Village Board of Trustees 03/15/2017 85 THREE THOUSAND TWO HUNDRED SEVENTY-SIXTH REGULAR MEETING Rutherford Hall Village Hall March 14, 2017 A Regular Meeting of the Board of Trustees of the Village of Scarsdale was held in Rutherford Hall in Village Hall on Wednesday, March 15, 2017 at 8:00 P.M. Present were Mayor Mark, Trustees Callaghan, Finger, Pekarek, Samwick, Stern and Veron. Also present were Village Manager Pappalardo, Deputy Village Manager Cole, Assistant Village Manager Richards, Village Attorney Esannason, Deputy Village Attorney Garrison, Village Treasurer McClure, Deputy Village Clerk Regazzi, and Assistant to the Village Manager Ringel. ******** The minutes of the Board of Trustees Regular Meeting of Tuesday, February 28, 2017 were approved on a motion entered by Trustee Finger, seconded by Trustee Pekarek, and carried unanimously. ******** Bills & Payroll Trustee Stern reported that he had audited the Abstract of Claims dated March 14, 2017 in the amount of $466,924.07 which includes $20,063.29 in Library Claims previously audited by a Trustee of the Library Board which were found to be in order and he moved that such payment be ratified. Mayor Mark noted that he is recusing himself from this vote as one of the payments is to the Scarsdale Teen Center and his wife is the President of the Adult Board. Upon motion duly made by Trustee Stern and seconded by Trustee Samwick, the following resolution was adopted by a 6-0 vote (Mayor Mark recused): RESOLVED, that the Abstract of Claims dated March 14, 2017 in the amount of $581,900.84 is hereby approved. Village Board of Trustees 03/15/2017 86 Trustee Stern further reported that he had examined the payment of bills made in advance of a Board of Trustees audit totaling $950,162.35 which were found to be in order and he moved that such payments be ratified. Upon motion duly made by Trustee Stern and seconded by Trustee Samwick, the following resolution was adopted unanimously: RESOLVED, that payment of claims made in advance of a Board of Trustees audit totaling $950,162.35 is hereby ratified. ******** Mayor’s Comments Mayor Mark gave the following comments this evening: “The March 14th Snow Storm: The March snow storm of 2017 was sufficiently severe to cause us to move our regular Board meeting from yesterday evening to tonight. Our thanks to Benny Salanitro, Superintendent of the Department of Public Works and his crews for their hard work in digging the Village out from under yesterday’s snow and sleet storm. DPW crews hit the roads at 2:30 am on March 14th and worked through the night clearing Village roads and sidewalks. As a result, streets were sufficiently clear for this morning’s commute. Roads were icy due to sleet that fell during part of yesterday’s storm and we had little help from the sun today since temperatures stayed in the twenties. As result, crews continued their road-clearing work today. Crews will start clearing the piles of snow plowed up in the Village center starting at 10:00 pm this evening. We appreciate the efforts of the DPW in making the Village passable and hope that with spring around the corner, we have seen the last of the winter of 2016-2017 snow storms. Communications: A further word of thanks to the Village Manager, Deputy Village Manager and other members of Village staff for keeping Village Hall open yesterday. In particular, thanks for the series of messages to residents they issued during the day updating the Village on the status of the storm and clean-up efforts. For residents who have signed up for Village alerts on the new Village web site, the system seems to have worked well. For those residents who have not yet signed up and wish to do so, go to www.scarsdale.com and click on the “Services” heading and the “Alerts” tab in the drop-down menu. This brings a user to a page that includes a “Notify Me” link and when that is clicked through, to a long list of categories of alerts to choose from. With a simple sign-up process, residents can select alerts on matters they are interested in. The system works and yesterday’s storm gave those who have signed up for it a chance to experience it. Thank you to Trustee Veron, the Ad Hoc Communications Committee and Deputy Village Manager Rob Cole for their continued efforts to increase the utility of the Village communications systems. Village Board of Trustees 03/15/2017 87 2017-2018 Tentative Budget: The Village Staff and this Board are nearing the end of the process of preparing the 2017-2018 Village budget. Work on the budget has been ongoing since the fall of 2016. There have been seven public meetings that focused on the proposed budget. One of those meetings was an all-day session during which each Village department and certain Village organizations made presentations detailing their budget requests and the reasons underlying them. Among others, representatives of the Scarsdale Forum and the League of Women