The regular meeting of Council was held this date at 2:00 p.m. in the Council Chambers of City
Hall. The Invocation was given by Margaret Williams, Director of Customer Service followed
by the Pledge of Allegiance to the Flag.

MINUTES
Upon motion of Alderman Thomas, seconded by Alderman Johnson and unanimously carried the
Summary/Final minutes of the City Manager’s briefing of June 26, 2014 were approved.
Upon motion of Alderman Thomas, seconded by Alderman Johnson, and unanimously carried
the Summary/Final minutes of the City Council meeting of June 26, 2014 were approved.
PRESENTATIONS
Mayor Jackson presented City Manager Cutter with her 25 year service pin effective July 12,
2014.
ZONING HEARINGS
John B. Manly, Agent for Adams Outdoor Advertising, Petitioner (MPC File No. 14-
001078-ZA), requesting a text amendment to Article E (Signs), Section 8-3112 (c) (5) e.1 and 11
of the City of Savannah Zoning Ordinance to do the following: 1) to adjust the cap on digital
billboard sign faces; and, 2) to allow digital sign faces in the B-N (Neighborhood Business)
district. As proposed, both amendments would be subject to limitations. The Metropolitan
Planning Commission (MPC) recommends denial of the petitioner’s request including an
alternative text amendment suggested by the MPC staff. (The hearing was continued from the
meeting of June 26, 2014.) Recommend denial of both the petitioner’s proposed text amendment
and an alternative text amendment suggested by the MPC staff. Withdrawn by petitioner.

Lorraine Collins, Owner (MPC File No. 14-002238-ZA), requesting to rezone 215 W. Liberty
Street from R-I-P-A (Residential Medium Density) to R-I-P-B (Residential Medium Density).
MPC recommends approval of the petitioner’s request to rezone the property from R-I-P-A to R-
I-P-B. The subject property contains an existing commercial building which houses retail uses on
the ground floor. The existing R-I-P-A zoning classification and the proposed R-I-P-B
classification allow a mix of residential and non-residential uses as is typical in a downtown area.
The primary difference in the districts is the type and intensity of commercial uses that are
allowed therein. The R-I-P-B zoning classification exists immediately west of the subject
property and uses similar to the applicant’s proposed uses currently operate in the vicinity of the
subject property. Recommend approval. Marcus Lotson, MPC came forward to give background
information on the petitioner’s request. Alderman Sprague asked was the change properly
posted. Mr. Lotson replied yes it was, notices were sent out and additional notices were sent out
to the neighborhood association in the area. Alderman Sprague asked if there were any protest.
Mr. Lotson replied no. Alderman Hall asked if the building was recently remodeled. Mr. Lotson
stated it used to be an auto supply store. Alderman Hall asked the name of the restaurant that is
currently there is. Mr. Lotson replied Savannah Coffee Roasters. Hearing closed upon motion of
Alderman Johnson, seconded by Alderman Hall and unanimously carried. Approved per the City
Manager’s recommendation upon motion of Alderman Osborne, seconded by Alderman Johnson
and unanimously carried. Ordinance to cover will be drawn up for presentation at the next
meeting of Council.

Text Amendment to Section 8-3028(d), Victorian Planned Neighborhood Conservation
District (MPC File No. 14-000069-ZA). An ordinance to amend Sec. 8-3028(d), Victorian
Planned Neighborhood Conservation District, to permit Use 6, Inns (not to exceed 5 bedrooms)
in the 1-R zoning district as a use requiring Zoning Board of Appeals approval with certain
conditions. Ordinance read for the first time in Council July 10, 2014, then by unanimous
consent of Council placed on First Reading with the Second Reading on July 24, 2014.

SECTION 1: The following described property be rezoned from its present R-4 zoning
classification to an O-I zoning classification:

OF THE CITY OF SAVANNAH ZONING ORDINANCE TO CHANGE THE MINIMUM
LOT AREA PER DWELLING UNIT FOR RESIDENTIAL USES WITHIN MIXED USE
BUILDINGS ALONG A PORTION OF THE BROUGHTON STREET CORRIDOR;
AND TO ESTABLISH THE BOUNDARIES IN WHICH THE PROPOSED
AMENDMENT WOULD APPLY.

