A regular meeting of the Board of Trustees of the Village of Scarsdale was held in
Rutherford Hall in Village Hall on Tuesday, November 26, 2013 at 8:00 P.M.
Present were Mayor Steves, Trustees Brodsky, Eisenman, Mark, Martin, and Stern.
Also present were Village Manager Gatta, Deputy Village Manager Pappalardo, Village
Attorney Esannason, Village Treasurer McClure, Village Clerk Conkling, Assistants to the
Village Manager Azrelyant and Goodwin, and Administrative Intern Schnabel.

The minutes of the Board of Trustees Regular Meeting of November 12, 2013
were approved as amended on a motion entered by Trustee Mark, seconded by Trustee
Brodsky, and carried unanimously.

Bills & Payroll
Trustee Mark stated that he had audited the Abstract of Claims dated November
26, 2013 in the amount of $1,048,359.76 which includes $71,487.01 in Library Claims
previously audited by a Trustee of the Library Board which were found to be in order and
he moved that such payment be ratified.
Upon motion duly made by Trustee Mark and seconded by Trustee Eisenman, the
following resolution was adopted unanimously:
RESOLVED, that the Abstract of Claims dated November 26, 2013 in the amount
of $1,048,359.76 is hereby approved.

Mayors Comments
Mayor Steves stated he met with the three municipalities involved with Water
District #1 and Westchester County officials concerning compliance with the EPA
regulations to use UV filtration for water and the fact that the District has been deemed
not in compliance. A plan was discussed that would provide for development of two
new UV treatment plants; one in White Plains and one further south that would treat
Scarsdale. Those plans are under review, and the process is moving forward as we have
said in previous presentations. The water remains safe; the Westchester County
Village Board of Trustees 11 -26-2013 P a g e | 350
Department of Health has deemed it not an issue. This is a regulatory issue; the Village
is moving forward and working with the other municipalities to evaluate the proposal
from Westchester County.
Mayor Steves next stated that he would like to take this opportunity to wish the
community a Happy Chanukah and to wish everyone a Happy Thanksgiving. As we are
thankful for what we have, we remember those who do not have that much to be
thankful for.

Public Hearing
Trustee Brodsky stated that she will open the Public Hearing in connection with
proposed amendments to the Scarsdale Village Code, Chapter 205 “Noise”. She noted
that these are amendments affecting the timing and schedules of deliveries and refuse
collection in the Village Center.
Trustee Brodsky opened the hearing at this time for any comment from the
public. As there were no public comments offered, Trustee Brodsky closed the public
hearing.
Trustee Brodsky moved to adopt the following Local Law #8, 2013, amending
Chapter 205- “Noise” seconded by Trustee Mark and adopted by the vote indicated
below:

INTRODUCTORY LOCAL LAW#8 OF 2013
A Local Law Amending Chapter 205
of the Scarsdale Village Code,
entitled “Noise”
BE IT ENACTED by the Scarsdale Village Board of Trustees as follows:
Section 1. Chapter 205-1 shall read as follows:
§ 205-1. Unnecessary noise.
It shall be unlawful for any person to make, continue or cause to be made or continued
any of the following acts producing audible sound which are hereby declared to be loud,
disturbing and unnecessary noise in violation of this chapter:

A. Horns, signaling devices, etc.: the sounding of any horn or signaling device on any
automobile, motorcycle or other vehicle, other than an emergency vehicle, on any
street or public place, except as a danger or burglar warning; the creation by
means of any such signaling device of any unreasonably loud or harsh sound and
the sounding of any such device for any unnecessary and unreasonable period of
time; the use of any signaling device except one operated by hand or electricity;
the use of any horn, whistle or of any such signaling device when traffic is for any
reason held up.
B. Radios, televisions, electronic sound reproduction devices, etc.: the using,
operating or permitting to be played, used or operated any radio receiving set,
musical instrument or instruments, phonograph or other machine or device for
the producing or reproducing of sound in such manner as to disturb the peace,
quiet and comfort of the neighboring inhabitants or at any time with louder
volume than is necessary for convenient hearing for the person or persons who
are voluntary listeners thereto. The operating of any such set, instrument,
phonograph, machine or device between the hours of 12:00 midnight and 7:00
a.m. in such manner as to be plainly audible on adjacent properties shall be prima
facie evidence of a violation of this section.
C. Loudspeakers, amplifiers for advertising: the using, operating or permitting to be
played, used or operated of any radio receiving set, musical instrument,
phonograph, loudspeaker, sound amplifier or other machine or device for the
producing or reproducing of sound which is cast upon the public street for the
purpose of commercial advertising or attracting the attention of the public to any
building or structure.
D. Yelling, shouting, etc.: yelling, shouting, hooting, whistling or singing on the
public streets or any public place, particularly between the hours of 11:00 p.m.
and 7:00 a.m. or at any time or place so as to annoy or disturb the quiet, comfort
or repose of persons in the vicinity.
E. Animals: the keeping or harboring of any animal which, by causing frequent or
loud continued noise, shall disturb the comfort or repose of any persons in the
vicinity.
F. Deliveries and pickups: the making of deliveries of supplies or merchandise or
collection of garbage or refuse of any store or other place of business between the
hours of 11:00 p.m. and 6:30 a.m. on weekdays, and 11:00 p.m. and 8:00 a.m. on
weekends, except in cases of emergencies.
G. Blowers: the operation of any noise-creating blower or power fan or any internal-
combustion engine, the operation of which causes noise due to the detonation of
operating gases or fluids or the expulsion of air, unless the noise from such
blower or fan is muffled and such engine is equipped with a muffler, baffling
device or effective noise-absorbent material sufficient to deaden such noise.
Section 2. This local law shall take effect upon filing with the Secretary of State.

Before the Board voted on the above Local Law, Mayor Steves stated that this
change to the Noise Ordinance was an evolutionary process that involved an extensive
amount of interaction with the community; both the commercial and residential
communities in the center of the Village. The Board thanks all those who participated in
the process and the Village now has a very workable ordinance as a result.

Trustee Brodsky stated that the second Public Hearing being held this evening
concerns a proposed amendment to Chapter 245, “Sidewalk Cafes” of the Scarsdale
Village Code. She explained that this amendment alters the regulation of Sidewalk Cafes
in that restaurants having those cafes will now need to get a license every year as opposed
to the existing code which required a license every other year.
Trustee Brodsky opened the hearing at this time for any comment from the
public. As there were no public comments offered, Trustee Brodsky closed the public
hearing.
Trustee Brodsky moved to adopt the following Local Law #9, 2013, amending
Chapter 245- “Sidewalk Cafes” seconded by Trustee Mark and adopted by the vote
indicated below:

A Local Law Amending Chapter 245
Of the Scarsdale Village Code
Entitled “Sidewalk Cafes”
BE IT ENACTED by the Scarsdale Village Board of Trustees as follows:
Section 1. Chapter 245 is amended and shall read as follows:
GENERAL REFERENCES
Alcoholic beverages — See Ch. 111.
§ 245-1. Purpose.
The purpose of this chapter is to establish rules and regulations governing the operation
of sidewalk cafes in order to provide the orderly management of public property and to
protect the health, safety and welfare of pedestrians and diners.

§ 245-2. Definitions.
As used in this chapter, the following terms shall have the meanings indicated:
FOOD SERVICE ESTABLISHMENT
A legally licensed business enterprise primarily engaged in the retail sale of
meals where consumption on the premises is provided for, including
restaurants and other places serving food or beverages.
SIDEWALK CAFE
An outdoor seating area which is near or adjoins the facade of a food
serving establishment and extends out onto the sidewalk, but in no event
is greater than 75 feet from the establishment.
§ 245-3. Permit required; fee and deposit.
A. The Village Manager or his/her designee, notwithstanding any provisions of the
Village Code to the contrary, has the authority to issue a revocable and
nontransferable seasonal permit for the operation of a sidewalk cafe, at or
adjoining an applicant's place of business, upon approval of the application.
B. A nonrefundable annual fee for the issuance and/or renewal of the permit shall
be established by resolution of the Board of Trustees in accordance with the
annual Village-wide Fees and Charges Schedule.
C. Before a permit is issued or renewed, the applicant must provide a monetary
refundable deposit for any potential property damage to the Village right-of-way.
The amount of such deposit shall be established by resolution of the Board of
Trustees in accordance with the annual Village-wide Fees and Charges Schedule.
The return of the deposit shall be processed by the Village Manager or his/her
designee upon the filing of a refund application by the applicant and the
completion of any and all repairs or damages to the Village right-of-way to the
satisfaction of the Village Manager or his/her designee.
§ 245-4. Application.
Applications to the Village Manager shall contain the following information:
A. A plan prepared to scale by a state-licensed architect, landscape architect,
professional engineer or owner/leaseholder. The plan must be at a scale of
1/2 inch equals one foot showing all obstructions such as trees, utility poles,
telephones, mailboxes and the design and location of all temporary structures.
The plan shall include side and front elevation drawings of the proposed
sidewalk cafe and of the restaurant's facade as well as at least 10 feet of the
first story facade of the adjoining properties.
B. If the establishment has a state liquor license a copy must be submitted as
part of the application.

