***VILLAGE BOARD MINUTES*** February 6, 2024 OZAUKEE FOOD ALLIANCE 100 E. GREEN BAY AVE., SAUKVILLE, WI 53080 Village President Andy Hebein called the meeting to order at 6:30 p.m. Julie Friede gave the Statement of Public Notice. Members: Andy Hebein-present, Scott Fischer-present, Trevor Seitz-present, William Rudolph-present, Jim Nowlen-present, Pamela Duckart-present and Jesse Duckart-present. Others Present: Dawn Wagner, Julie Friede, Chief Meyer, Dan Helm, Ian McCain – Ansay Development and Mark Gierach – Ozaukee Food Alliance PLEDGE OF ALLEGIANCE CITIZEN COMMENTS AND QUESTIONS None. APPROVE MINUTES OF JANUARY 23, 2024. J. Duckart/Nowlen made a motion to approve minutes of January 23, 2024. Motion Carried. COMMUNICATIONS REPORT FROM THE VILLAGE PRESIDENT None. REPORT FROM THE VILLAGE ADMINISTRATOR None. ORDINANCES – RESOLUTIONS –PETITIONS Ordinance #831 – Creating §192-23 Disorderly Conduct with a Motor Vehicle Fisher/Seitz made a motion to waive the first reading of Ordinance #831 – Creating §192-23 Disorderly Conduct with a Motor Vehicle. Motion Carried. Nowlen/P. Duckart made a motion to waive the reading of Ordinance #831 – Creating §192-23 Disorderly Conduct with a Motor Vehicle. Motion Carried. Fischer/P. Duckart made a motion to approve Ordinance #831 – Creating §192-23 Disorderly Conduct with a Motor Vehicle. Motion Carried. Resolution #1397 – Updating Schedule of Deposits for New Ordinance – Disorderly Conduct with a Motor Vehicle P. Duckart/Nowlen made a motion to waive the reading of Resolution #1397 – Updating Schedule of Deposits for New Ordinance – Disorderly Conduct with a Motor Vehicle. Motion Carried. Seitz/Rudolph made a motion to approve Resolution #1397 – Updating Schedule of Deposits for New Ordinance – Disorderly Conduct with a Motor Vehicle. Motion Carried. Resolution #1398 – 2023 Carryover Funds and Non-Lapsing Reserve Funds J Duckart/Fischer made a motion to waive the reading of Resolution #1398 – 2023 Carryover Funds and Non- Lapsing Reserve Funds. Motion Carried. Seitz/Nowlen made a motion to approve Resolution #1398 – 2023 Carryover Funds and Non-Lapsing Reserve Funds. Motion Carried. Resolution #1399 – A Resolution of Support from the Village of Saukville to Allow Lot #6 in Northern Gateway Development to have a Reduced Minimum Setback of 42 Feet for Above–Grade Improvements from the Interstate 43 Right-of-Way Nowlen/J. Duckart made a motion to waive the reading of Resolution #1399 – A Resolution of Support from the Village of Saukville to Allow Lot #6 in Northern Gateway Development to have a Reduced Minimum Setback of 42 Feet for Above–Grade Improvements from the Interstate 43 Right-of-Way. Motion Carried. Nowlen/P. Duckart made a motion to approve Resolution #1399 – A Resolution of Support from the Village of Saukville to Allow Lot #6 in Northern Gateway Development to have a Reduced Minimum Setback of 42 Feet for Above–Grade Improvements from the Interstate 43 Right-of-Way. Motion Carried. REPORTS OF VILLAGE BOARD COMMITTEES Utility Committee No Report. Public Works/Cemetery Committee Next Meeting Scheduled Wednesday, February 21, 2024 at 5:30 p.m. Public Safety Committee No Report. Finance Committee Hebein reported on the Meeting of February 6, 2024. Approved Claims for January 2024 in the Amount of $3,427,839.95. REPORTS OF SPECIAL COMMITTEES Plan Commission Hebein reported on the Meeting of February 6, 2024. Reviewed Wall Sign for Mill Street Kitchen and Bath, request was denied. Certificate of Compliance and Signage was approved for All New Tobacco Vape Outlet LLC, d/b/a Smoke World Vape, 138 South Foster Drive. Community Development Authority/Industrial Review Committee No Report. Library Board Next Meeting Scheduled February 13, 2024. Mid-Moraine Municipal Association Rudolph report on Meeting of January 24, 2024. OPERATOR LICENSE APPROVALS Approve Application for New Cigarette License – All New Tobacco Vape Outlet LLC, d/b/a Smoke World Vape. Rudolph/Nowlen made a motion to approve application for New Cigarette License – All New Tobacco Vape Outlet LLC, d/b/a Smoke World Vape. 2 Nays Seitz – Fischer. Motion Carried. LIQUOR LICENSE APPROVALS None. CITIZEN MATTERS AS NOTICED None. ADJOURNMENT Seitz/Nowlen made a motion to adjourn. Motion carried at 6:38 p.m. Julie Friede Village Clerk