BE IT ORDAINED by the Mayor and Aldermen of the City of Savannah, Georgia, in regular
meeting of Council assembled and pursuant to lawful authority thereof:
SECTION 1: That Section 8-3025(d) of the Code of the City of Savannah, Georgia (2003)
hereinafter referenced as “Code”, be amended as follows:

Section 8-3025(d)
(d) Schedule of development standards. Minimum requirements for lot area, lot width, yards, height
of buildings and building coverage are set forth in the following schedule for each district; provided,
however, residential lots not served by public water and public sewers shall meet the minimum lot
area and lot width requirements set forth in subsection (d). Provided further, that all development
fronting onto or adjacent to an arterial or collector street shall be subject to the provisions of section
8-3061 except as provided for therein. The Metropolitan Planning Commission may approve
variances from front yard and side yard building setback line requirements at the request of the
subdivider for a proposed subdivision upon a finding that such variances would:
a. Be in keeping with the overall character of the area.
b. Would not be contrary to the process and intent of these regulations.
c. Would not be detrimental to existing or proposed surrounding uses.
d. Would serve public purposes to a degree equal to or greater than the standards replaced.

corridor shall be defined as those properties bounded by Martin Luther King Jr. Boulevard to the

west, Lincoln Street to the east, Congress Lane to the north and Broughton Lane to the south.

RESOLUTIONS
A RESOLUTION AUTHORIZING THE SALE OF TWO VACANT LOTS LOCATED
ALONG ANDERSON AND GROVE STREETS AT A PRICE OF $2,100.00 AND
AUTHORIZING THE CITY MANAGER TO EXECUTE A QUIT CLAIM DEED TO
CONVEY THE PROPERTY.
WHEREAS , in response to a petition filed by Ms. Katie Joyner on behalf of The
Savannah Classical Academy, on August 8th, 2013, The Mayor and Aldermen declared
surplus and available for sale two vacant lots located at 725 E. Anderson Street and 1411
Grove Street; and
WHEREAS , under O.C.G.A. 36-37-6, the City may offer such surplus property for
sale to the public via Request for Proposal (RFP); and
WHEREAS , the City Requested Proposals (Event #2098) for the sale of these two
lots on February 24th, 2014, and which closed on March 25th, 2014. One response was
received but determined invalid due to clerical issues; and
WHEREAS , the City re-issued the RFP (Event # 2324) on May 14th, 2014 and which
closed on June 3rd, 2014. Only one bid was received in response to the RFP and that bid
was from Dulany Industries on behalf of The Savannah Classical Academy at St. Pius, LLC.
The bid was in the amount of $2,100.00; and
WHEREAS , the Academy is a non-profit corporation operating a public charter
school in the City of Savannah and is relocating its operating premises to the former St. Pius
Community Center property located at Anderson Street and Atlantic Avenue and the
benefactors of this school have acquired the former Community Center in the name of The
Savannah Classical Academy at St, Pius, LLC and have invested significant funds to
acquire and renovate this center on behalf of the Academy with a vision of providing public
charter school education services in the neighborhood; and
WHEREAS , the Academy offers a classic liberal arts based curriculum currently
serving grades K-7 and is a growing institution with an enrollment approaching 400
students. The redevelopment project associated with this charter school is a catalyst that is
improving the neighborhood and is consistent with the economic and community
development objectives of the City.
NOW THEREFORE, BE IT RESOLVED by the Mayor and Aldermen of the City of
Savannah in regular meeting of Council assembled that the sale of the property to The
Savannah Classical Academy at St. Pius, LLC is approved and that the City Manager is
authorized to execute a Quit Claim Deed conveying the City’s interest in the property as
described herein to The Savannah Classical Academy at St. Pius, LLC at a price of
$2,100.00 and the Clerk of Council shall attest said Deed and affix the City’s seal thereto.

All that certain lot, tract or parcel of land situate, lying and being in the City of
Savannah, Chatham County, Georgia, known and designated as the South 79 feet of
Lot Five (5), Block 7, Schwarz Ward, being located West of the Grove Street right-of-
way and South of an adjoining parcel described as the North half of Lot Five (5),
Block 7, Schwarz Ward, and having a present Property Identification Number and
used by the Chatham County Tax Assessor’s Office of 2-0054-12-004; AND
Lot Number Six (6), Block 7, Schwarz Ward, said lot being part of the Subdivision of
Millen Farm Lot Number Seven (7) and said lot having frontage of 25 feet on
Anderson Street and a rectangular depth Southwardly of 175 feet, and having a
present Property Identification Number and used by the Chatham County Tax
Assessor’s Office of 2-0054-12-002.