C. Written authorization from the owner of the property is required if the area to
be used as a sidewalk cafe is partially or fully owned by that party.
D. The applicant shall agree, on a form provided by the Village, to indemnify and
save harmless the Village of Scarsdale, its officers, agents, attorneys and
employees, from and against any claim of loss, liability or damage by any
person arising as a result of the establishment's operation of the sidewalk cafe.
E. The applicant shall obtain and maintain in full force and effect throughout the
term of the permit a workman's compensation policy and a policy of general
liability insurance, which such policies shall name the Village of Scarsdale, its
officers, agents, attorneys and employees as additional insured, have a
combined single limit of not less than $1,000,000 and contain a provision
prohibiting its cancellation except upon 30 days' notice to the Village of
Scarsdale. The applicant shall file with the Village Manager prior to the
issuance of the permit a certificate of insurance.
§ 245-5. Design standards.
A. A barrier such as planters or a railing to physically separate patrons from
pedestrian traffic must delineate the sidewalk cafe. The barrier shall have a
height of a minimum of 36 inches.
B. Furnishings of a sidewalk cafe shall consist solely of readily removable
awnings, covers, railings, tables, chairs and planters containing live plants.
C. Furnishings may not be attached, even in a temporary manner, to the sidewalk
or other public property.
D. Garbage may not be stored or accumulated adjacent to or separate from the
sidewalk cafe on public property.
E. All tables and chairs shall be uniform in color, material and style.
F. All physical barriers shall be uniform in color, material and style.
G. Advertising and any signage, except for safety, shall be prohibited on the
barriers.
H. A minimum width of four feet of unobstructed sidewalk between the sidewalk
cafe barrier and the curb shall be maintained at all times as a pedestrian way.
§ 245-6. Regulations.
A. The permit is valid from April 1 to October 31. Permits must be renewed
annually. All existing two-year permits as of the date of this amendment shall
continue until expired.

B. Sidewalk cafes and their appurtenances must be removed by the first Monday
in November.
C. No outdoor music shall be permitted.
D. When the associated food serving establishment is not open and/or the
sidewalk cafe is not in use, all furnishings, utensils, containers, chairs, tables,
umbrellas or any other materials used in the operation of the sidewalk cafe or
within the area used by the sidewalk cafe shall be neatly stacked, bundled or
be stored in an approved manner.
E. All sidewalk cafes shall close operations by 10:00 p.m. each night and shall not
begin before 8:00 a.m. each morning.
F. Sidewalk cafes and the public property on which they are located shall be kept
neat and clean at all times and free from litter or any substance that may
damage the sidewalk or cause pedestrian injury.
G. The applicant shall be responsible for any damage caused to any sidewalk or
public property.
§ 245-7. Notice of violation; revocation of permit.
If an applicant violates any provisions of this chapter, the Village Manager shall give
notice to the applicant to correct said violation within 24 hours of receipt of said notice.
Upon failure to correct said violation the Village Manager may revoke the applicant's
permit issued pursuant to this chapter.
§ 245-8. Penalties for offenses.
A. If an applicant violates any provision of this chapter he or she shall be liable
for prosecution in the Village Court and shall, upon conviction thereof, be
liable for a fine not exceeding $250. Each day that such violation continues
shall constitute a separate violation.
B. The renewal of all applications will be subject to the previous year(s)
experience. Renewal applications may be denied based upon the seriousness
of the violations that occurred and/or the repeated nature of the violations
that transpired.
Section 2. This local law shall take effect upon filing with the Secretary of State.

Public Comments
Mayor Steves opened the meeting to public comments at this time; as there were
no comments offered, Mayor Steves closed the public comments portion of the meeting.

