Village Board of Trustees 05-26-2015 190 THREE THOUSAND TWO HUNDRED THIRTY-SECOND REGULAR MEETING Rutherford Hall Village Hall May 26, 2015 A Regular Meeting of the Board of Trustees of the Village of Scarsdale was held in Rutherford Hall in Village Hall on Tuesday, May 26, 2015 at 8:00 P.M. Present were Mayor Mark, Trustees Callaghan, Finger, Lee, Pekarek, Samwick and Stern. Also present were Village Manager Gatta, Deputy Village Manager Pappalardo, Village Attorney Esannason, Village Treasurer McClure, Village Clerk Conkling, and Assistant to the Village Manager Scelza. ******** The minutes of the Board of Trustees Regular Meeting of Tuesday, May 12, 2015 were approved on a motion entered by Trustee Pekarek, seconded by Trustee Lee, and carried unanimously. ******** Bills & Payroll Trustee Pekarek reported that she had audited the Abstract of Claims dated May 26, 2015 in the amount of $464,052.96 which includes $27,498.38 in Library Claims previously audited by a Trustee of the Library Board which were found to be in order and she moved that such payment be ratified. Upon motion duly made by Trustee Pekarek and seconded by Trustee Samwick, the following resolution was adopted unanimously: RESOLVED, that the Abstract of Claims dated May 26, 2015 in the amount of $464,052.96 is hereby approved. ******** Mayors Comments Mayor Mark presented Village Manager Alfred Gatta with a Proclamation that read as follows: Village Board of Trustees 05-26-2015 191 PROCLAMATION WHEREAS, on this day, May 29th, 2015, Alfred A. Gatta will retire after 20 years of faithful, productive and competent service as Scarsdale Village Manager, and WHEREAS, his accomplishments as Manager over that long service are many and leave the Village of Scarsdale in a much improved condition, and WHEREAS, during his managerial tenure the important Village Popham Road artery was reconstructed and modernized at its vital bridge juncture over the railroad tracks, ensuring safe auto travel and improving downtown traffic flow, and WHEREAS, the Public Safety building also was completely renovated and modernized under Alfred Gatta’s management, and WHEREAS, other major improvements during his tenure include the Supply Field Building renovation, the Fox Meadow storm drainage upgrade, renovation of 17 village playgrounds, rehabilitation of the historic Wayside Cottage and the Scarsdale Train Station, water system pump station upgrades, improvements to the municipal swimming pool and downtown infrastructure modernization improvements, and WHEREAS, the above improvements involved a cost of over 40 million dollars with State and Federal Governments providing half of the required funding, and WHEREAS, these major improvements were accomplished and those costs met while the village manager’s budgets provided only modest annual tax rate growth and the Village maintained its Aaa bond rating, and WHEREAS, the difficult problem of property tax fairness also was addressed under Alfred Gatta’s management with the Village spending 1.1 million dollars on a needed revaluation program, the first in 45 years, and WHEREAS, Alfred Gatta’s retirement completes a 45-year career in local government, a career that includes major city management experience for a decade in Hartford, Connecticut, where he managed 2,700 employees and an operating budget of 360 million dollars and a five-year stint as City Administrator for Ann Arbor, Michigan, a community with 1,000 employees and an operating budget of 141 million dollars, and WHEREAS, despite that long and major city management experience, Alfred Gatta served the Village of Scarsdale with unassuming modest authority, remaining approachable to Village residents and willing to listen to their complaints and ideas, while at the same time managing staff with a soft, understanding hand. Now therefore be it RESOLVED, that this day is proclaimed “Alfred Gatta Day” in Scarsdale to honor his service to the Village of Scarsdale, and be it further Village Board of Trustees 05-26-2015 192 RESOLVED, that Alfred Gatta, a native of Long Branch, New Jersey, raised in Queens, New York and Red Bank, New Jersey, and the holder of a Master’s Degree in Public Administration from New York University, is named an honorary resident of the Village of Scarsdale, and be it further RESOLVED, that I as Mayor and on behalf of the Village Board of Trustees, the Village of Scarsdale and its residents, thank Alfred Gatta for his faithful service and wish him and his wife, Jane, and his children many happy years in his retirement, and be it further RESOLVED, that the text of this mayoral proclamation be spread on the minutes of the June 9, 2015 regular meeting of the Village Board of Trustees and that that meeting be adjourned in honor