Voters attended some of those meetings. The draft preliminary budget proposal was finalized at the meeting of the Finance Committee held just prior to this Board meeting. The schedule going forward is dictated by the statutory requirement that the budget be adopted no later than May 1, 2017. The schedule is as follows: • the tentative budget is to be filed on March 20, 2017, • a public hearing on the budget is scheduled for the Board meeting April 12, 2017, and • adoption of the budget is scheduled for the Board meeting on April 25, 2017 to meet the May 1st deadline. The following is a high level summary of what is proposed. The draft preliminary budget, totaling $56,497,806, contemplates a year to year tax levy increase of approximately $861,543 or 2.19%, representing a $223 tax increase for a property owner assessed at the Village average of $1,505,328. As expected, this increase exceeds the NY State tax levy cap which for the 2017-2018 fiscal year is 1.37%, a percentage that would permit an aggregate dollar increase in the levy of approximately $516,000. This total budget increase of $861,000 is driven by an approximate 12% or $871,000 increase in state mandated costs for employee health insurance. Health Insurance is provided through the NYS Health Insurance Program’s Empire Plan, with plan benefits and rates are negotiated by NYS and its labor unions. Under the NYS Taylor Law, health insurance benefits are considered a mandatory subject of collective bargaining with labor unions, so the Village is not free to simply change the plan. The increases in health insurance are partially offset by a year-to-year decrease of $143,000 in pension costs of $4.43 million, a $104,000 or 10% decrease in workers compensation premium and claims expenses, and a $168,000 decrease in General Liability Insurance premiums. A transfer of $1,272,500 from the General Fund to the Capital Fund is planned and represents the Village Board’s continued commitment to performing much needed infrastructure improvements. Total Village expenses, including all departmental and non-departmental items, increase by $1.86% year to year. The use of General Fund balance in the amount of $1,213,000 is proposed for tax relief, an amount $190,000 higher than last year. In addition, a water rate increase from $2.50 to $2.85 per unit of water (748 gallons) has been approved as part of a series of Village Board of Trustees 03/15/2017 88 planned multi-year increases announced last year. The five-year plan takes into account increases in costs to purchase water from our supplier, New York City, as well as a need to replenish the fund balance in the Water Fund. The Water Fund balance is presently in a negative position having been drawn upon to provide $3.1 million of the $9.4 million to fund the renovations of the Ardsley Road and Reeves Newsome pump stations. Use of the fund balance allowed the Village to limit the amount of borrowing needed to finance these projects. Even with this rate increase, Scarsdale’s water rate is currently the second lowest in Westchester County. LED Street Light Project: The Ad Hoc Committee on LED Streetlights has provided an update on the High Traffic Road and Town and Country Fixture Pilot (“Pilot”) and updated budget estimates for the current and 2017-2018 fiscal years and the plans for the rest of 2017. As detailed in the Committee’s report dated September 30, 2016, the Pilot on High Traffic Roads and locations with Town and Country post-top fixtures was extended while the Committee awaits an update to one of the pilot fixtures. It is anticipated this fixture will arrive later this month. Given this extension of the Pilot, the Committee has proposed an amended budget request of $35,000 for the current fiscal year 2016-2017 (down from $100,000) and has shifted $65,000 to fiscal year 2017-2018 (from fiscal year 2016-17). The $35,000 would cover LEDs for the Town and Country Fixtures and the $65,000 would cover the High Traffic Road locations. The Committee will continue working on the Pilot in 2017, provide a recommendation to the Board for the Pilot locations and continue working on finding appropriate LED lights for all roads in Scarsdale. We thank the members of the Committee, Ron Schulhof, Chair, Farley Baker, David Raizen, Michelle Sterling and Department of Public Works Superintendent Benny Salanitro for their hard work on this important project. ******** Manager’s Comments Village Manager Pappalardo stated that he had no comments this evening; however, he noted that he would like to echo the Mayor’s comments regarding the efforts of the Public Works Department during the storm Monday night throughout the day Tuesday. It is a very demanding job and the crews worked tirelessly for many hours without stopping. He stated he is very proud of the work they do and it is much appreciated. Trustee Stern also complimented the work done by DPW and noted that Village Hall was kept