Finance Committee
Trustee Brodsky reported on the Statements of Expense and Revenue for June
through October of 2013.
General Fund appropriations were 36.17% spent as of October 2013, which is up
0.43% from 35.74% in 2012-2013. Trustee Brodsky stated that it is notable how
consistent the appropriations are and how managed the funding in the Village is. Village
Staff is to be commended for this.
General Fund revenues other than property taxes are $7,432,299 through October
2013 compared to $6,650,714 through October 2012, an increase of $781,585. State
mortgage tax showed an improvement of $110,000. Property rental income was up
$159,500 due to a recent contract settlement with Con Edison which included the period
beginning January 1, 2013. This will help offset contract cancellations with other lessees
for the 2013-2014 fiscal year. Revenue from Parking Permits and Meter Revenue
continues to be steady, showing an increase of $98,600. Sales Tax and Departmental
Revenue improved a total of about $66,000 from last year. State aid related to Hurricane
Sandy was $400,000, or $369,000 greater than last year. All of this State aid received to
date was appropriated to the Capital Projects Fund in the 2013-2014 Budget.
Revenue from the Sale of Equipment and other Miscellaneous Revenues dropped
$148,000 primarily due to a reduction in reimbursable overtime related to Hurricane
Sandy.
The actual collection of Village taxes through October 31, 2013 is at 98.66%
which is up 0.37% from the 2012 collection percentage of 98.29%.

Fire Commissioner
Upon motion entered by Trustee Brodsky, and seconded by Trustee Eisenman, the
following resolution regarding acceptance of a donation from the Quaker Ridge Golf Club
was adopted by a unanimous vote:

WHEREAS, the Quaker Ridge Golf Club has indicated their desire to make a
charitable donation to the Scarsdale Fire Department in the
amount of $4,000.00 for the purpose of enhancing public safety
service delivery; and
WHEREAS, the Fire Department will use the funds as part of a joint initiative
with the Scarsdale Volunteer Ambulance Corp (SVAC) to convert
a retired school bus owned by SVAC into a rehabilitation support
vehicle to be used for responses to fires, mass casualty incidents,
and prolonged and/or major emergency medical incidents; and
WHEREAS, this converted bus and a specially trained team of SVAC members
will provide rehabilitation services to firefighters and other first
responders at these events, including protection from extreme
weather (warming/cooling), rehydration, medical monitoring and
patient assessment; and
WHEREAS, the Fire Department will make all purchases and expenditures in
accordance with Policy #201 of the Village of Scarsdale
Administrative Policies and Procedures Manual entitled “Internal
Control Policy”; and
WHEREAS, Policy #106 of the Village of Scarsdale Administrative Policies and
Procedures Manual entitled “Gifts to the Village of Scarsdale” states
that gifts estimated to be at $500 or greater in value must be
approved by the Village Board; now therefore be it
RESOLVED, that in accordance with Section 2.1 of Policy #106 “Gifts to the
Village of Scarsdale” the Village Board of Trustees herein accepts
the donation of $4,000.00 from the Quaker Ridge Golf Club; and
be it further
RESOLVED, that the Village Board of Trustees hereby extends it thanks to the
Quaker Ridge Golf Club for their generosity to the community.

Land Use Committee
Trustee Mark stated that the following resolution relates to the Shell Station
located on Weaver Street, New Rochelle. He stated that the owner of that station has
plans to renovate the existing station. The thought expressed in this resolution is that on
behalf of our residents, the Board conveys some of their thoughts in an appropriate way
to New Rochelle about the proposal.
Upon motion entered by Trustee Mark, and seconded by Trustee Eisenman, the
following resolution regarding the NYS Route 125/Weaver Street Shell Station, New
Rochelle, New York was adopted by a unanimous vote:

WHEREAS, the NYS Route 125/Weaver Street Shell Station, 1451 Weaver
Street New Rochelle NY, is located on the western side of Weaver
Street and zoned NB (Neighborhood Business); and
WHEREAS, the owner, NY Dealer Stations, LLC, is seeking to renovate the
existing service station by building an addition and converting the
existing service bays into a 24 hour convenience store,
constructing a canopy over new gas pumps and installing new
underground tanks; and
WHEREAS, the project also involves the reconfiguration of the site with a new
parking layout and would involve closing a curb cut on Weaver
Street and creating an exit only onto Jefferson Place; and
WHEREAS, the proposed project requires several area variances that are
currently under consideration by the New Rochelle Zoning Board
of Appeals, and should the variances be granted, further approvals
from the New Rochelle Planning Board are also required; and
WHEREAS, the Village of Scarsdale has experienced nuisance flooding on this
major regional arterial roadway and in the immediate vicinity; and
WHEREAS, residential uses in Scarsdale and New Rochelle encompass three
sides of the property making paramount the potential impacts of
the proposed project related to storm water runoff, traffic
generation, noise, lighting and visual impact; now therefore be it
RESOLVED, that the Village of Scarsdale encourages the City of New Rochelle
Zoning Board of Appeals to carefully analyze the potential
adverse impacts of the proposed project on the surrounding
neighborhood including traffic, lighting, noise and storm water
runoff prior to making any environmental determination pursuant
to 6 NYCRR Part 617, SEQRA, or granting any area variances.