A RESOLUTION AUTHORIZING THE SALE OF AN UNOPENED RIGHT-OF-WAY
SECTION OF E. 31ST STREET FOR $101.00 AND AUTHORIZING THE CITY
MANAGER TO EXECUTE A QUIT CLAIM DEED CONVEYING SAME.
WHEREAS, THE Mayor and Aldermen of the City of Savannah are authorized by Georgia
Laws 1927, p. 1537, Sec I, codified as Sec. 6-105 of the Charter and Related Laws of the City of
Savannah, to sell to abutting property owners, for such compensation, as the Mayor and Aldermen of
the City of Savannah deem reasonable, such streets, lanes, alleys, and/or ways as do not conform to
the plan of the City of Savannah, or which are obsolete, or which no longer serve the purpose for
which these particular streets and alleys were originally established; and
WHEREAS, The Mayor and Aldermen of the City of Savannah are authorized under
O.C.GA. Section 32- 7-1 to “substitute for, relocate, or abandon any public road that is under its
respective jurisdiction...”; and
WHEREAS, the petitioner, on behalf of The Savannah Classical Academy at St. Pius, LLC
(Academy), has petitioned the City to declare this unopened section of East 31st Street right-of-way
surplus to the City’s needs and available for sale; and
WHEREAS, on November 19th, 2013 the Mayor and Aldermen of the City of Savannah
declared this unopened section of East 31st Street right-of-way as surplus to the needs of the City and
available for sale; and
WHEREAS, there are two abutting property owners to this unopened street and each were
notified of abandonment of the right-of-way and this intended sale; and
WHEREAS, the property was offered for sale via Request for Proposals Event #1973; which
opened on January 10th, 2014 and closed on February 4th, 2014; and
WHEREAS, one bid was submitted by Dulany Industries, on behalf of The Savannah
Classical Academy at St. Pius, LLC (abutting property owner) at a price of $101.00; and
WHEREAS, the Academy is a non-profit corporation which is acquiring the property, and
adjoining properties, for lease to The Savannah Classical Academy, which operates a charter school
in the City of Savannah and is relocating its operating premises to the former St. Pius Community

Street in Savannah, Chatham County, Georgia.

MISCELLANEOUS
Second Reading of Downtown Savannah Authority Application. The Commissioners of
Chatham County have requested the assistance of the Downtown Savannah Authority in issuing
the Downtown Savannah Authority Refunding Revenue Bond (Chatham County Projects), Series
2014. The Series 2014 Bond will be used by the County to advance refund a portion of the
County’s outstanding Revenue Refunding and Improvement Bonds (Chatham County Projects),
Series 2005 issued through the Downtown Savannah Authority and pay all or a portion of the
costs of issuance. As required by state statue, the Authority in turn has made application to the
City requesting the City Council’s express approval for the issuance of such bonds.
Under state statue, the Authority’s application to the City to issue the Series 2014 Bond must
receive two readings before City Council. The first reading has been scheduled and advertised
for the meeting of June 26, 2014. The second reading has been scheduled and advertised for the
meeting of July 10, 2014. The expected size of the bond issue is $9,870,000, and the Series 2014
Bond will be secured by a contract with the County.
It is recommended that express approval be given for the DSA to issue a bond on behalf of
Chatham County as requested by the County. Recommend approval. Approved per the City
Manager’s recommendation upon motion of Alderman Thomas, seconded by Alderman Bell and
unanimously carried. Alderman Johnson recused himself from the vote.

TRAFFIC ENGINEERING REPORTS
Parking Prohibition on Tattnall Street between Hall and W. Gwinnett Streets. The Traffic
Engineering Department received a request from Mobility and Parking Services to assess the
appropriateness of on-street parking in the 700 block of Tattnall Street.
Staff investigated concerns and determined that when vehicles park on Tattnall Street between
Hall Street and W. Gwinnett Street, traffic flow and emergency vehicle access is prohibited due
to the narrowness of the travel lanes. Accordingly, parking needs to be prohibited along both
sides of Tattnall Street between Hall Street and W. Gwinnett Street.
Recommend that parking be prohibited along Tattnall Street between Hall Street and W.
Gwinnett Street. Recommend approval. Approved upon a motion by Alderman Bell, seconded by
Alderman Hall and unanimously carried, per the City Manager’s recommendation. Ordinance to
cover will be drawn up for presentation at the next meeting of Council.
Signalized Traffic Control on Waters Avenue at E. 65th Street. Based on increasing traffic
volumes, Traffic Engineering has replaced a pedestrian actuated crosswalk traffic signal with a
signal to control all traffic at the intersection of Waters Avenue and E. 65th Street. In order to
provide for enforcement of the new traffic signal, it is necessary to amend the City Code to add
traffic control signals at E. 65th Street and Waters Avenue and remove the pedestrian actuated
crosswalk traffic signals from the intersection of Waters Avenue at E. 65th Street. Recommend
approval. Approved upon a motion by Alderman Bell, seconded by Alderman Hall and
unanimously carried, per the City Manager’s recommendation. Ordinance to cover will be
drawn up for presentation at the next meeting of Council.
BIDS, CONTRACTS AND AGREEMENTS
Upon a motion by Alderman Thomas, seconded by Alderman Sprague and unanimously
carried, the following bids, contracts and agreements were approved per the City
Manager’s recommendations:
Golden Marina Enterprises, Inc. Recommend approval to renew an agreement with Golden
Marina Enterprises, Inc. for the operation and management of the Coffee Bluff Marina. The term
will be for four years. This is the first of two renewal options available. The current annual rent

