***VILLAGE BOARD MINUTES*** August 2, 2022 SAUKVILLE MUNICIPAL CENTER and VIA ZOOM 639 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Barb Dickmann called the meeting to order at 7:12 p.m. Village Clerk Julie Friede gave the Statement of Public Notice. Members: Barb Dickmann-present, Richard Belling-present, Scott Fischer-present, Trevor Seitz-present, Jim Nowlen-present, Andy Hebein-present, and Pete Janus-present. Others Present: Dawn Wagner, Julie Friede, Cory Schmidt – Ozaukee Press, Unknown Saukville Resident PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS Nowlen spoke on behalf of his neighbor who inquired on the train horn when crossing Cold Springs Rd, length of time is a bit excessive. Wanger stated we would inquire about the longevity of the horn. There maybe requirements with that crossing. APPROVE MINUTES OF July 12, 2022 MEETING Nowlen/Fischer made a motion to approve the July 12, 2022 minutes as presented. Motion carried. PUBLIC HEARING - Petition to rezone property and amend zoning map submitted by JJM Holdings, LLP and 4333 LLC seeking to rezone parcels owned by them abutting the east side of Interstate 43 consisting of a parcel of 23.107 acres from B-4 Highway Shopping Center Business District to B-P Business Park District and parcels totaling 108.253 acres from B-4 Highway Shopping Center Business District and R-C Condominium Residential District to TND Traditional Neighborhood Development District with a PUD Planned Unit Development Overlay District, upon the condition that the proposed land division creating the 23.107 acre parcel is approved. Nowlen/Hebein made a recommendation to open the Public Hearing. Roll call vote was take with all in favor. Motion Carried. Wagner stated the rezoning should be tabled until the August 16th Meeting. Seitz questioned the acreage listed on the Public Hearing. Wagner stated acreage is listed incorrectly and was updated in their final submittal. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT Dickmann read a proclamation for Railroad Safety Week. REPORT FROM THE VILLAGE ADMINISTRATOR No Comments ORDINANCES – RESOLUTIONS – PETITIONS Ordinance 821 - Rezoning Property - JJM Holdings LLP 4333 LLC Belling/Nowlen made a motion to approve waiving the reading of Ordinance 821 - Rezoning Property - JJM Holdings LLP 4333 LLC. Motion Carried. Fischer/Janus made a motion to waive the reading of Ordinance 821 - Rezoning Property - JJM Holdings LLP 4333 LLC. Motion Carried. Seitz/Nowlen made a motion to table Ordinance 821 - Rezoning Property - JJM Holdings LLP 4333 LLC to August 16, 2022 with acreage correction. Motion Carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No Report. Public Works Committee No Report. Meeting Scheduled for August 16, 2022 at 5:00pm. Public Safety Committee Hebein provided an update on the Ozaukee County EMS Grant Program. Meeting on August 3,2022. Finance Committee Dickmann reported on the meeting of August 2, 2022. Claims for June in the amount of $498,233.73 were reviewed and approved. Ruekert and Mielke presented on Water System Master Plan. Police Department – Capital Account Reallocation Recommended to Village Board to reallocate funds to the Police Department Equipment Replacement Fund. Nowlen/Hebein made a motion to approve the reallocation of $12,000 from Police Department Capital Outlay -Police Radio to the Capital Outlay – Police Reserve (Equipment Replacement Fund) . Motion Carried. Fischer provided an update on the Waste Water Treatment Plant. Committee went into Closed Session with no action being taken. Other Matters: Closed Session Special Finance Committee Meeting on August 10, 2022 at 6:00 pm. Neumann Development began underground work on August 3, 2022. Village will have an inspector there at all times. Wagner also handed out the Work Plan for the Fire/EMS Study Group. Wagner also provided information on the Ozaukee County EMS Grant (ARPA Funds). Chief Rice will be at the August 16th Finance Committee Meeting for Awards and Updates. REPORTS OF SPECIAL COMMITTEES Plan Commission Dickmann reported on the meeting of August 2, 2022. Approved Minutes of July 12, 2022. PUBLIC HEARING – to consider a petition submitted by Northern Gateway LLC to designate a tract of land owned by it east of I-43 and west of Northwoods Road as a Planned Unit Development (PUD) Overlay District. Review, determination, and recommendation as to petition submitted by Northern Gateway LLC seeking to designate approximately 119.97 acres owned by it east of I-43 and west of Northwoods Road as a Planned Unit Development Overlay District. No action taken, tabled until August 16th Resolution No. 1356, Resolution Discontinuing Public Way – will be brought to the Village Board at a later date. New Business will be going into the D’Klein location. Community Development Authority/Industrial Review Committee No report. Library Board No Report. Mid-Moraine Municipal Association No report. OPERATOR LICENSE APPROVALS None. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Seitz/Nowlen made a motion to adjourn.