Municipal Services Committee
Upon motion entered by Trustee Eisenman, and seconded by Trustee Mark, the
following resolution regarding the award of VM Contract #1165 – Furnish and Deliver
Chemicals for Water Treatment was approved by the vote indicated below:
WHEREAS, Village drinking water is treated with Hydrofluosilicic Acid
(Fluoride) and Calcium Hypochlorite Tablets (Chlorine) as
approved and/or required by the New York State Department of
Health; and

WHEREAS, the Village Manager reports that he publicly advertised for the
receipt of bids on November 1, 2013 for a one year contract
pursuant to VM Contract # 1165 – Furnish & Deliver Chemicals
for Water Treatment and sent proposals to six vendors; and
WHEREAS, on the bid opening date, November 12, 2013, a total of two bids
were received with the apparent lowest bids received for
Hydrofluosilicic Acid (Fluoride) and Calcium Hypochlorite
Tablets (Chlorine) from Thatcher Company of New York, PO
Box 27407, Salt Lake City, UT 84127, at the unit price bid of
$3.59 per gallon and $2.30 per pound respectively; and
WHEREAS, upon review, Village staff found that Thatcher Company’s bid for
Calcium Hypochlorite Tablets (Chlorine) did not meet the
contract specification as the chlorine tablets are not certified for
use in the tablet chlorination equipment at the Ardsley Road and
Reeves Newsome Pump Stations, and as such the lowest
responsible bid for Calcium Hypochlorite Tablets (Chlorine) is
George S. Coyne Chemical Co., Inc, 3015 State Road, Croydon,
PA, 19021-6997, at the unit price of $2.63 per pound; and
WHEREAS, the Village has purchased chemicals from Thatcher Company and
George S. Coyne Chemical Co., Inc., in the past and has been
satisfied with their service; now therefore be it
RESOLVED, that VM Contract # 1165 – Furnish and Deliver Chemicals for
Water Treatment be awarded as follows:
Hydrofluosilicic Acid - to the lowest responsible bidder Thatcher
Company of New York, PO Box 27407, Salt Lake City, UT 84127
at the unit price bid of $3.59 per gallon not to exceed budget
appropriations, and
Calcium Hypochlorite Tablets - to the lowest responsible bidder
George S. Coyne Chemical Co., Inc., 3015 State Road, Croydon,
PA 19021-6997 at the unit price bid of $2.63 per pound not to
exceed budget appropriations; and be it further
RESOLVED, that the cost of same be charged to the Water Enterprise Fund
Department Budget Account # EWS-8310-PUMP-PURIF- 400
433; and be it further
RESOLVED, that the Village Manager is hereby authorized to execute VM
Contract #1165 on behalf of the Village of Scarsdale with said
Thatcher Company of New York, PO Box 27407, Salt Lake City,
UT 84127 and with George S. Coyne Chemical Co., Inc., 3015
State Road, Croydon, PA 19021-6997 and undertake all

contract.

Upon motion entered by Trustee Eisenman, and seconded by Trustee Mark, the
following resolution regarding Placement of a Menorah in Chase Park was approved by a
unanimous vote:
WHEREAS, a request was received on October 21, 2013 from the Chabad
Lubavitch of Westchester County to place a menorah in Chase
Park from November 27, 2013 to December 10, 2013; and
WHEREAS, the Board of Trustees of the Village of Scarsdale is willing to grant
said permit; now therefore be it
RESOLVED, that the application of the Chabad Lubavitch of Westchester
County to place a menorah in Chase Park is hereby approved,
pursuant to Chapter 240 of the Scarsdale Village Code; and be it
further
RESOLVED, that a permit be issued to the Chabad Lubavitch of Westchester
County for a public display in Chase Park, from November 27,
2013 to December 10, 2013, subject to the submission by the
Chabad Lubavitch of Westchester County of a certificate of
liability insurance naming the Village of Scarsdale as an additional
insured; and be it further
RESOLVED, that the display shall be dismantled and removed from Chase Park
by the Chabad Lubavitch of Westchester County no later than
December 10, 2013.