open during the storm and that this is remarkable. He gave kudos to Village Manager Pappalardo and to the staff that worked during the day Tuesday. Village Board of Trustees 03/15/2017 89 Village Manager Pappalardo stated that he feels it is very important to keep Village Hall open during storm events as this is a lifeline to the residents who may need help or information. ******** Public Comment Ron Schuloff, LED Committee Chair, read from the Committee’s update to the Village Board, which he noted is available on the website at www.scarsdale.com. Josh Frankel, 45 Black Birch Lane, thanked the Mayor and Trustee Stern for their service. He also spoke to the 2016 Revaluation and the Article 78 litigation. Lena Crandall, 227 Fox Meadow Road, stated that if anyone has any concerns about the Citizen’s Nominating Committee, they should call her. She stated that the voting members of the CNC are elected throughout Scarsdale. Anyone who is a Citizen and a resident can run to be on the CNC. She stated that there will be a post-election community reception on Tuesday, March 21st. Candidates of both parties have stated that they will attend the reception and all have vowed to work together. The reception will be held at the Scarsdale Woman’s Club, 37 Drake Road at 8:30 p.m. Eilon Amidor , 70 Brewster Road, spoke regarding the resolution regarding the Subdivision Fee for 19 Griffen Avenue – 0 and 18 Cornell Street on the Board’s agenda this evening. He asked the Board to consider a lower rate and a lower value. Myra Saul, Lincoln Road, spoke regarding National Immigration Issues-and how Scarsdale should be a welcoming community, supporting immigrants. Bob Harrison, 65 Fox Meadow Road, complimented the Village staff for their work during the storm. He then spoke regarding the Teen Center, the 2016 Revaluation, the roadways and infrastructure. Trustee Samwick addressed an incorrect statement made concerning the Teen Center; a discussion ensued. Mike Levine, 54 Walworth Avenue, spoke regarding the 2016 Revaluation and Brian Nottage’s comments. Steven Rogaski, Catherine Road, agreed with the previous speaker that the Village should adopt an ordinance to make Scarsdale a welcoming Village for immigrants. Village Board of Trustees 03/15/2017 90 Valerie Selwyn, Catherine Road, agreed that legislation should be adopted to make the Village of Scarsdale a welcoming community. There being no further comments, Mayor Mark closed the public comments portion of the meeting. ******** Finance Committee Upon motion entered by Trustee Samwick, and seconded by Trustee Pekarek, the following resolution regarding an Authorization to Execute Professional Services Agreement to Provide Independent Audit Services was tabled by a unanimous vote: WHEREAS, pursuant to New York State Municipal Finance Law, the Village must annually have an independent audit performed of the Village and Justice Court financial statements; and WHEREAS, the accounting firm of O’Connor Davies, LLP, 500 Mamaroneck Avenue, Harrison, NY 10528, has served as the Village’s independent auditor since Fiscal Year 1997-98, performing these audits and providing other assistance to the Village in a highly professional manner; and WHEREAS, in conjunction with their annual audit services, O’Connor Davies has assisted the Village in the past few years towards implementing the comprehensive financial accounting and auditing standards that are required by the Government Accounting Standards Board’s (GASB) statements No. 34 and 45; and WHEREAS, a professional services agreement between the Village and O’Connor Davies, attached hereto and made apart hereof, for a one year term with the option to renew for 2 additional years for a fee not to exceed $67,900 has been negotiated with O’Connor Davies to provide said audit services, as further described in the Agreement; WHEREAS, the fees proposed are competitive with current industry standards and it would be in the best interest of the Village to continue to use O’Connor Davies to conduct the annual audit of the Village’s financial statements; now therefore be it Village Board of Trustees 03/15/2017 91 RESOLVED, that the Village Manager is herein authorized to execute a professional services agreement with O’Connor Davies, LLP, in substantially the same form as attached hereto, to perform annual independent audit and related services for the Village and Justice Court for a fee not to exceed $67,900; and be it further RESOLVED, that all costs for such services be charged to the General Fund Budget Account No. A-1325-ADMIN-AUDIT-400 477. ******** Upon motion entered by Trustee Samwick, and seconded by Trustee Pekarek, the following resolution regarding Acceptance of a Gift for the Scarsdale Public Library Addition and Renovation Project was approved by a unanimous vote: WHEREAS, the Scarsdale Library Board completed a Master Plan dated June 10, 2013, which identifies a number of building