Village Board of Trustees 12 -24-2013 P a g e | 376 THREE THOUSAND ONE HUNDRED NINETY-SIXTH LIMITED AGENDA MEETING Trustees’ Room Village Hall December 24, 2013 A limited agenda meeting of the Board of Trustees of the Village of Scarsdale was held in the Trustees’ Room in Village Hall on Tuesday, December 24, 2013 at 8:30 A.M. Present were Mayor Steves, Trustees Brodsky, Eisenman, Lee, Mark, and Martin. Also present were Village Manager Gatta, Deputy Village Manager Pappalardo, Village Attorney Esannason, Village Treasurer McClure, Village Clerk Conkling, Assistants to the Village Manager Azrelyant and Goodwin, and Administrative Intern Schnabel. ******** The minutes of the Board of Trustees Regular Meeting of December 10, 2013 were approved on a motion entered by Trustee Mark, seconded by Trustee Eisenman, and carried unanimously. ******** Bills & Payroll Trustee Eisenman stated that she had audited the Abstract of Claims dated December 24, 2013 in the amount of $1,036,033.68 which includes $57,981.27 in Library Claims previously audited by a Trustee of the Library Board which were found to be in order and he moved that such payment be ratified. Upon motion duly made by Trustee Eisenman and seconded by Trustee Mark, the following resolution was adopted unanimously: RESOLVED, that the Abstract of Claims dated December 24, 2013 in the amount of $1,036,033.68 is hereby approved. ******** Personnel Committee Upon motion entered by Trustee Martin, and seconded by Trustee Mark, the following resolution regarding an Appointment to the Advisory Council on Scarsdale Senior Citizens was adopted by a unanimous vote: RESOLVED, that Terry Kessler Schwarz, 2 Norma Place, Scarsdale, is hereby appointed to serve as a member of the Advisory Council on Scarsdale Senior Citizens to fill the unexpired term of Helen Village Board of Trustees 12 -24-2013 P a g e | 377 Stempel for a term ending April 7, 2014, or until such time as a successor is appointed. ******** Municipal Services Committee Upon motion entered by Mayor Steves, and seconded by Trustee Mark, the following resolution regarding Acceptance of a Gift for the Scarsdale Public Library was approved by a unanimous vote: WHEREAS, the Scarsdale Public Library, with the assistance of Lothrop Associates recently completed a Master Plan dated June 10, 2013; and WHEREAS, the Master Plan includes a number of building additions, alternations and renovations at an estimated total cost of $7,566,700 to be completed in phases over a multi-year period; and WHEREAS, due to the limited availability of funding sources, the Scarsdale Public Library Board has begun a capital campaign to implement the Master Plan; and WHEREAS, the E Wachs Family Foundation has offered to donate $25,000 in memory of Elise Maas toward the Scarsdale Public Library Master Plan Capital Campaign; and WHEREAS, pursuant to Policy #103: “Gifts to the Village of Scarsdale” of the Village of Scarsdale Administrative Policies & Procedures Manual, acceptance of all gifts valued at $500 or greater must be approved by the Village Board of Trustees; and RESOLVED, that the Board of Trustees hereby accepts the gift of $25,000 in memory of Elisa Maas from the E Wachs Family Foundation to go toward the completion of projects identified in the Scarsdale Public Library’s Master Plan; and be it further RESOLVED, that the Board of Trustees hereby extends their thanks and appreciation to the E Wachs Family Foundation for this generous gift to the community. ******** Other Committee Reports None. Village Board of Trustees 12 -24-2013 P a g e | 378 ******** Liaison Reports Trustee Mark reported as Liaison to the Greenacres Neighborhood Association, noting that the Association dropped their plans to get a ‘No Turn on Red’ sign removed from the corner of Fenimore and Post Roads. ******** Written Communications None. ******** Mayor Steves requested that the following future meeting schedule be incorporated in the meeting minutes by reference to the agenda:  January 14, 2014 – Agenda Meeting – 7:30 P.M. – Trustees’ Room  January 14, 2014 – Board of Trustees – 8:00 P.M. – Rutherford Hall FY 2014/15 Budget Discussions  Finance Committee: Thursday, January 16, 2014 - 6:30 P.M.
