3665 was reviewed and recommended to the
Village Board.
Approve, conditional approve, or reject proposed Certified Survey Map to divide Lot 1 of CSM
No. 3665 owned by JJM Holdings LLP.
Nowlen/Belling made a motion to approve the proposed Certified Survey Map to divide Lot 1 of
CSM No. 3665 owned by JJM Holdings LLP. Roll call vote was taken with all in favor. Motion
carried.
