JCC- Use of space for Recreation programs; other opportunities As of April 6, 2021 VM: Infrastructure, Programs & Planning Projects Submitted to Congressman Jamaal Bowman in December 2020 Subsequent to a meeting with Mr. Bowman on December 14, 2020 with the Mayor and Village Manager Drinking Water System Improvements: Multiple Projects and Locations: Up to $20M The Village of Scarsdale is confronted with infrastructure that is a century old and past its useful life; it is in desperate need of major rehabilitation. A multi-year renovation program is proposed to upgrade the Village’s underground water infrastructure, including such tasks as cement lining of potable water pipes, valve replacement, and other important below-grade improvements designed to safeguard the public water supply and decrease system water loss. New York City has established targets for reduced water consumption amongst system users. The proposed improvements are important to NYC meeting their consumption reduction target and also represent opportunity for decreased taxpayer costs in association with water loss, emergency repairs, etc. This project can be implemented in prioritized phases on a funds available basis; $20M would enable the entire scope of work to be completed as a single, multi-year Capital Program targeting upgrade of the Village’s underground water infrastructure. Sanitary Sewer Rehab: Multiple Projects and Locations: Up to $4M The NYS Department of Environmental Conservation has been working with Westchester County to reduce inflow and infiltration impacting Long Island Sound water quality. The Village has locally funded an initial $500,000 study of a portion of our local sewer system, having also corrected a number of identified deficiencies. However, a great deal of work is still needed, including a combination of additional studies and infrastructure investments to remediate deficiencies in the balance of our underground sanitary sewer system. This project can be implemented in prioritized phases on a funds available basis; we anticipate that $4M would enable the entire scope of work to be completed as a single multi-year project. Traffic Safety Enhancement Projects: Up to $4M (Planning, Design, and Construction) Like many municipalities in Westchester County, which exhibits the highest rate pf pedestrian-involved accidents in New York State, second only to New York City, Scarsdale residents are increasingly expressing concern about traffic safety. More on-point, Scarsdale residents believe that our local transportation network is unsafe for pedestrians, particularly older Americans and children, bicyclists, and other non-automobile users. While legislation to enable cities, villages, and towns to post an Area Speed Limit of 25 mph has been introduced in Albany, which will be very helpful if passed, the lower speed limit, alone, is inadequate to safeguard the lives of pedestrians and bicyclists. The Village of Scarsdale needs planning and infrastructure funding to identify and construct appropriate traffic safety and complete street enhancements. This project can be implemented in prioritized phases on a funds available basis; $4M is a planning level estimate for addressing significant Village Center needs.  VM: Infrastructure, Programs & Planning Projects Submitted to Congressman Jamaal Bowman in December 2020 Subsequent to a meeting with Mr. Bowman on December 14, 2020 with the Mayor and Village Manager Scarsdale Pool Complex Rehabilitation: $2.65M – not Reimagined The Scarsdale Pool Complex recently celebrated its 50th anniversary. While it remains a popular community treasure, the mechanical, pumping, and other systems have outlived their useful lives. As time has passed, a variety of public health, safety, and welfare code requirements have changed. The pool, on the other hand, effectively remains the same as it was when originally unveiled to the community some 50 years ago. While the pool complex remains in-compliance as an existing facility, the necessary upgrades and repairs trigger a variety of current code standards, which makes renovation and upgrade a significant undertaking. Village Hall Council Chambers and Municipal Court Security Improvements: Up to $1.7M This project is to remedy security concerns identified through a report prepared by a Westchester County Court Security Officer. The scope of work includes such critical improvements as a new emergency door and exit pathway, significant reconfiguration of the municipal court layout, bullet proofing in identified locations, a potential holding cell, and others. This project can be implemented in prioritized phases on a funds available basis; $1.7M would enable the entire scope of work to be completed as a single security improvement project. Wayside Cottage Interior Rehabilitation: $525,000 The Village has previously completed Phase I of the work necessary to restore the historic Wayside Cottage and now needs funding support Phase II. Historians believe Wayside dates back to around 1715, making it the oldest landmark in the Village of Scarsdale and one of the oldest preserved residences in the United States. Phase II of the Wayside Cottage Restoration project consists of interior restoration work along with a few miscellaneous exterior items that were not included in the Phase I work. The preliminary scope of the Phase II work includes restoration of the interior doors and wood flooring, upgrade of exterior lighting with historically appropriate fixtures, interior electrical upgrades, restoration of the plaster ceilings, reconstruction of the exterior rear terrace and asbestos abatement. Over the past few years, the Village has applied for several grants for the Phase II work but have been unsuccessful. Water Meter Remote Reading Network: $500k To facilitate a combination of operational efficiency and water conservation goals, the Village is amidst a project to upgrade our water meter infrastructure to install remote reading technology and the communications network to automatically transmit data back to the water billing system. The project will significantly improve water customer ability to save money on water bills through early leak detection and enhanced conservation measures. VM: Infrastructure, Programs & Planning Projects Supplemental Update as of 4/3/2021 Heathcote Road Bridge Rehabilitation: $1.7M Village obtained a NYSDOT Grant for $1.6M. Hutchinson River Flood Mitigation -$6M- $10M Minimum of $3.5M in grant funding secured, opportunity for additional. Project suspended due to unanticipated expenses and complications with a dam located in New Rochelle. Middle School Comfort Station: $115K Assumes the use of Village in-house labor.