SCMPD Public Safety Training Center – Contract Modification No. 1 – Event No. 1600
(PB0836). Recommend approval of Contract modification No. 1 to Elkins Constructors, Inc. in
the amount of $10,474.00.
The original contract was for the construction of the SCMPD Public Safety Training Center. The
contract modification includes a change of the type of sprinkler connection requested by the Fire
Department, unsuitable soil conditions that were not evident prior to construction and required
replacement or conditioning, adjustments to the concrete footings needed to accommodate the
metal building, and the relocation of an existing, active fiber optic line that was in conflict with a
storm water curb inlet.
The original contract was $3,889,000.00. The total of contract modifications to date including
this modification is $10,474.00 making the new contract total $3,899,474. The second lowest bid
was $3,975,084.00.

Alderman Johnson asked to amend the minutes from the meeting of June 26, 2014 regarding the
First Reading of Downtown Savannah Authority Application he was chairing the meeting and
did not vote on the item.

Mayor Jackson made a presentation on behalf of the University of Georgia and the Georgia
Municipal Association to Alderman Shabazz for satisfactorily completing the Harold Holtz
Municipal Training Institute for Elected Officials in recognition of attendance and participation
in the program.
Alderman Sprague made a presentation on behalf of the Malibou Circle Community to the
Mayor and Alderman to attend any and all community events and activities.

Alderman Johnson stated on June 28, 2014 he attended the National Conclave for the MOLES
held in Savannah in the absence of the Mayor Jackson. They presented a Proclamation to her
acknowledging her achievements and work in the Civil Rights Movement which he has given to
her but wanted to publicly give it to her as well.
Alderman Shabazz stated the City of Savannah is making a plea for those who would like to
contact the 311 call center to submit a property they feel should be placed on the 100 Worst
Properties List. The deadline is Monday, July 14, 2014 at 5:00 p.m. she is urging the entire City
to look around their neighborhoods and streets and make the call to assist in getting rid of blight
in the City of Savannah. Residents may also use the city’s website www.savannahga.gov to
nominate a property.
Alderman Osborne asked City Manager Cutter once the list is sent out staff will evaluate the
properties to determine if they will make the fold. City Manager Cutter replied yes. Alderman
Osborne then stated if a property doesn’t make the list it doesn’t mean the city is ignoring the
concerns of the citizens, however only 100 properties can be done at a time as it is a very costly
project.
Alderman Hall asked City Manager Cutter once the list reaches 100 if there additional properties
will another list be generated. City Manager Cutter replied yes, a new list will be started.
Alderman Johnson stated to City Manager Cutter he is interested in the prior lists to see if there
are re-offenses, and reoccurrences to ensure the follow up is there. City Manager Cutter replied
yes.
Alderman Sprague announced Muffins with MaryEllen on Wednesday mornings from 6:00 a.m.
to 9:00 a.m. at Coffee.Deli in the Habersham Village Shopping Center. She also announced there
will be a Roll Call in the Streets in the Ardsley Park Neighborhood on Saturday, July 12, 2014
from 12:00 p.m. to 3:00 p.m. in Tiedemann Square in front of the Savannah Arts Academy.
Alderman Bell stated to Mayor Jackson that she was missed at the last meeting when the
members of Alpha Kappa Alpha Sorority, Inc. visited Council to make a presentation to the City.
Mayor Jackson thanked Alderman Bell and stated she was honored and has the book.
Alderman Bell stated Ask an Alderman will be going to District 3 the date, location and time will
be announced at a time.
Alderman Johnson announced the passing of Adrian Hassel who served as Special Projects
Supervisor with the Property Maintenance Department. Alderman Johnson sent condolences to
his family and staff that worked with him. He asked that we do a moment of silence in his honor.