renovations and additions that will increase the capacity of the library to provide a broader range of rapidly evolving library services while maintaining popular traditional collections and programs by offering a more balanced utilization of the building space within a safe, attractive and inviting comfortable environment, said master plan supported by the Scarsdale Village Board of Trustees via resolution dated April 8, 2014 (attached); and WHEREAS, the improvements identified in the Master Plan will transform the Library into a multi-purpose community asset for future generations, maintain its preeminent status among free public libraries in the County and State, enhance its technological capacity to further library services and create a physical environment that will be a welcoming and versatile learning center; and WHEREAS, the Scarsdale Public Library Board, at their October 21, 2013 meeting, authorized the retention of the fund raising consulting firm of Plan A Advisors, P.O. Box 165, Thornwood, NY 10594, to design and conduct a capital campaign to implement such a project, subsequently identified in the July 20, 2015, Schematic Design Report prepared by Dattner Architects, at an estimated construction cost of $16,500,000 and total project cost of approximately $19,500,000; and WHEREAS, in accordance with a Village Board request at a March 07, 2016, Committee of the Whole meeting, the Library Board and Architect value engineered the schematic design plans, reducing the total Village Board of Trustees 03/15/2017 92 project cost to $17,900,000, as identified in Option A-1 (attached), which the Architect presented at the July 19, 2016, Committee of the Whole meeting; and WHEREAS, on December 13, 2016, the Village Board of Trustees authorized a $9,900,000 bond to pay part of the $17,900,000 addition and renovation of the existing Scarsdale Public Library Building, with the remainder of the $17,900,000 to be paid by private donations and grants; and WHEREAS, on January 09, 2017, and with thanks to Assemblywoman Amy Paulin, the New York State Dormitory Authority awarded the Village of Scarsdale a $500,000 State and Municipal Facilities Program grant in support of the project, with the execution of a grant agreement pending upon completion of various program review requirements; and WHEREAS, the following donation has been offered to the Scarsdale Public Library Addition and Renovation Capital Improvement Project: Friends of the Scarsdale Library - $533,774.78; and WHEREAS, pursuant to Policy #106: “Gifts to the Village of Scarsdale” of the Village of Scarsdale Administrative Policies & Procedures Manual, acceptance of all gifts valued at $500 or greater must be approved by the Village Board of Trustees; now, therefore, be it RESOLVED, that the Village Board hereby accepts the following gift toward the Scarsdale Public Library Master Plan Improvement Project: $533,774.78 from the Friends of the Scarsdale Library; and be it further RESOLVED, that the Village Treasurer take the necessary steps to complete the transaction and accept this financial gift totaling $533,774.78 and deposit said funds into the Library Capital Campaign Account; and be it further RESOLVED, that the Board of Trustees hereby extends their heartfelt thanks and great appreciation to the above donors for their generosity and commitment to the Scarsdale Public Library and the community it serves. ******** Village Board of Trustees 03/15/2017 93 Land Use Committee Upon motion entered by Trustee Samwick, and seconded by Trustee Finger, the following resolution regarding a Subdivision Recreation Fee – 19 Griffen Avenue – 0 and 18 Cornell Street; Section 24, Block 1, Lots 4, 5, 4A and 4B was adopted by the vote indicated below: WHEREAS, Section 7-730-4 of New York State Village law authorizes planning boards to reserve land in a subdivision for park, playground or other recreational purposes, and take money in lieu of land in cases where suitable park lands of adequate size cannot be properly located on a subdivision plat, the amount of said money to be established by the Village Board of Trustees; and WHEREAS, on January 24, 2017, the Planning Board approved the three lot subdivision of 19 Griffen Avenue, 0 and 18 Cornell Street, creating two additional buildable lots, after finding the proposed subdivision would not have a significant negative environmental impact pursuant to SEQRA; and WHEREAS, on February 22, 2017, the Planning Board recommended a payment in lieu of contribution of land as the dedication of land for park, playground or recreation purposes is not feasible in view of the small amount of land available in this three lot subdivision; and WHEREAS, the Village Department of Parks, Recreation and Conservation provides a variety of facilities to meet the interests and needs of the community including parks, playgrounds, ball fields and an outdoor pool; and WHEREAS, the Village Department