Upon motion entered by Trustee Eisenman, and seconded by Trustee Mark, the
following resolution regarding Placement of a Crèche in Chase Park was approved by a
unanimous vote:

WHEREAS, the Scarsdale Crèche Committee has requested a permit to place a
crèche in Boniface Circle from December 16, 2013 through
January 2, 2014; and
WHEREAS, the Board of Trustees of the Village of Scarsdale is desirous of
granting said permit; now therefore be it
RESOLVED, that the application of the Scarsdale Crèche Committee to place a
crèche in Boniface Circle is hereby approved pursuant to Chapter
240 of the Scarsdale Village Code; and be it further
RESOLVED, that a permit be issued to the Scarsdale Crèche Committee for a
public display in Boniface Circle from December 16, 2013
through January 2, 2014, subject to the receipt of a certificate of
liability insurance in accordance with Village Code Section 240-
2C, receipt of which is herein acknowledged; and be it further
RESOLVED, that the display shall be dismantled and completely removed from
Boniface Circle by the Crèche Committee no later than January 2,
2014.

Sustainability Committee
Trustee Stern noted that the following resolution concerns Southern Westchester
Energy Action Consortium Membership. He stated that one of the goals of this
Consortium is to provide sustainable energy, including solar energy. Even leaf mulching
helps, which should be one of the focuses of this Committee. In terms of solar energy,
New York State has just liberalized all the subsidies given through NYSERDA. The
amount of solar power you can put on your roof and still get the subsidy, and the amount
you can sell back to Con Edison. This is very underutilized in the Village; Trustee Stern
urged all residents to look into it and consider it.
Upon motion entered by Trustee Stern, and seconded by Trustee Mark, the
following resolution regarding Southern Westchester Energy Action Consortium in
Westchester was approved by a unanimous vote:
WHEREAS, the Southern Westchester Energy Action Consortium (SWEAC) is
a collaboration of eleven (11) municipalities addressing energy and
other sustainability concerns; and
WHEREAS, SWEAC’s creation was influenced by the success of the Northern
Westchester Energy Action Consortium (NWEAC) which is a
collaboration of sixteen (16) municipalities and has been
recognized as an innovative leader in identifying and
implementing energy and sustainability initiatives for local
government; and

WHEREAS, SWEAC and NWEAC have worked or are working on programs
regarding energy efficiency, solar and wind power buyer groups,
transportation, leaf mulching, recycling and waste reduction; and
WHEREAS, the Village has an interest toward enhancing our sustainability
programs and could benefit from collaborating with neighboring
municipalities through participation in SWEAC; and
WHEREAS, SWEAC and NWEAC are currently discussing consolidating their
organizations under a new name, “Sustainable Westchester” and
the Village can only take part in these discussions through
membership in SWEAC; and
WHEREAS, SWEAC is a dues free organization with the sole member
obligation to appoint a representative to the group to attend and
actively participate at SWEAC meetings; now therefore be it
RESOLVED, that the Village of Scarsdale herein joins the Southern Westchester
Energy Action Consortium (SWEAC); and be it further
RESOLVED, that the Chair of the Village Board of Trustee’s Sustainability
Committee and a staff designee, as determined by the Village
Manager, shall represent the Village at SWEAC meetings.

Liaison Reports
Trustee Eisenman reported on a Police Promotional Ceremony that she attended
with Mayor Steves yesterday, November 25th. She stated that they had the privilege of
joining Chief Brogan and members of the Scarsdale Police Force at a promotional
ceremony honoring two members of the force. One of whom, Brendan Kelleher, now
Sergeant Brendon Kelleher has worked in Scarsdale since January 2006. The other
member of the force, Detective Joe Serio, who came from the New York police force as
they both did was reassigned from the patrol division to the detective division. They
have received a number of medals and Honorable Service Mentions. Trustee Eisenman
stated that she felt they were worthy of the Board’s congratulations. Both she and the
Mayor enjoyed attending the ceremony. The Board is very proud of its fine Police
Department in Scarsdale.

at 8:23 P.M. on a motion entered by Mayor Steves, seconded by Trustee Mark and carried
by a unanimous vote.