of Alfred Gatta. ******** Mayor Mark presented the framed proclamation to Village Manager Gatta, and there was a round of applause from the Board, staff, and members of the audience. Mayor Mark thanked everyone for attending. ******** Managers Comments Village Manager Gatta introduced Frank Balbi, the Village Engineer who will update the Board on the status of Saxon Woods Road, and will also give a presentation of Stormwater Phase II Notice of Intent – Annual Report for March 10, 2014 through March 9, 2015. Village Engineer Balbi reported on Saxon Woods Road, stating that the road is now open again from the Scarsdale line out to Mamaroneck Avenue. White Plains still does have some work to do; the project is not complete. However, the city feels that they don’t need to keep the road closed anymore to complete the work. There is temporary pavement, all the structures are ramped up with asphalt as a temporary measure. They will come back in the fall and put in the final coat of asphalt. This is for a few reasons; one being to let the roadway settle and fix anything that might settle out during the summer. Besides the temporarily raised structures, they did a pretty good job with it. Village Engineer Balbi next gave the following Storm water Phase II Notice on Intent Annual Report: “I will briefly describe the reason for our annual report, then go through the different reporting groups and highlight some of our activities throughout the year. I am not going to recite the report line by line Village Board of Trustees 05-26-2015 193 In 2003, the Village of Scarsdale, along with most municipalities throughout the state received a permit from the NYSDEC (Department of Environmental Conservation) for stormwater discharges into watercourses throughout town. Essentially, this permit requires the municipality to monitor the quality of water that enters the Town’s waterways. One of the permitting requirements is the submission of this annual report to New York State. This report identifies 6 different categories (or Minimum Measures) that are monitored and documented throughout the year. Each Minimum Measure is intended to help the Village ensure a high quality of water that is discharged. Minimum Measure 1 – Public Education and Outreach This category is designed to inform the public about negative impacts to our stormwater system  New electronic kiosk in the lobby of Village Hall show informational slides on a continuous loop  Stormwater videos and links are posted to our Stormwater homepage on the Village website  Leaf mulching campaign informing residents of benefits to our drainage system (reduce leaves entering our system)  Informational signs at the newly constructed Library rain garden project Minimum Measure 2 – Public Involvement/Participation This minimum measure takes the next step in education, and gets the public involved with stormwater improvement.  Arbor day plantings in Chase park  “Community Planting Days” like the one that took place adjacent to the watercourse running behind Scarsdale High School  cleanup days  The presentation of this annual report is a chance for public participation Minimum Measure 3 – Illicit Discharge Detection and Elimination Under this category, the Village of Scarsdale documents the annual inspections of its outfalls. An outfall is anything that discharges into a watercourse…for example if you are driving down Catherine Road along the Middle School field, you can see a pipe that discharges into the watercourse. That is one of our 44 outfalls.  During this reporting period, we successfully found and properly eliminated 10 illicit discharges. This number may seem high, but most of them were detected during our sanitary sewer smoke testing program performed last year. 8 improper connections into our sanitary sewer system were removed, and 2 connections into our storm system were disconnected. Village Board of Trustees 05-26-2015 194 Minimum Measure 4 – Construction Site Stormwater Runoff Control In general, all construction that disturb more than 500 SF of land require a stormwater permit from the Village of Scarsdale. In addition, all projects that result in a disturbance of more than one acre of land require an additional permit from the state.  During this reporting period, one project has been authorized for disturbance of more than one acre (8 Heathcote)  A total of three projects were active (the Ambassador, Harcourt Woods improvement project, and 8 Heathcote) Minimum Measure 5 – Post Construction Stormwater Management Stormwater management systems that are installed as part of a State permit must be mapped and regularly maintained.  