of Parks, Recreation and Conservation has a Five Year Capital Plan which calls for the replacement of facilities and equipment as well as additional facilities that will be needed in the future; now therefore be it RESOLVED: the Board of Trustees hereby accepts the recommendation of the Planning Board that the applicant, the Estate of Hazel Golenbock, pay to the Village an amount equal to 5.0% of the $1,350,000 Guideline Value of a lot in the A-2 zoning district pursuant to the 2007 Subdivision Recreation Fee Schedule, or $67,500, in lieu of a contribution of land for park, playground or other recreational purposes for each of the two new buildable lots resulting from the subdivision of property at 19 Griffen Avenue, 0 and 18 Cornell Village Board of Trustees 03/15/2017 94 Street, identified on the Village tax map as Section 24, Block 1, Lots 4, 5, 4A and 4B for a total of $135,000. AYES NAYS ABSENT Trustee Callaghan None None Trustee Finger Trustee Pekarek Trustee Samwick Trustee Stern Trustee Veron Mayor Mark ******** Law Committee Upon motion entered by Trustee Finger, and seconded by Trustee Samwick, the following resolution regarding a Library Contract with Capital Campaign Assistant was adopted by the vote indicated below: WHEREAS, the Scarsdale Public Library completed a Master Plan dated June 10, 2013, which identifies a number of building renovations and additions that will increase the capacity of the Library to provide a broader range of rapidly evolving library services while maintaining popular traditional collections and programs by offering a more balanced utilization of the building space within a safe, attractive, inviting, and comfortable environment; and WHEREAS, on December 13, 2016, the Village Board of Trustees authorized a $9,900,000 bond to pay part of the $17,900,000 addition and renovation of the existing Scarsdale Public Library Building, contingent upon the remainder of the $17,900,000 to be paid by private donations and grants; and WHEREAS, the Scarsdale Public Library Board has formed a Capital Campaign Committee to assist with fundraising efforts; and WHEREAS, in order to provide the necessary administrative support for the Capital Campaign Committee, and the various related subcommittees established, the Library Board engaged the services of Melissa Biffert via agreement dated May 4, 2015 (attached), with a renewal agreement approved by resolution dated May 10, 2016 (attached); and Village Board of Trustees 03/15/2017 95 WHEREAS, the Scarsdale Public Library Board, at their March 13, 2017 meeting, authorized the Library Director to extend the professional services agreement with Melissa Biffert for a period of one year, utilizing donated funds from the Library Capital Campaign Account to cover the $45,500 cost of the extension; now, therefore, be it RESOLVED, that the Village Board of Trustees herein concurs with the Scarsdale Public Library Board’s authorization to enter into a one-year professional services agreement with Melissa Biffert, 110 Beverly Road, White Plains, NY, in substantially the same form as attached hereto, to provide administrative support to the Library Capital Campaign Committee; and be it further RESOLVED, that the cost of said agreement be charged to the Library Capital Campaign Fund Account HL-7497-964--2014-070, not to exceed $45,500. Box 165, Thornwood, NY 10594, to design and conduct a capital campaign, such contract subsequently extended through March 31, 2017; and WHEREAS, on December 13, 2016, the Village Board of Trustees authorized a $9,900,000 bond to pay part of the $17,900,000 addition and renovation of the existing Scarsdale Public Library Building, contingent upon the remainder of the $17,900,000 to be paid by private donations and grants; and WHEREAS, the work of the Capital Campaign is on-going and the services of Plan A are still necessary for securing funds for the Library renovations; and WHEREAS, the Scarsdale Public Library Board, at their March 13, 2017 meeting, authorized the Library Director to extend the professional services agreement with Plan A Advisors for a period of one year utilizing donated funds from the Library Capital Campaign Account to cover the $90,000 cost of the extension; now, therefore be it RESOLVED, that the Village Board of Trustees herein concurs with the Scarsdale Public Library Board’s authorization to enter into a one-year extension of the professional services agreement with Plan A Advisors, P.O. Box 165, Thornwood, NY 10594 to assist the Library with a capital fund raising campaign for the Library Master Plan Project; and be it further RESOLVED, that the Village Board herein authorizes the Village Treasurer to appropriate $90,000 from existing Library Capital Campaign donations to Capital Budget Account HL-7497-964--2014-070 - Master Plan Fundraising Consultant. AYES NAYS ABSENT Trustee Callaghan None None Trustee Finger Trustee Pekarek Village Board of