Village Board of Trustees 12-23-2014 P a g e | 381 THREE THOUSAND TWO HUNDRED TWENTY-FIRST LIMITED AGENDA MEETING Trustees’ Room Village Hall December 23, 2014 A Limited Agenda Meeting of the Board of Trustees of the Village of Scarsdale was held in the Trustees’ Room in Village Hall on Tuesday, December 23, 2014 at 8:35 A.M. Present were Mayor Steves, Trustees Brodsky (via teleconference), Lee, Martin, Pekarek, and Samwick. Also present were Village Manager Gatta, Village Attorney Esannason, Deputy Village Attorney D’Andrea, Village Treasurer McClure, Village Clerk Conkling, and Assistants to the Village Manager Scelza and Schnabel. ******** The minutes of the Board of Trustees Regular Meeting of December 9, 2014 were approved on a motion entered by Trustee Lee, seconded by Trustee Martin, and carried unanimously. ******** Bills & Payroll Trustee Martin reported for Trustee Stern, stating that he had audited the Abstract of Claims dated December 23, 2014 in the amount of $356,283.87 which includes $35,805.58 in Library Claims previously audited by a Trustee of the Library Board which were found to be in order and he moved that such payment be ratified. Upon motion duly made by Trustee Martin and seconded by Trustee Pekarek, the following resolution was adopted unanimously: RESOLVED, that the Abstract of Claims dated December 23, 2014 in the amount of $356,283.87 is hereby approved. ******** Public Comments As there were no comments offered by the public, Mayor Steves closed the public comments portion of the meeting. Village Board of Trustees 12-23-2014 P a g e | 382 ******** Finance Committee Mayor Steves moved to include the following Statement of Expenses and Revenues as of November 30, 2014 in the minutes of today’s Limited Agenda Meeting, seconded by Trustee Martin and carried by a unanimous vote. General fund appropriations were 41.48% spent as of November 2014, which is a decrease of 1.2% from the 42.67% in 2013-2014. General Fund Revenues other than property taxes are $8,541,381 through November 2014 compared to $9,014,386 through November 2013, a decrease of $473,000. After adjusting for the FEMA receipt of $400,292 and the Con Edison Substation lease renewal payment of $148,824 (normally due in January), revenues were improved $76,100. Building Permit revenue (included in License and Permit revenue) is down about $207,100 from last year’s record pace. Please note that the 2013-2014 first quarter License and Permit revenue included a single permit fee of $196,000. The largest single permit fee for 2014 to date is $91,000. Tax penalties and delinquent tax collections are also down as the balance of taxes and liens declined from last year. Public Utility Tax, Sales Tax, Equipment Sales, Parking Permit and Meter revenue, and State Mortgage tax net of Department Fees are up an aggregate of $137,100. Recreation fees are up $162,800. Property Rentals are down $205,700 due to the aforementioned Con Ed lease payment and the cancellation of the Nextel leases; State Aid is down $399,800 since the 2013-2014 figures included FEMA aid and License and Permit revenue overall declined $127,100 over last year.