The plantings within the detention areas of Georgefield Park, Cooper Green, and the Library Rain Gardens are maintained throughout the year. Sediment that is collected in these systems is removed and properly disposed of  Catch Basin inserts installed as part of the Library Rain Garden are vacuumed out Minimum Measure 6 – Stormwater Management for Municipal Operations This category is often referred to as our “housekeeping program”. Under this minimum measure we report the:  acres of parking lots swept (4)  miles of streets that are swept (201)  number of catch basins inspected and cleaned (1325)  as part of the Library Rain Garden project, 15 catch basin inserts were installed. These inserts are regularly vacuumed out and inspected.” Village Engineer Balbi asked if there were any questions or comments from the Board. Trustee Callaghan asked Mr. Balbi if they test for any pollutants in the stormwater drainage system. Village Engineer Balbi replied that through this permitting system, there is no formal requirement for stormwater testing yet. He noted that he felt that this would probably become part of the report in the future and that it is only a matter of time. Deputy Village Manager Pappalardo stated that the report is filed with the Village Clerk and is also viewable on the Village website, www.scarsdale.com. If anyone is interested in reading the entire report, they may do so. ******** Village Board of Trustees 05-26-2015 195 Village Manager Gatta requested that Superintendent of Public Works Benny Salanitro give the Board a brief update on the status of the road repairs, and also report on National Public Works Week – there is a resolution on this evening’s agenda in that regard. Superintendent of Public Works Salanitro stated that since the winter months, he and the Mayor did a spot on local cable access trying to show the efforts of the Public Works Department to immediately address the conditions of potholes and other delaminated areas in the Village. All of those have been addressed; they are currently in the process of doing more permanent repairs to the roadway system. They are also out to bid with a return date of June 4th for the annual resurfacing and other related roadway work. He stated that he hopes to have an agenda item on the June 9th Board meeting for adoption. Mr. Salanitro stated that he is also here tonight because there is a resolution on this evening’s agenda regarding National Public Works Week. He stated that he is proud to be here this evening for that. National Public Works week is a celebration of the tens of thousands of men and women of North America who provide and maintain the infrastructure and services collectively known as Public Works. National Public works week was instituted as a public campaign by the American Public Works Association back in 1960. It calls attention to the importance of Public Works in community life. The week seeks to enhance the prestige of these employees. National Public Works week is observed each year during the third full week of May. There were a number of Public Works representatives present in the audience. In recognition of National Public Works Week, Mr. Salanitro stated that DPW hosted two big truck days – last Thursday at the Library, tomorrow at the Westchester Reform Temple. Mr. Salanitro thanked the Board for the resolution on the agenda this evening for National Public Works Week. Mayor Mark stated that the Board will place the resolution concerning National Public Works week ahead of its place on the agenda under Municipal Services Committee and asked Trustee Stern to introduce the resolution. Trustee Stern stated that it is a great pleasure to read the following resolution and mentioned that Mr. Salanitro and his DPW are the glue that keeps this Village together. They maintain all the school buses, and all the vehicles at great savings to the Village. There are so many things that they take care of that residents never see. What they do is make life very comfortable for all the residents of Scarsdale and we owe them a tremendous debt of gratitude. He thanked them personally, both Benny and his crew for doing this job for all these years and consistently with great fervor and great dedication. There followed a round of applause. Upon motion entered by Trustee Stern, and seconded by Trustee Lee, the following resolution regarding Recognition of Public Works Week was adopted by a unanimous vote: Village Board of Trustees 05-26-2015 196 WHEREAS, the Village of Scarsdale has a long and proud history of providing quality public works services to the community recognizing that maintaining these services and the public infrastructure and facilities are of vital significance to a sustainable community; and WHEREAS, the Scarsdale Department of Public Works (DPW) is comprised of the Administration, Engineering, Highway, Sanitation, Facilities