12:15 PM – 1:00 PM: Capital Improvement Program (CIP) Update - Christian Sigman
The City has capital projects underway and planned all across the City. 2024 is a pivotal, and
challenging, year for departments charged with developing and executing capital
projects…large and small.
The last three Parks Bond projects are wrapping up; SPLOST I projects are winding down; major
facility projects are underway (City Hall and PEP building); two bridge projects over I-85 are in
design; two phases of the Peachtree Creek Greenway are in ROW acquisition or design; SPLOST
II projects have begun; SSD / URA funded projects are in design; several stormwater projects
will begin development with the increase in the stormwater annual fee; and there is an evolving
list of Park Asset Preservation projects (SPLOST II).

Request of Mayor and City Council: Consider staff bandwidth and impact on the community
with so many projects underway and in the pipeline. More importantly, the revenue for the 6-
year SPLOST II is fully programmed and the entire URA bond is appropriated. Policy decisions
are on the horizon as URA projects come out of design and there is limited resources for
implementation.

At the 2024 Advance on January 27, 2024, the City Council provided direction to enhance
communications in the community. Since then, the department has become fully staffed and
has had several follow-up meetings with Council Members. There have been special campaigns
(e.g., Cone Crew, Dresden District, etc.); additional quarterly town halls; iterative
communications on social media, etc. Enclosed in this 2024 Mid-Year Advance binder is the
proposed marketing plan and revised Strategic Communications Plan.
Request of Mayor and City Council: Has the Communications Department captured the essence
of the direction provided in January and shall the Administration move forward with the
proposed marketing plan and updates to the Communications Strategic Plan?

1:30 PM – 2:00 PM: City Council Meeting Agenda Comparative Review - Sandra Byrant
With the pending relocation to a permanent City Hall in the summer of 2025, and combined
with a new Administration, the City Clerk is evaluating the City Council work session and regular
meeting frequency, format, agenda, and technology platforms. During the Mid-year Advance,
early findings will be presented.
Request of Mayor and City Council: Provide feedback on what is working, needs refinement,
and other areas to explore concerning City of Brookhaven public meetings.