4. Lorraine Collins, Owner (MPC File No. 14-002238-ZA), requesting to rezone

(Residential Medium Density). MPC recommends approval of the petitioner’s
request to rezone the property from R-I-P-A to R-I-P-B. The subject property
contains an existing commercial building which houses retail uses on the
ground floor. The existing R-I-P-A zoning classification and the proposed R-I-
P-B classification allow a mix of residential and non-residential uses as is
typical in a downtown area. The primary difference in the districts is the type
and intensity of commercial uses that are allowed therein. The R-I-P-B
zoning classification exists immediately west of the subject property and uses
similar to the applicant’s proposed uses currently operate in the vicinity of the
subject property. Recommend approval.

5. Text Amendment to Section 8-3028(d), Victorian Planned Neighborhood
Conservation District (MPC File No. 14-000069-ZA). An ordinance to amend
Sec. 8-3028(d), Victorian Planned Neighborhood Conservation District, to
permit Use 6, Inns (not to exceed 5 bedrooms) in the 1-R zoning district as a
use requiring Zoning Board of Appeals approval with certain conditions.

6. Rezone 199 and 201 E. Lathrop Avenue (MPC File No. 14-001534-ZA). An
ordinance to rezone 199 and 201 E. Lathrop Avenue from R-4 (Four-Family

8. Removal of Parking on Papy Street and Code Update. An ordinance to
amend the City Code to extend the parking prohibition for the east side of
Papy Street to include the west side of the street, and to update the name for
a portion of Hull Street to Turner Boulevard. (The Traffic Engineering Report
was approved on June 26, 2014.) Recommend approval.
RESOLUTIONS
8.1. Sale of Property located at 725 E. Anderson Street and 1411 Grove Street. A
resolution authorizing the sale of two vacant lots located along Anderson and
Grove Streets at a price of $2,100.00 and authorizing the City Manager to
execute a Quit Claim Deed to convey the property. (The resolution is
attached.) Recommend approval.
8.2. Sale of an Unopened Right-Of-Way Section of E. 31st Street. A resolution
authorizing the sale of an unopened right-of-way section of E. 31st Street for
$101.00 and authorizing the City Manager to execute a Quit Claim Deed

MISCELLANEOUS
9. Second Reading of Downtown Savannah Authority Application. The
Commissioners of Chatham County have requested the assistance of the
Downtown Savannah Authority (DSA) in issuing the Downtown Savannah
Authority Refunding Revenue Bond (Chatham County Projects), Series 2014.
The Series 2014 Bond will be used by the County to advance refund a portion
of the County’s outstanding Revenue Refunding and Improvement Bonds
(Chatham County Projects) Series 2005, issued through the Downtown
Savannah Authority and pay all or a portion of the costs of issuance. As
required by state statue, the Authority in turn has made application to the City
requesting the City Council’s express approval for the issuance of such bond.
Under state statue, the Authority’s application to the City to issue such bond
must receive two readings before City Council. The first reading occurred at
the meeting of June 26, 2014. The second reading was advertised for the
meeting of July 10, 2014. The expected size of the bond issue is $9,870,000,
and the bond will be secured by a contract with the County.
It is recommended that express approval be given for the DSA to issue a
bond on behalf of Chatham County as requested by the County.
Recommend approval.
TRAFFIC ENGINEERING REPORTS
10. Parking Prohibition on Tattnall Street between Hall and W. Gwinnett Streets.
The Traffic Engineering Department received a request from Mobility and
Parking Services to assess the appropriateness of on-street parking in the
700 block of Tattnall Street.
Staff investigated concerns and determined that when vehicles park on
Tattnall Street between Hall Street and W. Gwinnett Street, traffic flow and
emergency vehicle access is prohibited due to the narrowness of the travel
lanes. Accordingly, parking needs to be prohibited along both sides of
Tattnall Street between Hall Street and W. Gwinnett Street.
Recommend that parking be prohibited along Tattnall Street between Hall
Street and W. Gwinnett Street. (An aerial map is attached.) Recommend
approval.

11. Signalized Traffic Control on Waters Avenue at E. 65th Street. Based on
increasing traffic volumes, Traffic Engineering has replaced a pedestrian
actuated crosswalk traffic signal with a signal to control all traffic at the
intersection of Waters Avenue and E. 65th Street. In order to provide for
enforcement of the new traffic signal, it is necessary to amend the City Code
to add traffic control signals at E. 65th Street and Waters Avenue and remove
the pedestrian actuated crosswalk traffic signals from the intersection of
Waters Avenue at E. 65th Street. Recommend approval.