Maintenance and Central Garage Divisions, the employees of which are dedicated to performing their duties in a professional manner to best serve Scarsdale residents; and WHEREAS, the employees of the Scarsdale DPW are also first responders, highlighted by recent severe weather events such as Hurricane Sandy, requiring DPW staff to respond on a 24/7 basis to emergency situations where the public health, safety and welfare is at risk; and WHEREAS, the American Public Works Association (APWA), is a non-profit organization founded to provide resources, networking and a clearing house of information to enhance the professionalism of those individuals working in all aspects of Public Works; and WHEREAS, the year 2015 marks the 55th anniversary of the APWA’s annual National Public Works Week, a celebration of the thousands of men and women in North America who provide and maintain the infrastructure and services collectively known as public works; and WHEREAS, it is in the public interest for the citizens, civic leaders and youth of America to obtain an interest, knowledge and understanding of the importance of public works and public works programs in their respective communities; now therefore be it RESOLVED, that the Scarsdale Village Board of Trustees hereby recognize the week from May 17 through May 23, 2015, as National Public Works Week in honor of the hard work and dedication of all employees of the Village of Scarsdale Department of Public Works. ******** Mayor Mark asked at this time that the minutes of this meeting reflect the enthusiastic seconding and unanimous approval of the resolution honoring Village Manager Gatta. ******** Village Board of Trustees 05-26-2015 197 Public Comments Dorothy Finger, 27 Sheldrake Road, wanted to say a fond farewell to Mr. Gatta, who when she came on the Board had been Manager for a year. In the few years that she served she learned a tremendous amount about government, management, personal style and really in the way in which he did teach, not just the Board but his staff. She stated that she found that extraordinary and have only one criticism – he is leaving now, before Carl Finger can have that experience. One thing that he did that Carl Finger can learn from is that he brought back Steve Pappalardo and gave him the opportunity to grow and to lead and to be an effective Manager. Bill Kaye, Wildwood Road, stated that he had prepared some remarks because if he spoke from the heart it would take too long. He stated that he has had the honor of being on various Village Boards, Councils and Committees over the years and have worked directly with the Village Manager. Tonight, Village Manager Gatta was made an honorary citizen of Scarsdale but many of us know that he has been a citizen in fact, if not by address for quite a long time. Al Gatta’s act won’t be hard to follow, it will be impossible. Luckily for us, the next act who learned from the current act will also be great but will be his own act. And whether or not the citizens of Scarsdale know it, they will miss Al Gatta greatly. He stated that he knew, firsthand that history will count Al as one of the best to have ever served the Village. Bob Steves, 2 Fairview Road, stated that he used to work here. Tradition would not have him back at the podium for some time; that’s under ordinary circumstances. But tonight is not an ordinary time. So neither tradition nor the Ranger’s game keeps him from the opportunity to make some comments about Al. He stated that he has had the privilege to work with Al closely during the last six years and even before that in his School Board role. He has seen Al work in critical and sensitive areas and found himself saying that the community doesn’t see this – they don’t understand it, don’t know it, and he hoped that if they did they would appreciate it like those of us who have had the opportunity to work closely with Al. There was a number of comments about the infrastructure and the brick and mortar issues that Al has so wisely led and provided for this community. However, he stated that he would like to focus on another issue, and that is the way he manages people. Not the Mayor or the Trustees, but the staff. Al has attracted and maintained very, very high quality people. He hoped the community appreciates the quality of the people that it has leading its departments. He stated that he had the opportunity to talk to a Village Manager in another Village while investigating another issue. He stated that he talked five minutes on the issue and the Village Manager volunteered 20 minutes of how lucky he was to have worked in Scarsdale at one point and how well prepared he was for his new job. The ability to attract and retain people is as