Trustees 03/15/2017 97 Trustee Samwick Trustee Stern Trustee Veron Mayor Mark ******** Municipal Services Committee Upon motion entered by Trustee Pekarek, and seconded by Trustee Finger, the following resolution regarding a New York State Department of Health Water Fluoridation Grant was adopted by the vote indicated below: WHEREAS, the Village of Scarsdale Water Department provides fluoride treated potable water to approximately 22,500 people, consisting of both Village residents and residents of Eastchester Water District #1; and WHEREAS, the Village of Scarsdale has been providing fluoridated water to its residents since 1985 from its Reeves Newsom Pump Station; and WHEREAS, the American Dental Association states that “Community water fluoridation is so effective at preventing tooth decay that the Centers for Disease Control and Prevention named it one of the 10 great public health achievements of the 20th century”; and WHEREAS, the 2016-2017 New York State budget included funding for the New York State Department of Health to establish a “no local match” grant program supporting planning projects related to fluoride equipment in drinking water facilities; and WHEREAS, the Village of Scarsdale applied for and received a grant award notice for an engineering study to determine the condition and remaining useful life of the underground fluoride bulk storage tank and related piping for an amount not to exceed $20,000; and WHEREAS, the New York State Health Department has proffered a grant agreement for execution by the Village, said agreement reviewed and approved as to form by the Village Attorney, now, therefore, be it RESOLVED, that the Village Manager is herein authorized to execute a NYSDOH Grant agreement, in substantially the same form as attached hereto, for funding related to an engineering study of the underground fluoride bulk storage tank at the Reeves Newsom Pump Station, as Village Board of Trustees 03/15/2017 98 outlined in Attachment C - Work Plan summary of the contract; and be it further RESOLVED, that the Village Manager is herein authorized to undertake all administrative acts required pursuant to the terms of the agreement. AYES NAYS ABSENT Trustee Callaghan None None Trustee Finger Trustee Pekarek Trustee Samwick Trustee Stern Trustee Veron Mayor Mark ******** Personnel Committee Upon motion entered by Trustee Veron, and seconded by Trustee Finger, the following resolution regarding Authorization to Execute a Collective Bargaining Agreement with Local 456 of the International Brotherhood of Teamsters – Facilities Maintenance was adopted by the vote indicated below: WHEREAS, the Village of Scarsdale (“Village”) and Local 456 of the Uniformed International Brotherhood of Teamsters, Facility Maintenance (“IBT Facility Maintenance”) are parties to a Collective Bargaining Agreement that expired on May 31, 2016; and WHEREAS, changes to the terms and conditions of employment were agreed upon by the parties and placed in the form of a Memorandum of Agreement dated February 13, 2017; and WHEREAS, the membership of IBT Facility Maintenance ratified the terms and conditions contained in the Memorandum of Agreement on March 7, 2017; and WHEREAS, the Memorandum of Agreement between the Village and IBT Facility Maintenance regarding the terms and conditions of employment for the period June 1, 2016, through and including May 31, 2020, is being presented for approval by the Village of Scarsdale Board of Trustees; now, therefore, be it Village Board of Trustees 03/15/2017 99 RESOLVED, that the Memorandum of Agreement between the Village of Scarsdale and IBT Facility Maintenance dated February 13, 2017, regarding the terms and conditions of employment for the period June 1, 2016, through and including May 31, 2020, is hereby approved; and be it further RESOLVED, that the Village Manager and Human Resources Director are hereby authorized to execute a Collective Bargaining Agreement for the period June 1, 2016, through and including May 31, 2020, between the Village of Scarsdale and IBT Facility Maintenance, incorporating the terms and conditions of said Memorandum of Agreement. AYES NAYS ABSENT Trustee Callaghan None None Trustee Finger Trustee Pekarek Trustee Samwick Trustee Stern Trustee Veron Mayor Mark ******** Recreation Committee Upon motion entered by Trustee Callaghan, and seconded by Trustee Veron, the following resolution regarding the Scarsdale Art Association – Art Show in Chase Park was adopted by a unanimous vote: WHEREAS, the Scarsdale Art Association has held an Annual Art Show in Chase Park for over 16 years, which has been well received by the community; and WHEREAS, the event organizers recently filed a permit application and banner request form (attached) to hold the 2017 Art Show in Chase Park on Saturday, October 7, 2017, and Sunday, October 8, 2017, with rain dates of October 14th and 15th; and WHEREAS, upon completion of the