grand and precise a measure of the quality of a person as he could think. Even those people who leave, and in his tenure five young people left to take on higher responsibilities throughout the State because they were well trained, well-seasoned and given not only the skills but the nuances of government in Village Board of Trustees 05-26-2015 198 New York State. And those people who return, and Steve, and he thought that Steve’s return is a measure not only of his affection for his affection for Scarsdale but for Al himself. He offered that the community reflect on Al’s leaving and what he leaves behind and say with all sincerity that the quality of the people that he has attracted and nurtured and trained and given simple explanations to is indeed his greatest legacy. Kay Eisenman, 156 Brewster Road, stated that endings are always difficult. She remembers that when Al first came she was on a Council and through the years various Boards and Councils that worked with him and had always admired his style and his ability to see problems clearly and to solve them with grace and dignity. Because of her work with the County, she knows that he is also admired not just within Scarsdale, but beyond its borders too and seen as something of a senior diplomat throughout the County. She thinks everyone regrets his leaving but wish him good speed and she knows that whatever he does next, he will be very good at that too. She thanked him and told him that he has really been a wonderful Village Manager and everyone will miss him. Carolyn Stevens, Potter Road, she stated that she is going to cry so everyone just has to forgive her. She stated that she had a really hard time trying to find the right tone for what she wanted to say. Nothing seemed quite right. She thought about talking about all the things Al accomplished for this Village but making a list of things is not really what she wanted to talk about. He has certainly done a lot of things that have made this place a better place to live and raise a family and he has helped the Village weather the worst economic downturn since the depression. He has done a great job with restructuring DPW, etc. What she wanted the residents of the Village to know is what everyone on this Board knows and everyone in the room knows and that is that his greatest talents are not something that can be measured, not demonstrable with statistics or financial data and they can’t be seen in the bridge project or flood mitigation project. It’s even more than his management or financial skills, what she wanted to thank him for personally and for the Village has been his patience and his ability to teach. Given our form of government, every year Al has a different Board to work with. Every two years he has a new Mayor to work with and not only does he find a way to work with all these different personalities, but he really makes an effort to manage in a very inclusive manner. He manages to teach all of us, all of the basics of good government and good municipal finance. He does it in a way with most of us not even realizing he’s done it. That is what she finds so amazing. There are very few lecture; but for the most part the touch is incredibly light and incredibly informative and incredibly supportive. What he does for this Village is not only manage the staff, but he has managed to give skills to all the Trustees and Mayors and have made them better at their jobs and made better decisions for this Village. This Village owes him a deep debt of gratitude. She personally thanked him for his mentoring and friendship and she knows that they will both continue. Ms. Stevens stated that Emerson once said that ‘to leave the world a bit better, that is to have succeeded.’ Al has certainly left Scarsdale so much better. Village Board of Trustees 05-26-2015 199 Ed Morgan, 8 Tunstall Road, submitted a letter to the Board and the Village Clerk regarding Al Gatta’s service as Village Manager. He stated that he was not going to read the letter as he knew the Board had other things to do tonight. However, he would like to state that he is the only person here this evening that was present for Al Gatta’s first and last meetings. It has been a real privilege. From the very beginning, when the Committee of the Trustees met to consider who should be the next Village Manager, they were impressed with a lot of things about Al. But two things in particular stood out – one was a very strong financial background and the other considerable experience with municipal construction contracts. Those were factors that were taken in account at the time. When you take a look at the list of all of the accomplishments in the proclamation, those skills have been put to very good use for the last 20 years. The other thing is more personal: the relationship between a Mayor and Manager is a very special relationship. Anyone who has had the privilege of being in that position knows that. Of necessity it is a relationship of a partnership. In the vast majority of cases, Al Gatta and he were on the same page from the start. In the few instances where they were not on the same page, we had a conversation and worked it out and came up with a solution that was best for the Village. In conclusion, Mr. Morgan thanked Mr. Gatta for his wonderful service for the last 20 years and thanked him for being such a wonderful partner and friend. Robert Harrison, 65 Fox Meadow Road, asked Mr. Gatta if he remembered that when he first came to Scarsdale, he reached out to him and they went to lunch together. Mr. Gatta has always had an open door and returned his emails and phone calls. We didn’t always agree, but that’s what life is all about. When the Mayor read the list of Mr. Gatta’s accomplishments, it’s pretty amazing. All the trials and tribulations with the Popham Road Bridge, it should be called the Alfred Gatta Bridge. It’s been a great ride; you can’t satisfy all the people all of the time but he thought Mr. Gatta did a good job. He stated he was looking forward to the Retirement dinner on Friday night. Now that he is retiring he can invite him to the Penn State/Michigan game on November 21st and treat him to tickets. Hopefully this isn’t the end of his relationship with the residents of Scarsdale and the friendships that he has built over all these years. Dan Hochvert, Woods Lane, stated that he was thinking about the things that stuck in his mind from the time he spent on the Board working with Al. Three of them jump out at him. Almost as soon as he came on the Board, the Building section of the Code was offered to the Board for update. Being fairly naïve, he thought that this was a hodgepodge and we can do better than that and he volunteered to rewrite that section of the Code. Al said no, Trustees don’t do our work and he did a marvelous job of rewriting that section of the Code. Another thing he recalled is that Al is not really a great fan of technology. However, at the time he came on the Board, the Village website was probably as bad as it could be and even though he may not be a great fan of technology, he encouraged our chief technical officer to update the Village website and he did a marvelous job with that. Perhaps the one that is most important was Al’s full support for the rewrite of the storm water section of the Code where he brought several department heads together and we worked Village Board of Trustees 05-26-2015 200 together word by word. He gave Al credit for bringing all the necessary department heads together along with the current Mayor. Mr. Hochvert stated that although he learned a lot about Al while he was on the Board, he learned more afterwards. He agreed with Mayor Steves about Al’s relationship with people on staff at the Village. All staff seems to enjoy his company and value his guidance. There is a soft spot in his heart for anybody who lives in this Village who needs a hand of any sort. Although he may disagree with people heartily, he feels that they also have a right to be heard and listened to. Those are other elements that have made him as good a Manager as any municipality has ever had. Mr. Hochvert stated that he thought Al was just a great guy. Mayor Mark stated that there will be additional well deserved comments at Al Gatta’s retirement dinner on Friday. As there were no further comments from the public, Mayor Mark closed the public comments portion of the meeting. ******** Finance Committee Trustee Samwick reported on the statements of expense and revenue for the various funds of the Village for the first eleven months of fiscal year 2014-2015. General fund appropriations were 83.58% spent as of April 2015, which is a decrease of 3.75% from the 87.33% in 2013-2014. General Fund Revenues other than property taxes are $14,438,454 through April 2015 compared to $14,355,065 through April 2014, an increase of $87,400.. Both years include non-recurring revenues of approximately $500,000. Current year revenues included $500,000 from the sale of the land abutting 2-4 Weaver Street and 2013-2014 receipts include FEMA receipts of $400,292 and $100,977 2013-2014 also includes the Con Edison Substation lease renewal payment of $148,824. Building Permit revenue (included in License and Permit revenue) is $45,100 more than last year’s record pace. Please note that the 2013- 2014 first quarter License and Permit revenue included a single permit fee of $196,000. The largest single permit fee for 2014-2015 to date is $91,000. Tax penalties and delinquent tax