event, the participants will restore all public areas utilized to the same condition as they existed before the Art Show; Village Board of Trustees 03/15/2017 100 RESOLVED, that the Scarsdale Art Association is hereby authorized to utilize the Village-owned Chase Park for the purpose of holding the Art Show on Saturday, October 7, 2017 and Sunday, October 8, 2017, with rain dates for October 14th and 15th, conditioned upon the receipt of a certificate of insurance listing the Village of Scarsdale as an additional insured and a signed hold harmless agreement; and be it further RESOLVED, that the Village Manager is authorized to execute the attached Village Event Permit form and banner request form. ******** Other Committee Reports None. ******** Liaison Reports Trustee Callaghan, as Fire Commissioner stated that he, the Mayor, and the Village Manager presided at a swearing in ceremony last Tuesday at the Fire Department for three new firefighters. He read about their background, noting that Fire Chief Seymour has done an outstanding job. Trustee Veron stated that the Personnel Committee was very pleased to receive an outstanding number of Boards and Councils applications; all those who applied are exceedingly well qualified. She explained the process of reviewing all of the Boards and Councils applicants. She explained that the Personnel Committee met last week and will meet again next week to put together their recommendation to the Board for the appointments. Mayor Mark noted that these meetings are held in Executive Session because the subject matter concerns personnel. Trustee Veron next spoke regarding the Drugs and Alcohol Task Force, stating that a survey was administered by the School for the students concerning use of alcohol, etc. in February; the results of that survey are expected soon and will be posted on the website when it becomes available. The results of the 2014 survey are available for viewing on the website and can be found under Community Organizations. Trustee Veron next stated that the Boards and Councils are working on more collaborative efforts. The Advisory Council on Youth and the Advisory Council on Senior Citizens are working together to initiate efforts to forge connections between youth and seniors. The hope is to pilot activities partnering with the schools. Village Board of Trustees 03/15/2017 101 Trustee Veron stated that she is the liaison to the Greenacres Neighborhood Association. She stated that they held a Town Hall where Mayor Mark donned an apron to discuss food scrap recycling; Village Manager Pappalardo also presented an update on Village matters. It was a partnership between the schools and the Village. A lot of people in the community came out for this. The Fox Meadow Association had a social event that night as well. Trustee Pekarek reported that she attended the Coalition on Family Violence and Healthy Relationships in early March. It is a very large group of schools, residents and community groups, Scarsdale Edgemont Family Counseling Service, the Police Department, and the Board of Trustees and the School Board. In 2001, then Mayor David Kroenlien brought together community leaders and stakeholders to address the issues associated with family violence and that coalition exists today. The Board will keep abreast of the programs and activities that are being pursued by the Coalition, and it is her hope that where they can, they will lend their support by noting the dates and locations of any events. Trustee Pekarek reported that the National Arbor Day Association as named the Village of Scarsdale a Tree City, USA in 2016 for the 34th year in a row. She read a press release that is on the Village’s website, www.scarsdale.com. ******** Written Communications All communications received that are written to the Mayor and Board of Trustees can be viewed on the Village’s website, www.scarsdale.com under the Board of Trustees or Village Clerk section. Deputy Village Clerk Regazzi reported that a total of ten (10) communications have been received since the last regular Board of Trustees meeting from the following: • Lika Levi, four (4) written communications regarding: - 32 Ferncliff Road - Consultant to Evaluate the Assessor’s Office - Two (2) communications concerning the budget with response from the Mayor • Dr. Paul Weiss, 11 Ross Road, regarding the 2016 Revaluation • Ran Liu, Fox Meadow Road, regarding the 2016 Revaluation • Robert Harrison, 65 Fox Meadow Road, regarding a comfort station at the Middle School Tennis Courts • Eilon Amidor, 56 Brite Avenue, regarding subdivision recreation fees. Village Board of Trustees 03/15/2017 102 • The Ad Hoc Committee on LED Streetlights regarding an update on the LED Streetlight Program ******* There being no further business to come before the Board, the meeting was adjourned at 10:20 P.M. on a motion entered by Trustee Finger, seconded by Trustee Stern and carried unanimously.