collections are down $12,400 as the balance of taxes and liens declined from last year. The Village received $500,000 from the sale of an abutting parcel to 2-4 Weaver Street. Excluding the receipt from the sale of property, Public Utility Tax, Sales Tax, Equipment Sales, Department Fees, Licenses and Permits and Parking Permit and Meter revenue net of Investment Earnings are up a net of $24,700. Court revenue is down $89,900. Mortgage tax is down $114,900. Recreation fees are up $198,600. AYES NAYS ABSENT Trustee Callaghan None None Trustee Finger Trustee Lee Trustee Pekarek Trustee Samwick Trustee Stern Mayor Mark ******** Municipal Services Committee Upon motion entered by Trustee Stern, and seconded by Trustee Pekarek, the following resolution regarding Award of Design, Engineering, and Construction Management of Contract – Professional Consulting, Inc. – Ardsley Road Water Storage Tank Rehabilitation Project and Appropriation of Funds was adopted by the vote indicated below: WHEREAS, the Village of Scarsdale has included in its Capital Plan for a number of years the rehabilitation of the 750,000 gallon water storage tank located on Ardsley Road in the Town of Greenburgh and have sought proposals for the design, engineering, competitive bidding, and inspection services for the project, said services to include structural evaluation, interior/exterior coating analysis, investigation of tank foundation and appurtenances, and general inspection of any proposed work; and WHEREAS, the Village is now prepared to move forward with the project and has identified the funding sources to retain a firm to perform the above- referenced scope of work to ensure that rehabilitation of the Ardsley Road storage tank includes all necessary repairs and improvements, that a well-qualified construction firm is selected at a competitive rate, and that the project is delivered on-time, within budget, and in a manner compliant with all applicable codes and specifications; and WHEREAS, funding has been identified for this project, which is now estimated to cost $1.1 million to $1.4 million, from the following sources: $1 million balance of borrowing authorization from the Reeves Newsom bond issue, $300,000 from the Eastchester Water Fund, and approximately $100,000 already appropriated in the 2014-15 Village of Scarsdale Water Enterprise Fund; and Village Board of Trustees 05-26-2015 203 WHEREAS, A Request for Proposal was distributed on April 15, 2015, to three well-qualified firms with demonstrated experience designing and overseeing water storage tank rehabilitation, resulting in non- response from one vendor, a $199,300 bid from Woodward & Curran, and a $110,500 bid from Professional Consulting, Inc., each of which were reviewed by the Water Superintendent with Village Manager oversight, with a summary memo created and attached herewith, accompanied by the RFP responses received; now, therefore, be it RESOLVED, that the Village Manager is authorized to execute an agreement with the recommended lowest qualified design and engineering firm, Professional Consulting, Inc., 1719 Route 10, Parsippany, N.J. 07054, pursuant to the Village April 15, 2015, RFP in the amount of $110,500; and be it further RESOLVED, that the Village Treasurer establish the proper capital budget account, “Ardsley Road Water Storage Tank Rehabilitation,” with the sources of funding as prescribed in this resolution, and that the Village Manager take all administrative actions necessary to fulfill the terms of the RFP and any successive agreement in substantially the same form as attached hereto. Upon motion entered by Trustee Stern, and seconded by Trustee Lee, the following resolution regarding a Professional Services Agreement with Fuller and D’Angelo, P.C. They had eight cases. The Village Attorney present, Richard Gardella summed up the Farragut Road situation which was very informative to the Board. Trustee Callaghan stated that he was also invited to attend session at the Annual Meeting and Reception of the Bronx River Parkway and Preservation Conservatory. There was an update given by Kevin Rose, a Westchester Traffic Safety Engineer on the Crane Road Bridge. The good news is that the Crane Road Bridge is going to be open in August. Regarding a meeting of the Town Board of Assessment Review, Trustee Callaghan stated that this meeting will be held on June 16th and he will update the Board on what those decisions are. Trustee Callaghan reported that he also met with SVAC/David Raizen. He will be meeting in mid-June with him due to the fact that he is working on routine audits with several regulatory agencies. Trustee Callaghan further noted that he also made contact with the Murray Hill/Middle Heathcoat Neighborhood Association.
